SUBSLAB SOIL GAS SAMPLING PLAN FOR COMMUNICATION, MAINTENANCE, AND STORAGE, SOLID WASTE MANAGEMENT UNIT (SWMU) 082

HydroGeoLogic, Inc. (HGL) prepared this Subslab Soil Gas (SSSG) Sampling Plan for Communications, Maintenance, and Storage (CM&S), Solid Waste Management Unit (SWMU) 082 for the National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), Florida, under Contract Number 80KSC019D0012, Task Order 80KSC021F0097 technical directive #1, awarded on September 26, 2022. As described herein, all SSSG sampling and evaluations will be completed in accordance with U.S. Environmental Protection Agency’s (EPA), OSWER Technical Guide for Assessing and Mitigating the Vapor Intrusion Pathway from Subsurface Vapor Sources to Indoor Air (EPA, 2015).

Decommissioning of Air Sparge System at Vertical Processing Facility, Solid Waste Management Unit 077 Implementation Report

This document discusses the decommissioning of the air sparge (AS) system at the Vertical Processing Facility (VPF), Solid Waste Management Unit 077 at Kennedy Space Center, Florida completed between January 30, 2023, and February 8, 2023. A 2005 Resource Conservation and Recovery Act Facility Investigation identified chlorinated volatile organic compound impacts at the site. Following assessment activities, an AS system was in operation intermittently from April 2012 through October 2017, when the system was permanently shutdown due to equipment failure. Trichloroethene and vinyl chloride remained above their groundwater cleanup target levels in several monitoring wells and the site was moved into the Industrial Area Long Term Monitoring Program. VPF continues to be sampled biennially; the most recent event was May 2022. Successful implementation of this decommissioning project will reduce the risk of accidental AS and soil vapor extraction well damage and will lower operating costs associated with maintaining obsolete AS systems. Decommissioning the AS system at VPF included vegetation clearing to access AS wells and associated piping, abandonment of all on site AS wells, temporary electrical outage, and site restoration. At the completion of demobilization and site restoration activities, the site was returned to its original or better than original condition.

Partial Air Sparge System Abandonment at Launch Complex 39B, SWMU 009 Implementation Report

This project included AS system abandonment activities for a small portion of the LC39B AS system in support of crane operations planned at LC39B. The specific objectives are: •Remove/cap AS system components and abandon AS/monitoring wells (MWs) within identified area in support of critical mission support construction operations; •Photograph, document size, and location of any AS piping to be left in place; •Provide as-builts with survey data of piping that is left in place so it can be provided to the KSC Mater Planning office for recording by RPM; and •Properly transport concrete and other construction debris off site and dispose of at an appropriate facility in accordance with all local and federal regulations. Following completion of abandonment activities, ensure all areas of operation are graded so no trip hazards exist.

Firex Water Tank, SWMU 069, Confirmatory Sampling Report: Revision 2

The National Aeronautics and Space Administration (NASA) Resource Conservation and Recovery Act (RCRA) permit requires identification and evaluation of known Solid Waste Management Units (SWMU) located at the Kennedy Space Center (KSC). Firex Water Tank (FWT), or the “site,” is designated as SWMU 069 under the NASA RCRA permit. This report summarizes the results of the Confirmatory Sampling (CS) field activities carried out during Fall 2021, at FWT, SWMU 069, KSC, Florida. Three locations of concern (LOCs) were identified by screening historical sample results to current State of Florida soil cleanup target levels (SCTL). A total of 18 soil samples were collected to investigate the historical exceedance locations. Samples at LOC 1 and 2 were analyzed for arsenic and the results for all were below the SCTL. Samples at LOC 3 were analyzed for polynuclear aromatic hydrocarbons and it was determined that certain locations have results that remain above the SCTL. The current land use controls will remain in place at FWT to mitigate potential risks.
