Panel Session 129: Perspectives (US and Non-US) on the Use of Risk and Dose Assessment Tools (R9.3)

This panel focused on various dose and risk assessment tools for assessments, Deactivation and Decommissioning, remediation, and closure of sites of chemical and radioactive wastes. Representatives from the US government agencies, non-US countries and their representative regulatory bodies or authorities, as well as performance/risk assessment practitioners compared and contrasted the various guidance from regulatory agencies and authorities on how tools such as the Preliminary Remediation Goals (PRG) calculator, the Dose Compliance Concentrations (DCC) calculator, and Residual Radioactivity (RESRAD) should be used in support of analyses and decisions for environmental cleanup activities. Panelists with presentations: Cumulative Impact Evaluation: Innovative Tools for Evaluation of Groundwater Protection (Alaa Aly); Superfund Evaluation Process for Alternative Risk and Dose Models (with Focus on EPA and DOE Tools) (Stuart Walker); NRC Staff Perspective on Risk-Informed Approach and Reasonable Safety Assurance in D and D and LLW (Rateb (Boby) Abu Eid)

Panel Session 73: DOE-EM End-State Contracting

US DOE-EM's new end-state contracting model, the ID/IQ (Indefinite Delivery/Indefinite Quality) approach, is intended to give EM the flexibility to better define discrete scopes of work for site closure or end states. This is the result of several years of dialogue between industry and DOE about the way to collectively improve the way to do business more safely, quickly and cost effectively. This model requires a fine balance between incentives and clearly defined end states, with the ability for contractors and DOE to react quickly to respond to changes. By March 6, DOE and industry were one month into the new end-state contracting model with two requests for proposals issued and contractors responding. The purpose of the panel was to hear from DOE and industry about the status so far. DOE and the contractor community are generally supportive of the new model, but it will require closer partnership and a new mindset and approach among DOE, contractors, regulator and the workforce. This panel focused on the implementation of DOE EM's new End State Contracting Model, which uses a single-award ID/IQ approach to give EM the flexibility to better define discrete scopes of work for site closure or end states. The panelists provided their perspective on the initial implementation of the new approach and the path forward for upcoming opportunities utilizing this model. Presentation proposed: DOE EM End State Contracting (Tamara Miles, US DOE (USA))

Panel Session 100: Implementing Technically-Based Cleanup; US DOE Balancing Regulatory and Fiscal Complexity

Cleanup on the Hanford Site (located in Richland, Washington, USA) is moving away from along the Columbia River, where significant cleanup work has been completed, to the Central Plateau. The Central Plateau contains many high-hazards and risks, requiring significant resources to mitigate. The panelists discussed how to expedite efficient cleanup, recognizing stakeholder, regulatory and financial obligations and constraints. Questions: How do you see progress on the Hanford Site continue? How do we expedite cleanup? How do we communicate risk across the cleanup process? How do budget fluctuations influence planning? What are your views on the new contract approach, based on task orders negotiated separately, which will require regulator flexibility?.
