Changes are organized and controlled according to consistent procedures. System contains two sets of libraries: baseline and development. Library is hierarchial catalog and file structure in which catalog levels and entries identify and delineate software components and functions within components. Especially suited to "multi-flow" environment, in which there is more than one version of each software module
