Solar Energy Zone Market Analysis for the Afton Region of New Mexico

This report examines the commercial viability of the Afton solar energy zone (SEZ) in southern New Mexico based on market conditions in 2022. The Bureau of Land Management may designate a SEZ on federal land to expedite environmental review and permitting for solar energy projects. The purpose of this analysis is to understand whether current market conditions support solar development in the SEZ.

The Impacts on California of Expanded Regional Cooperation to Operate the Western Grid (Final Report)

Policy makers in California and other western states are exploring options for greater regional cooperation in managing the western power grid to better achieve public policy goals. This report, requested by the California State Assembly and commissioned by the California Independent System Operator (CAISO), reviews and summarizes recent proposals, studies, and papers addressing various modes of regional cooperation.

Interregional Renewable Energy Zones in National Transmission Analysis

This report describes the interregional renewable energy zone (IREZ) methodology for national application in the United States. The aim is to develop a data-driven, replicable methodology for use in long-term regional and interregional transmission planning. An IREZ is best understood as a conceptual transmission collection point that is easily accessible to a very high volume of low-cost developable wind and solar energy potential. The objective is to identify opportunities for new high-volume long-distance interregional transmission corridors: a limited number of lines with higher voltages, with reduced total cost per megawatt of transfer capability.

Interregional Renewable Energy Zones

Interregional Renewable Energy Zones (IREZs) are a component of the National Transmission Planning Study (NTPS), which analyzes strategies for building out transmission infrastructure to support decarbonizing the electricity sector by 2035. In particular, IREZs envision long-distance transmission corridors for moving large amounts of low-cost renewable energy. An IREZ is a transmission collection point that is easily accessible to a very high volume of low-cost developable wind and solar energy potential. This dataset includes 155 IREZs identified across the continental United States where each IREZ is characterized by its primary and secondary resource.

Solar Energy Zone Market Analysis for the San Luis Valley Region of Colorado

This report examines the commercial viability of solar energy zones (SEZs) in the San Luis Valley of Colorado ("the Valley") based on market conditions in 2022. The Bureau of Land Management (BLM) may designate a SEZ on federal land to expedite environmental review and permitting for solar energy projects. The purpose of this analysis is to understand whether current market conditions support the need for SEZs in the Valley.

Mexico Clean Energy Report

This report provides an assessment of Mexico's clean energy resource potential and pathways for rapidly deploying renewable energy technologies to enable Mexico to reach its goal of 35% renewable energy by 2024 within the current legal and regulatory framework. An appendix to the report includes the results of the 2024 Renewable Energy Integration Study, and technology chapters on wind, solar, geothermal, hydropower, transport electrification, and green hydrogen, detailing current state, resource potential, and deployment opportunities and recommendations. Additional sections include transmission, a section on the challenges and solutions for the integration of variable generation resources, and a summary of benefits.

A Primer on FERC Order No. 2222: Insights for International Power Systems

The U.S. Federal Energy Regulatory Commission (FERC) Order No. 2222 is heralded as a landmark rule on distributed energy resources (DER). Issued in September 2020, it is specifically designed for organized wholesale power markets. The rule is nonbinding for utilities that have not chosen to join an organized wholesale power market. This primer, which analyzes the order, focuses on potential insights for similar changes in the international power systems.

Clean Grid Vision: A U.S. Perspective - Chapter 5. Global Power Market Trends

The evolution of the electricity sector toward competitive modern markets is occurring over a long period and responding to rapid changes in technologies, business models, and other market factors. No reformed power market anywhere in the world looks the same today as it did a decade ago. Technology has enabled some of the evolution, but perhaps it is more important that people and institutions learn from experience how to make markets better over time. Governments still have an important role—not as the authority controlling prices, but as the authority safeguarding the integrity of the economic processes that create prices in response to supply and demand and ensure reliability and other objectives are met. More VRE resources will change market conditions, but they will not change market fundamentals. Prices provide important signals for new investments and how the grid operates—including new technologies and processes discussed elsewhere in this report. If poor market design or the exercise of market power by a large entity distort these signals, outcomes will cease to be efficient and the public will bear the additional cost. Fundamentally, prices reflect supply, demand, and the cost of technological options.
