Progress on Pu-238 Production at Idaho National Laboratory From February 2022 to December 2022

Idaho National Laboratory (INL) has continued to qualify irradiation positions in the Advanced Test Reactor (ATR) for Pu-238 production to support NASA deep space missions. Over the past year, INL qualified Np-237 targets for ATR’s North East Flux Trap (NEFT), inner A, and H positions. Work has begun to requalify the South Flux Trap (SFT) and qualify the East Flux Trap (EFT) for the ATR GEN I target and is midway through the qualification process. This paper gives an overview of operational and technical activities from February 2022 to December 2022.

Integral and Separate Effects Test Facilities To Support Water Cooled Small Modular Reactors: A Review

This study reviews previous experimental facilities and test programs relevant to water-cooled reactor system design and analysis to meet regulatory compliances. This study aims to find the best solution for designing the required experiments, obtaining necessary test data, and verifying the developed computer code/models to support the new reactor design and development while minimizing cost and time while leveraging experiences from previous facilities to minimize. Nuclear reactor licensing requires supportive design, analysis, and experimental results to ensure the safety of the full-scale prototype reactor in regular operation, as well as during postulated accident scenarios. These reactor design analyses are generally performed using system codes and other associated simulation tools that require assessment, verification and validation using an appropriate experimental dataset. Experimental facilities used for reactor system safety analysis and system code assessments are categorized into integral effects test (IET) and separate effects test (SET) facilities. Further, these IET and SET experiments and studies use geometrically scaled systems to reproduce the prototype system behavior at a reasonable cost, albeit with some scaling-related distortions. The design challenge of these model facilities is to identify and minimize scaling distortions while reproducing the most important operational phenomena in steady-state operation and in postulated accident scenarios. Lessons learned from previous experimental facilities, models, and correlations can support the development of new multipurpose, scaled, hybrid, integrated, and modular experimental facilities for advanced light water-cooled small modular reactors (SMRs). Successful operation of these facilities can significantly reduce upfront reactor development and demonstration costs and time to deployment.

DETAIL Component Scaling and Methodology Comparison

The purpose of this study was to develop a process to convert input signals from one facility into another by reflecting geometric and environmental settings. The Dynamic Energy Transport and Integration Laboratory (DETAIL) is a research facility in development. Its aim is to emulate the daily interactions among power production industry systems and receive real-time data from those systems as inputs. To convert signals and ensure that the temporal sequences and magnitudes reflect laboratory settings, the ability to scale and project data is essential. To demonstrate this ability, Dynamical System Scaling (DSS) and Hierarchical Two-Tiered Scaling (H2TS) (methodologies that enable systems to scale and project or extrapolate data sets to desired environments while conserving the observed behavior based on first principles) were applied to DETAIL’s thermocline thermal storage system in the Thermal Energy Distribution System (TEDS) facility and solid-oxide electrolysis cell in the High Temperature Hydrogen Electrolysis (HTHE) facility. Both thermocline and electrolysis cell systems were successfully scaled, and test cases were conducted to generate a doubly accelerated energy charge and discharge in reference to past experimental data from the facilities. The research results represented a case for the thermocline system that required signals to be accelerated without altering the stored energy. To enhance the quality of the accelerated data, error propagation analyses were conducted on DSS post-processing terms to determine the consequences of raw-data-associated errors.

Recent 238 Pu Production Activities at Idaho National Laboratory

The Plutonium-238 ( 238 Pu) Production program at Idaho National Laboratory (INL) is actively qualifying irradiation targets containing 237 Np for the Advanced Test Reactor (ATR) to produce 238 Pu for future National Aeronautics and Space Administration missions. INL qualified and loaded seven targets in the ATR’s south flux trap for cycle 169A, which occurred in Spring 2021. The irradiation qualification program has expanded to additional ATR irradiation positions after two baseline production targets in three positions validated significant production of 238 Pu. The validation model was followed by the PFS-1 experimental test in the ATR Critical Facility that verified 238 Pu production cross sections. This paper outlines the progress and status of the 238 Pu production program at INL. The qualification effort, safety analysis, hardware status, and future activities for qualification of an updated target design for use in the ATR are discussed.
