Measuring and Valuing Resilience: A Literature Review for the Power Sector

The New York State Energy Research and Development Authority (NYSERDA) partnered with NREL to address some of the key research needs for New York State in advancing power sector resilience. NYSERDA requested a literature review specifically focused on measuring and valuing energy resilience to identify existing work and gaps in research to inform NYSERDA's energy resilience efforts. While the costs of resilience investments are relatively well known, it is also important to adequately convey the benefits of these investments. This often means assigning metrics and estimating the dollar value of potential advantages of resilience enhancements.

Energy Resilience for Mission Assurance: Case Study Scoping Document

The Energy Resilience for Mission Assurance (ERMA) project—a Department of Energy Grid Modernization Lab Consortium effort carried out via a partnership among five national laboratories— seeks to develop metrics to quantify how improvements to energy system resilience translate to improved Department of Defense (DoD) mission assurance (MA) during wide-scale, long-duration outages of the bulk power system. DoD missions are integral to national security and highly dependent on electric power. However, energy system planners—both civilian and military—lack a clear and quantifiable mapping between electric power system resilience and MA, leaving a gap in their ability to understand and consider national security outcomes within their planning efforts. The ERMA project seeks to fill this gap, providing stakeholders with new capabilities to understand the impact of electric power system resilience on MA during hazard scenarios.

Emergency Diesel Generator Backup Power Systems for Military Bases

Backup power systems on military installations must provide reliable power during a grid outage. The risks of blackouts and loss of electric power are not new. Outages of just a few hours are well known, but longer duration outages are becoming more frequent. The U.S. Army, Navy, and Air Force now require backup power from one to two weeks. For multiday outages, the reliability of emergency diesel generators will have a significant impact on the installation’s backup power system’s ability to provide power for critical missions.

Emergency Diesel Generator Reliability and Installation Energy Security

The U.S. Department of Defense’s (DoD’s) fixed installations - or military bases - are a critical element of national security. Military bases support the maintenance and deployment of weapons systems, training and mobilization of combat forces, and provide direct support to combat operations. Fixed installations do not operate without energy and they rely largely on electricity to support critical missions and functions. Installations are dependent on a commercial grid that is vulnerable to disruption due to severe weather, physical attacks, and cyberattacks. This report looks at the impact on the highest priority critical loads.
