The Hidden Flexibility of the Natural Gas Network for Electric Power Operations: A Case Study of a Near-Miss Winter Event

The U.S. power sector has become increasingly reliant on gas pipeline networks to deliver fuel to natural gas power plants. In addition to supplying relatively low-cost fuel, gas networks offer generators flexibility in their operations through the ability to deliver fuel when needed by using gas storage facilities or linepack if the gas network is at an operating point below its design capacity. However, disruptions or stress events on the gas network - like those occurring in the Northeast and Texas in recent years - can result in limitations on gas availability to generators at times when generation is in short supply. Here we examine a period of stress that occurred in the winter of 2022 in the Western United States. Using data on the region's natural gas pipeline network and electric generators, we build an integrated gas and electric model that closely replicates the actual dispatch of the period. We then evaluate the implications of removing flexibility employed by the gas network operator, which during that period curtailed scheduled gas deliveries to other parties to increase deliveries to natural gas power plants, which requested more gas than initially forecasted. We find that without the flexibility supplied by the gas network operator, there would have been curtailment of gas generation due to gas offtake constraints, requiring the power system operator to redispatch relying on more expensive generation or to potentially shed load. A sensitivity exploring a wind drought further exacerbates the strain, illustrating the potential challenge of managing gas and grid interactions as systems move to higher shares of variable renewable electricity. Based on this example, we discuss potential coordination strategies between the two system operators to ensure that the power system can successfully utilize and rely on the flexibility offered by natural gas networks.

A review of technical and regulatory limits for hydrogen blending in natural gas pipelines

We report there is rising interest globally in the use of hydrogen for the provision of electricity or heat to industry, transport, and other applications in low-carbon energy systems. While there is attention to build out dedicated hydrogen infrastructure in the long-term, blending hydrogen into the existing natural gas pipeline network is also thought to be a promising strategy for incorporating hydrogen in the near-term. However, hydrogen injection into the existing gas grid poses additional challenges and considerations related to the ability of current gas infrastructure to operate with blended hydrogen levels. This review paper focuses on analyzing the current understanding of how much hydrogen can be integrated into the gas grid from an operational perspective and identifies areas where more research is needed. The review discusses the technical limits in hydrogen blending for both transmission and distribution networks; facilities in both systems are analyzed with respect to critical operational parameters, such as decrease in energy density, increased flow speed and pressure losses. Safety related challenges such as, embrittlement, leakage and combustion are also discussed. The review also summarizes current regulatory limits to hydrogen blending in different countries, including ongoing or proposed pilot hydrogen blending projects.

Mexico Clean Energy Report

This report provides an assessment of Mexico's clean energy resource potential and pathways for rapidly deploying renewable energy technologies to enable Mexico to reach its goal of 35% renewable energy by 2024 within the current legal and regulatory framework. An appendix to the report includes the results of the 2024 Renewable Energy Integration Study, and technology chapters on wind, solar, geothermal, hydropower, transport electrification, and green hydrogen, detailing current state, resource potential, and deployment opportunities and recommendations. Additional sections include transmission, a section on the challenges and solutions for the integration of variable generation resources, and a summary of benefits.

Impacts Analysis of Amendments to Mexico's Unit Commitment and Dispatch Rules

In Mexico, there are various amendments, approved and under discussion to significantly modify the order in which generation units are committed and dispatched. This report quantifies the potential impacts on Mexico's power system, utilizing a production cost model of the Mexican power system that analyzes the hourly optimal electricity dispatch of the Mexican electricity system for 1 year under four scenarios, a reference scenario, and three alternative scenarios. These scenarios are meant to evaluate the potential impacts of increasing participation of the state-owned power plants in generation mix, electricity production costs, emissions, and renewable curtailment.

Chapter 9: Impact of Variable Renewable Energy Sources on Bulk Power System Planning and Operations

Wind and solar photovoltaics (PV) have experienced remarkable growth in recent years, with many consequent benefits within and outside of power systems. At the same time, wind and solar PV have unique characteristics relative to the historically dominant dispatchable technologies like coal, gas, and nuclear power plants that have required and will continue to require changes in power system planning and operations. This chapter discusses planning and operational challenges of integrating wind and solar PV into bulk power systems. We first present the key characteristics of wind and solar PV that differentiate it from conventional technologies, such as variable and uncertain electricity generation, asynchronous interconnection to the power system, and near-zero marginal costs. We then link these characteristics to power system planning and operational challenges at low through high wind and solar penetrations. Finally, we discuss near- and long-term solutions to those challenges, such as diversifying the generation mix and wind and solar fleets, improving system flexibility, diversifying ancillary service products, and integrating generation and transmission planning.
