Plan for the Development and Application of a Risk Assessment Approach for Transportation Package Approval of a Transportable Nuclear Power Plant for Maritime Shipment (Rev. 1)

This plan proposes a strategy for licensing a transportable nuclear power plant, containing its unirradiated and irradiated fuel, as a transportation package for maritime transport using a probabilistic risk assessment framework in order to meet the regulatory requirements of 10 CFR Part 71. It is anticipated that initially, the deterministic transportation package licensing approach will be challenging due to the functional requirements of the transportable nuclear power plant. As such, a partial exemption request from the U.S. Nuclear Regulatory Commission coupled with applied compensatory measures are anticipated in support of providing equivalent safety to the public, worker, and environment. A plan is outlined as to how this would be demonstrated and a pathway is primarily outlined using the accompanying low accident rates which in turn support very low probabilities of release for a maritime application. Wherever possible, the proposed plan is supported by actual accident (casualty) data. Additional supporting information regarding a highway transportation probabilistic risk assessment in support of the Project Pele demonstration reactor that is currently under development is also referenced and discussed.

Concept of Operations for Microreactor Transportation

Microreactors are very small nuclear reactors with a power output of 20 MWe or less and are designed to be factory-built, modular in nature, and highly portable. The Idaho National Laboratory (INL) has been identified as a potential location to demonstrate microreactors and two microreactor concepts currently under consideration for demonstration at the INL include a tristructural isotropic (TRISO) fueled high-temperature gas reactor and a sodium cooled reactor using a SNAP-10A style fuel pin design. The objective of this report is to identify a concept of operations (CONOPS) for shipping these microreactors.

Complete Documentation of Applicable Regulations and Regulatory Authority for Transportation

This report fulfills the M4 milestone M4MR-20PN0303023, “Complete Documentation of Applicable Regulations and Regulatory Authority for Transportation. Microreactors are very small nuclear reactors with a power output of 20MWe or less and are designed to be factory-built, modular in nature, and highly portable. The objective of this report is to identify and document applicable regulations, the appropriate regulatory authority, and the associated framework for microreactor transport. Sections 2 and 3 of this report summarize U.S. Department of Transportation (DOT) and NRC regulations related to the transportation of Class 7 (radioactive) materials. These sections concentrate on the transport of fissile material packages and Type B packages, which would be most applicable to the transport of a microreactor before and after irradiation. Section 4 summarizes DOE hazardous and radioactive material transportation regulations. Section 5 summarizes U.S. Coast Guard regulations related to the transport of radioactive material. Section 6 discusses state requirements for the permitting of oversize and/or overweight truck shipments. Section 7 presents detailed schedules of requirements for transporting fissile material packages and Type B packages based on NRC and DOT regulations. The schedules are presented in a two-column format, the right column is the regulatory requirement and the left column is the citation of the regulation in which the requirement is found.
