We report the results of our continued study of arcminute scale anisotropy in the Cosmic Microwave Background (CMB) with the Berkeley-Illinois-Maryland Association (BIMA) array. The survey consists of ten independent fields selected for low infrared dust emission and lack of bright radio point sources. With observations from the VLA (Very Large Array) at 4.8 GHz, we have identified point sources which could act as contaminants in estimates of the CMB power spectrum and removed them in the analysis. Modeling the observed power spectrum with a single. flat band power with average multipole of l(sub eff) = 6864, we find Delta T = 14.2((sup +4.8)(sub -6.0)) micro K at 68% confidence. The signal in the visibility data exceeds the expected contribution from instrumental noise with 96.5% confidence. We have also divided the data into two bins corresponding to different spatial resolutions in the power spectrum. We find Delta T(sub 1) = 16.6((sup +5.3)(sub -5.9)) micro K at 68% confidence for CMB flat band power described by an average multipole of l(sub eff) = 5237 and Delta T(sub 2) is less than 26.5 micro K at 95% confidence for l(sub eff) = 8748.
The next phase of Mars exploration will utilize numerous globally distributed small low-cost devices including landers penetrators microrovers and balloons. Direct-to-Earth communications links if required for these landers will drive the lander design for two reasons: a) mass and complexity needed for a steerable high-gain antenna and b) power requirements for a high-power amplifier (i.e. solar panel and battery mass). Total mass of the direct link hardware for several recent small-lander designs exceeded the mass of the scientific payload. Alternatively if communications are via a Mars-orbiting relay spacecraft resource requirements for the local UHF communication link are comparatively trivial: a simple whip antenna and less than 1 watt power. Clearly using a Mars relay spacecraft (MRS) is the preferred option if the MRS mission can be accomplished in an affordable and robust way. Our paper describes a point design for such a mission launched in the s001 or 2003 opportunity.

The thrust of this renewed interest appears to be manifesting itself in numerous low-cost missions employing small, light weight elements, which utilize advanced technologies including integrated microelectronics. A formidable problem facing these low-cost missions is communications with Earth. Providing adequate direct-link performance has very significant impacts on spacecraft power, pointing, mass and overall complexity. Additionally, for elements at or near the surface of Mars, there are serious connectivity constraints, especially at higher latitudes, which lose view of Earth for up to many months at a time. The Extreme Ultraviolet Explorer (EUVE) has a spectrometer which utilizes variable line-spaced, plane diffraction gratings in the converging beam of a Wolter-Schwarzschild type II mirror. The gratings, microchannel plate detector, and thin film filters have been calibrated with continuum radiation provided by the NBS SURF II facility. These were calibrated in a continuum beam to find edges or other sharp spectral features in the transmission of the filters, quantum efficiency of the microchannel plate detector, and efficiency of the gratings. The details of the calibration procedure and the results of the calibration are presented.
A condensation refrigerator suitable for operation in a zero gravity space environment was constructed. The condensed liquid refrigerant is confined by surface tension inside a porous metal matrix. Helium-4 and helium-3 gases were condensed and held in a copper matrix. Evaporative cooling of confined liquid helium-4 resulted in a temperature of 1.4K. Using a zeolite adsorption pump external to the cryostat, a temperature of 0.6 K was achieved through evaporative cooling of liquid helium-3. The amount of time required for complete evaporation of a controlled mass of liquid helium-4 contained in the copper matrix was measured as a function of the applied background power. For heating powers below 18 mW the measured times are consistent with the normal boiling of the confined volume of liquid refrigerant. At background powers above 18 mW the rapid rise in the temperature of the copper matrix the signature of the absence of confined liquid occurs in a time a factor of two shorter than that expected on the basis of an extrapolation of the low power data.
The software specifications for the MAGSAT data processing system (MDPS) are presented. The MDPS is divided functionally into preprocessing of primary input data, data management, chronicle processing, and postprocessing. Data organization and validity, and checks of spacecraft and instrumentation are dicussed. Output products of the MDPS, including various plots and data tapes, are described. Formats for important tapes are presented. Dicussions and mathematical formulations for coordinate transformations and field model coefficients are included.
Isoparametric quadrilateral and triangular elements were used to represent the vacuum vessel shell structure. For toroidally symmetric loadings, MPCs were employed across model boundaries and rigid format 24 was invoked. Nonsymmetric loadings required the use of the cyclic symmetry analysis available with rigid format 49. NASTRAN served as an important analysis tool in the Tokamak design effort by providing a reliable means for assessing structural integrity. Interactive graphics were employed in the finite element model generation and in the post-processing of results. It was felt that model generation and checkout with interactive graphics reduced the modelling effort and debugging man-hours significantly.
Optical transmission characteristics of birefringent element are changed by applying voltage to plate. Filters are used on sequential-color television cameras and in color displays. Filters are more convenient and less costly than mechanical color wheels and crystal-based filters.
Birefrigent array consists of two plates with retardation properties nearly independent of direction of incident light over unlimited range of wavelengths. Array can be used as birefrigent color filter. Optical properties of plates may also be changed electro-optically rather than thermally.
