Voices of Experience: Microgrids for Resiliency

Modern attitudes around microgrids have evolved, from the idea that microgrids represent "grid defection" to perceiving them as a tool that utilities can use to solve challenges. One such challenge is improving resiliency. Faced with unpredictable, yet intensifying and dynamic weather and cyber risks, the value of resiliency is only growing for utility customers, regulators, and policymakers. Moreover, policymakers and regulators are increasingly asking utilities to accommodate the expansion and enhancement of such resiliency. The purpose of Voices of Experience: Microgrids for Resiliency is to guide discussions around this topic - everything from defining the many types of microgrids, to siting, ownership, control, and value streams. Utilities who participated in this project were generous with their time, insights, and examples of how they are using microgrids to solve one of their most urgent challenges: resiliency.

Using an Advanced Distribution Management System Test Bed to Evaluate the Impact of Model Quality on Volt/VAR Optimization: Preprint

In this paper, we present a test bed for evaluating existing and future advanced distribution management system (ADMS) applications in a realistic laboratory setting, including other utility management systems and field equipment. We present an example of using it to evaluate the impact of the ADMS network model quality on a Volt/VAR optimization (VVO) application. The test bed integrates a commercial ADMS with a real-time simulation model of a utility distribution feeder. Representative power and controller hardware are integrated through hardware-in-the-loop (HIL) techniques. The performance of the ADMS VVO application is also evaluated for different levels of measurement density. Initial results indicate that a higher model quality achieves the highest possible energy savings while avoiding voltage violations, whereas a lower model quality results in increased energy savings but at the expense of more voltage violations.

A Test Bed to Evaluate Advanced Distribution Management Systems for Modern Power Systems

This paper presents a test bed that utilities, vendors, and researchers can use to evaluate the performance of existing and emerging advanced distribution management systems (ADMS) or specific applications of such systems. The test bed provides a realistic laboratory test setting, including detailed modeling of the power system, controller and/or power hardware, and industry-standard communication protocols. The test bed can further represent the current state of a specific utility's distribution system or the anticipated state with increased penetrations of distributed energy resources, such as rooftop photovoltaic systems, residential battery energy storage systems, electric vehicles, and loads with smart controls. The paper describes the design and implementation of the test bed. We present two use cases of the test bed and preliminary results for these two use cases. We also discuss upcoming and potential future use cases. Results from test bed experiments are intended to accelerate industry deployment of ADMS technologies and advance development of ADMS capabilities.

The load shedding advisor: An example of a crisis-response expert system

A Prolog-based prototype expert system is described that was implemented by the Network Operations Branch of the NASA Goddard Space Flight Center. The purpose of the prototype was to test whether a small, inexpensive computer system could be used to host a load shedding advisor, a system which would monitor major physical environment parameters in a computer facility, then recommend appropriate operator reponses whenever a serious condition was detected. The resulting prototype performed significantly to efficiency gains achieved by replacing a purely rule-based design methodology with a hybrid approach that combined procedural, entity-relationship, and rule-based methods.
