Rolling Optimization of Transmission Network Recovery and Load Restoration Considering Hybrid Wind-Storage System and Cold Load Pickup

A common solution to deal with the stochasticity introduced by fast-ramping wind power integration is to equip wind farms (WFs) with energy storage systems (ESSs) to formulate hybrid WF-ESSs. In addition to leveling off wind power fluctuations during normal operations, a hybrid WF-ESS can be a flexible power source to accumulate the power system restoration. In this paper, we propose a rolling optimization model for transmission network recovery and load restoration considering the contributions of WF-ESSs. The proposed model is formulated as a mixed integer linear programming problem that simultaneously optimizes the amount and location of restorable load blocks as well as the restoration lines. The cold load pickup features of interrupted loads considering the outage duration are modeled in detail. A chance-constrained method is employed to deal with the uncertainty of wind power, and a rolling horizon-based framework is adopted to reduce the influence of forecast error. Case studies are conducted on both New England 39-bus system and part of a provincial power system in China. The results show that the load restoration process can be significantly accelerated by employing the proposed method and contributions of hybrid WF-ESSs to power system restoration are validated.

Joint Planning of EV Fast Charging Stations and Power Distribution Systems With Balanced Traffic Flow Assignment

To tackle the challenges introduced by the fast-growing charging demand of electric vehicles (EVs), the power distribution systems (PDSs) and fast charging stations (FCSs) of EVs should be planned and operated in a more coordinated fashion. However, existing planning approaches generally aim to minimize investment costs in PDSs while ignoring the risk of worsening traffic conditions. To overcome this research gap, this article integrates the interests of traffic networks into PDS and FCS joint planning model to mitigate negative impacts on traffic conditions caused by installing FCSs. First, a novel microscopic method that is different from traditional assignment methods is proposed to simulate the influences of FCSs on traffic flows and EV charging loads. Then, a multiobjective joint planning model is developed to minimize both the planning costs and unbalanced traffic flows. A new bilayer Benders decomposition algorithm is designed to solve the proposed joint planning model. Numerical results on two practical systems in China validate the feasibility of our microscopic method by comparing the simulated results with real data. Compared with existing approaches, it is also demonstrated that the proposed joint planning approach helps to balance traffic flow assignments and relieve traffic congestion.

Switch Opening and Exchange Method for Stochastic Distribution Network Reconfiguration

The purpose of distribution network reconfiguration (DNR) is to determine the optimal topology of an electricity distribution network, which is an efficient measure to reduce network power losses. Electricity load demand and photovoltaic (PV) output are uncertain and vary with time of day, and will affect the optimal network topology. Single-hour deterministic DNR is incapable of handling this uncertainty and variability. Therefore, this paper proposes to solve a multi-hour stochastic DNR (SDNR). Existing solution methods for DNR are either inaccurate or excessively time-consuming, and are therefore incapable of solving multi-hour SDNRs for large distribution networks. In this regard, a switch opening and exchange (SOE) method is proposed. Starting from a looped network with all switches closed, the SOE consists of three steps. The first step is to sequentially open the switches until all of the loops are opened. The second and third steps modify the status of branches obtained in the first step to obtain better radial topologies. Five test systems are used to validate the accuracy and fast solution speed of the SOE and the superiority of multi-hour SDNR over single-hour deterministic DNR.
