Development of the Underwater Disc Saw Used to Segment the Internals of Taiwan Research Reactor - 20038

Taiwan Research Reactor will be dismantled in the period of 2022 to 2027 according to the approved dismantling plan. Based on the sampling and analyzing results, some internals of Taiwan Research Reactor must be segmented under the water because of their higher radiation, and the calandria is one of them. To dismantle this calandria, Institute of Nuclear Energy Research develops an underwater disc saw that is driven by a hydraulic pump and will be used to segment the shell of the calandria. In this article, Taiwan Research Reactor and the structure of the calandria are briefly depicted, and the segmentation processes of this calandria and the design of this disc saw are also included. Besides, the trial of cutting the shell of the simplified full size calandria mockup is briefly demonstrated in this article. Further tests will be performed in the near future to figure out which parts or functions of this disc saw need to be modified to get better cutting performance. (authors)

Development of the 3 m{sup 3} Low Level Radioactive Waste Container in Taiwan - 20037

Chinshan Nuclear Power Plant stopped its business operation in July, 2019, and Kuosheng Nuclear Power Plant will also be permanently shut down in 2023. Nuclear Reactor Facilities Regulation Act requires a nuclear facility must be dismantled in 25 years after being permanently ceased operation. According to the approved decommissioning plan of Chinshan Nuclear Power Plant and the proposed one of Kuosheng Nuclear Power Plant, the 3 m{sup 3} low level radioactive waste container is planned to store the low level radioactive wastes with higher radiation produced during the decommissioning. However, 3 m{sup 3} low level radioactive waste containers are not used or developed in Taiwan before. To meet such need, Institute of Nuclear Energy Research develops a new type of 3 m{sup 3} low level radioactive waste container and performs the corresponding analyses and tests based on Guidelines of Applying the Usage License of Low Level Radioactive Waste Containers and Regulations for the Safe Transport of Radioactive Material. In this article, it provides the information of the low level radioactive waste containers that have been approved or is under reviewing in Taiwan, and so do the design specifications of the developed 3 m{sup 3} waste container. Besides, the numerical evaluation and test results of the developed 3 m{sup 3} waste container are also included in this article. Based on the evaluation and test results, the developed 3 m{sup 3} waste container satisfies the requirements of the storage container and industrial package type 2. Institute of Nuclear Energy Research will submit the usage license applications to the authority this year, and the usage licenses would be granted in 2021, expectedly. (authors)

The Study of TRR Radial Thermal Shielding Dismantling Process - 20063

The decommissioning of nuclear facilities has become an important worldwide topic because many nuclear power facilities will permanently cease operation in the foreseeable future. Taiwan Research Reactor (TRR) has stepped into the decommissioning phase in 2004, and the dismantling processes will start in 2022. TRR is a heavy water reactor designed by Canatom Company with output thermal power 40 MW. On January 3, 1973, it reaches criticality. TRR had been operated for 15 years and was permanently shut down in early 1988. The decommissioning plan of TRR was approved in 2004. According to the Nuclear Reactor Facilities Regulation Act in Taiwan, a nuclear facility must be dismantled in 25 years after stepping into the decommissioning phase. Therefore, TRR decommissioning must be completed before 2029. One of the most important tasks of TRR decommissioning is to dismantle reactor body. In the task of TRR decommissioning, mechanical cutting with remote handling is used to dismantle radial thermal shielding, which are the internal components of the TRR. This study outlines the internal components of the TRR and explains the difficulties encountered during the dismantling processes. Considering the structure and radiation dose rate of TRR and its internal components, the dismantling method and packaging method are properly arranged to complete the TRR dismantling task. This study describes the process of dismantling the radial thermal shielding during the dismantling processes and considers the impact of the radiation dose on the staff during the operation. The calculation of the radiation dose rate for the personnel during the segmentation process is based on the evaluation result by using VRdose. If the calculation of personnel working dose rate is too high, we will increase the shielding or use remote handling to reduce the operator's exposure dose in the dismantling processes to comply with the As Low As Reasonably Achievable (ALARA) principle. In this study, the latest developments in the TRR decommissioning program are described. It also provides usable experience and information regarding the future decommissioning of other nuclear facilities or nuclear power plants in Taiwan. (authors)
