Tantalum pentoxide: a new material platform for high-performance dielectric metasurface optics in the ultraviolet and visible region

Dielectric metasurfaces, composed of planar arrays of subwavelength dielectric structures that collectively mimic the operation of conventional bulk optical elements, have revolutionized the field of optics by their potential in constructing high-efficiency and multi-functional optoelectronic systems on chip. The performance of a dielectric metasurface is largely determined by its constituent material, which is highly desired to have a high refractive index, low optical loss and wide bandgap, and at the same time, be fabrication friendly. Here, we present a new material platform based on tantalum pentoxide (Ta 2 O 5 ) for implementing high-performance dielectric metasurface optics over the ultraviolet and visible spectral region. This wide-bandgap dielectric, exhibiting a high refractive index exceeding 2.1 and negligible extinction coefficient across a broad spectrum, can be easily deposited over large areas with good quality using straightforward physical vapor deposition, and patterned into high-aspect-ratio subwavelength nanostructures through commonly-available fluorine-gas-based reactive ion etching. We implement a series of high-efficiency ultraviolet and visible metasurfaces with representative light-field modulation functionalities including polarization-independent high-numerical-aperture lensing, spin-selective hologram projection, and vivid structural color generation, and the devices exhibit operational efficiencies up to 80%. Our work overcomes limitations faced by scalability of commonly-employed metasurface dielectrics and their operation into the visible and ultraviolet spectral range, and provides a novel route towards realization of high-performance, robust and foundry-manufacturable metasurface optics.

Panel Session 14: US NRC - Current and Emerging US NRC Regulatory Topics

This panel focused on several current and emerging US Nuclear Regulatory Commission (NRC) regulatory issues impacting the commercial radioactive waste arena in the US. The panelists provided different perspectives on key issues such as the revision of 10 Code of Federal Regulations Part 61 'Licensing Requirements For Land Disposal Of Radioactive Waste', the scoping study on very low-level waste, the consolidated interim storage of spent nuclear fuel and other timely regulatory topics. Panelists with presentations: Overview of NRC Low-Level Radioactive Waste Activities and Initiatives (Patricia Holahan); US Nuclear Power Plant Waste Management - US LLW Disposal Issues (Joe Weismann); Decommissioning Rule (Vern C. Rogers); What is TRU? Definition, Legislation, and Rulemaking (David Carlson); LLRW Regulatory Topics of Interest in Texas (Bobby Janecka); International Low Level Waste Management Practices (Richard McGrath)

Panel Session 36: Hot Topics in US Commercial Low-Level Waste Management

This panel focused on emerging issues in commercial LLW management in the US from the perspective of active members of the Low-Level Radioactive Waste Forum, Inc. State, compact, federal and industry officials shared their views on a variety of timely and significant topics related to low-level radioactive waste management, disposal and related issues. Session no. 36 Co-Chairs, Patricia Holahan and Daniel Shrum, introduced the panelists and provided a summary of the purpose of the session. This Panel Session focused on several current and emerging issues impacting the commercial Low-Level Radioactive Waste (LLRW) management in the US from the perspective of active members of the Low-Level Waste Forum, Inc., States, Compact, as well as Federal and nuclear industries. The panelists provided different perspectives on number of key issues such as: LLW disposal facility status and updates (e.g.; in terms of disposal capacity, plans, and waste acceptance conditions). The panelists also addressed waste disposal rates and potential impacts of ongoing regulatory developments by the NRC and the concerned States. Other timely topics pertaining to the revision of 10CFR Part 61, the Greater-than-Class C (GTCC) and Transuranic (TRU) waste, and Very Low-Level Waste (VLLW) disposal issues were also addressed at this Session. Panelists with presentations: Hot Topics in US Commercial LLW Management (Joe Weismann); Texas LLRW Compact (David Carlson); Texas Low-Level Radioactive Waste Disposal Compact Commission (John Salsman); Barnwell LLRW Disposal Facility (Benjamin Smith, Bill Carver)
