Results of an irrigated lands assessment for water management in California

Periodic assessment of existing and future demands for water within California is one responsibility of the California Department of Water Resources (CDWR). The California Irrigated Lands Assessment for Water Management Project represented a 5-year joint research effort between the NASA and the CDWR with technical support from the University of California (UC) at Berkeley and at Santa Barbara. The objectives were: (1) to develop and demonstrate procedures for providing highly precise, timely, estimates of irrigated area on a statewide basis using Landsat sensor data, and (2) to develop, through research with small demonstration sites, a procedure for the inventory and mapping of crop groups on a regional basis. Both manual and computer-assisted analyses were investigated. This paper highlights the statewide irrigated lands inventory where a procedure for statewide estimation of irrigated land using full frame Landsat MSS imagery and sampled ground data was successfully demonstrated. The statewide estimate of 3 990 112 hectares was within + or - 1.32 percent relative standard error at the 95-percent Confidence Interval, well within the design goal. This procedure represents a new capability for obtaining near-real time data on changes in agricultural water use throughout the state.

Edge discrimination as applied to Thematic Mapper data

An evaluation of suitable edge discrimination techniques and their application to image segmentation is reported. From an analysis of Thematic Mapper Simulator data, it is concluded that segmentation by automated edge discrimination is a valuable technique which can be used in the development of per-field classifiers. A Laplacian convolution operator appears to be the most cost-effective high-pass filter. Spatial frequency domain filtering is more versatile in its ability to enhance different edge types. A simple global gray value threshold can produce good edge discrimination from an enhanced image which may be improved by using a local thresholding technique. A gap-fill postprocessing technique is necessary for useful segmentation. Gradient and other directionally dependent techniques are unsuitable for segmentation.

A Landsat-based inventory procedure for agriculture in California

Agriculture, which occupies a vital position in the economy of the State of California, depends crucially on the available water. The California Department of Water Resources (DWR) is, therefore, greatly concerned with the total water requirements for agricultural applications. In view of the limitations of an area-limited, single-date survey system, the DWR has been cooperating with NASA and the University of California in a study of the applicability of Landsat imagery and digital data as an aid in making decisions concerning the management of water resources. Attention is given to a statewide inventory of irrigated land, computer-assisted estimation and mapping of irrigated land, and a crop type analysis using Landsat digital data.

Benefits of advanced space suits for supporting routine extravehicular activity

Technology is available to produce space suits providing a quick-reaction, safe, much more mobile extravehicular activity (EVA) capability than before. Such a capability may be needed during the shuttle era because the great variety of missions and payloads complicates the development of totally automated methods of conducting operations and maintenance and resolving contingencies. Routine EVA now promises to become a cost-effective tool as less complex, serviceable, lower-cost payload designs utilizing this capability become feasible. Adoption of certain advanced space suit technologies is encouraged for reasons of economics as well as performance.
