Confirmation of Radiological Non-Impact Status for TA-16-380

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has evaluated radiological process knowledge and surveys and found that the structure and associated building materials in Technical Area 16 Building 380 (TA-16-380) are candidates for unrestricted use and public release. This finding is consistent with the requirements of DOE Order 458.1, Radiation Protection of the Public and the Environment and LANL Procedure FSD-004, Environmental Radiation Protection.

MARSAME Radiological Release Report for Replacement Water Lines from TA-48 to TA-55

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has determined that only a portion of the soil associated with Replacement Water Lines from Technical Area (TA)-48 to TA55 (Figure 1) meets the criteria for unrestricted release to the public under Department of Energy (DOE) Order 458.1, Radiation Protection for the Public and the Environment (DOE, 2020). The remaining soil did not meet the criteria for unrestricted release and must be managed appropriately. These conclusions are based on the known history of the area combined with soil sample data collected in 2022; the findings are consistent with DOE Order 458.1 and Los Alamos National Laboratory (LANL) Functional Series Document EPC-ES-FSD-004, Environmental Radiation Protection (LANL, 2021). Sampling and data analysis, as described in this report, were sufficient to meet measurement quality objectives (MQOs) under the Multi-Agency Radiation Survey and Assessment of Materials and Equipment (MARSAME) manual (NUREG, 2009) and LANL procedures (LANL, 2020). Final approvals for waste disposition will come from LANL’s Waste Management Program.

NNSA Funded 03-0016, Ion Beam Facility Characterization Compilation (Characterization Funded and Completed FY2021)

This document is the compilation of the sampling activities associated with the FY2021 NNSA funded characterization of the 03-0016, Ion Beam facility at Los Alamos National Laboratory. Included within this document are the radiological and non-radiological sampling plans, results from the executed sampling plans, areas not sampled, summary of findings for each area sampled, and anticipated waste streams.

Radon Survey of Los Alamos National Laboratory Buildings and Los Alamos County Residential Buildings

A radon survey of office spaces was of interest to LANL for several reasons. First, exposure to natural radon in LANL office spaces has been considered to be outside the regulatory reach of the federal regulations and the U.S. Department of Energy (U.S. DOE) orders, and thus has not been studied as extensively as occupational exposure to other radionuclides and is not subject to the same rigorous radiological controls. Second, a general survey of radon concentrations in LANL workspaces was of interest to management to ensure safe environments for workers and is in keeping with the intent of OSHA requirements. Though radon in LANL offices would not be derived from enhanced radioactive sources, radon exposure in general office spaces has the potential to significantly impact worker risk. The purpose of the 2009 radon survey was to measure and document indoor radon levels across a broad spectrum of office-type workspaces and neighboring homes. The measured concentrations were compared against those measured across the United States and across the world. The results were also compared against a wide variety of radiation protection thresholds such as (1) the action levels of 148 Bq m -3 (the U.S. EPA action level for public housing), (2) ≈1,200 Bq m -3 OSHA threshold for office spaces, (3) effective dose threshold of 1 mSv threshold for defining a radiological worker, (4) 50 mSv occupational effective dose limit, and (5) 0.1 mSv and 1 mSv limits for public exposures from the air pathway and all pathways, respectively.

EPC-ES has evaluated the survey results for metal items from the Los Alamos Neutron Science Center (LANSCE) and found that the metal items described in Table 1 of this report (identified by RP Tracking Numbers) meet the criteria for unrestricted release under DOE Order 458.1 Radiation Protection of the Public and the Environment (DOE 2020) and can be recycled. This conclusion is based on the known history of the metal items and on radiation survey data (see the completed RP-Form-031 LANSCE Metals Clearance Log for each item). None of the items in this report are located within radiological areas. Therefore, the items are considered unencumbered and are not subject to the moratorium suspension on metal recycling from Department of Energy facilities. Additionally, LANL has determined that there is no practical opportunity for internal DOE reuse or recycling of this metal.

Process knowledge indicates that these metal items were unlikely to ever be in direct contact with the beam and thus are unlikely to have become activated. Surface contamination measurements (both total and removable) showed either no detectable radioactivity or activity levels within the range of background. All measurements for volumetric contamination were indistinguishable from background based on calculated decision limits. Additionally, all gamma isotopic surveys conducted for defense-in-depth showed no identifiable gamma radiation from beam activation.

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has evaluated radiological process knowledge and surveys and found that the structures and associated building materials in Technical Area 8 Building 32 and Technical Area 11 Buildings 24 and 36 (TA-08-0032, TA-11-00024, and TA-11-0036, respectively) are candidates for unrestricted use and public release. This finding is consistent with the requirements of DOE Order 458.1, Radiation Protection of the Public and the Environment and LANL Procedure FSD-004, Environmental Radiation Protection.

MARSAME Radiological Release Report TA-50, TRU Liquid Waste Construction Soil

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has determined that the soil associated with Technical Area 50 (TA-50), Transuranic (TRU) Liquid Waste construction project (TLW) meets the criteria for unrestricted release to the public under Department of Energy (DOE) Order 458.1, Radiation Protection for the Public and the Environment (DOE 2020, NNSA 2021). This conclusion is based on the known history of the area combined with soil sample data collected in 2021; the findings are consistent with DOE Order 458.1 and Los Alamos National Laboratory (LANL) Functional Series Document EPC ES-FSD-004, Environmental Radiation Protection (LANL 2020a). Sampling and data analysis, as described in this report, were sufficient to meet measurement quality objectives under the Multi-Agency Radiation Survey and Assessment of Materials and Equipment (MARSAME) manual (MARSAME 2000) and LANL procedures (LANL 2020b). Final approvals for waste disposition will come from LANL’s Waste Management Program. The scope of this final release report includes the TLW construction site soil located south of TA-50, Building 001.

MARSAME Release Report for TA-03 Building 16

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has determined that materials associated with technical area 3, Buildings 16 and 18 (collectively known as TA-3-16) (Figure 1) do not meet the criteria for unrestricted release to the public under Department of Energy (DOE) Order 458.1, Radiation Protection for the Public and the Environment (DOE 2020) and are to be treated as Low Level Waste (LLW). These conclusions are based on the known history of the building combined with radiation survey data collected in 2020 and 2021, and findings are consistent with DOE Order 458.1 and Los Alamos National Laboratory (LANL) Functional Series Document EPC-ES-FSD-004, Environmental Radiation Protection (LANL 2020a). Sampling and data analysis, as described in this report, were sufficient to meet measurement quality objectives under the Multi-Agency Radiation Survey and Assessment of Materials and Equipment (MARSAME) manual (MARSAME 2000) and LANL procedures (LANL 2020b). LANL Environmental ALARA Program Status Report for CY 2020

Los Alamos National Laboratory (LANL) ensures that radiation exposures to members of the public and the environment from LANL operations, past and present, are below regulatory thresholds and are as low as reasonably achievable (ALARA) through compliance with Department of Energy (DOE) Order 458.1 Radiation Protection for the Public and the Environment (DOE 2020), and LANL Functional Series Documents EPC-ES-FSD-004,Environmental Radiation Protection, (LANL 2020a) and EPC-ES-FSD-003, Los Alamos National Laboratory Environmental ALARA Program (LANL 2020b). These documents provide related program authorities, responsibilities, descriptions, processes, and thresholds for conducting qualitative and quantitative ALARA analyses for prospective and actual radiation exposures to the public and to the environment resulting from DOE activities conducted on the LANL site.

Sampling and Analysis Plan for TRU Liquid Waste Facility Soil

The Radioactive Liquid Waste Treatment Facility Upgrade Project (RLWTF-UP) will relocate, upgrade, and consolidate existing treatment capabilities that are currently housed in the Radioactive Liquid Waste Treatment Facility (RLWTF) at Technical Area 50, Building 001 (TA-50-001).

Environmental Protection and Compliance, Environmental Stewardship (EPC-ES) has evaluated radiological process knowledge and surveys and found that the structures and associated building materials in magazines and process building at Technical Area 22 (TA-22) are candidates for unrestricted use and public release. TA-22 magazines included in this analysis are: buildings TA-0011, -0012, -0014, -0015, -0016, -0017, -0019, -0021, -0022, -0023, -0024, -0035, and -0069 and building TA-22-0025, which is an a process building. This finding is consistent with the requirements of DOE Order 458.1 Radiation Protection of the Public and the Environment and LANL Procedure FSD-004 Environmental Radiation Protection.
