Game Theory in Cybersecurity: A Review of Applications, Models, and Challenges

There are no aspects of society left unchanged by the Internet. From commerce to communication, from entertainment to engineering, every industry and sphere of influence exists in a new state thanks to the advent of the information age. This convenience, rarely controverted, comes with capricious actors, who wish to gain access to these systems for myriad reasons, be it financial, political, or mere intellectual gain. This paper presents information that can help readers to better understand the fundamentals of cybersecurity from a game theory perspective, such as coalitional games, Colonel Blotto systems, or how to find Nash Equilibrium. This paper also reviews how game theory can enhance understanding of cybersecurity through cooperative and non-cooperative methods, such as information sharing, defense modeling, and attacker analysis. The authors use the analysis to serve as a bridge for those in either field who need a way to best comprehend the methodologies of their contrasting fields.

Resilience Valuation and Planning for Solar and Storage on Critical Infrastructure

This case study report documents the City's project evolution and the entrepreneurial ways through which the City approached the questions of how solar and storage could support their resilience efforts and how to value and pay for solar-plus-storage systems. This report documents how and why the City of Reno came to the specific conclusion to integrate solar and storage into their Public Safety Center retrofit project and apply for Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) funding. (The City of Reno applied for and was awarded FEMA BRIC funding in January 2021; leveraging work that was underway in this project.) This report provides an overview for other local governments to draw inspiration from when considering how to prioritize community values and pursue multi-stakeholder dialogue around resilient energy solutions. The City of Reno's experience can serve as a starting point for other communities interested in valuing the resilience benefits of solar and storage.

Distribution System Behind-the-Meter DERs: Estimation, Uncertainty Quantification, and Control

This paper summarizes the three-year technical activities of the IEEE Task Force (TF) on behind-the-meter (BTM) distributed energy resources (DERs): estimation, uncertainty quantification, and control. The potential grid services from BTM DERs are discussed in detail. The paper also reviews the state-of-the-art for BTM DERs visibility, uncertainty quantification, and, optimization and control. Furthermore, different aspects of the market structures associated with BTM DERs are covered, including emerging market and business models. Finally, needs and recommendations are provided for additional areas such as system protection, computing capabilities, algorithm development, market structure design, cyberinfrastructure and security, and hardware and software developments.
