Leveraging T&TA Plans to Support State Workforce Development Needs

Clean Energy Workforce and Employment Gap Analysis in the Hill District of Pittsburgh, PA [Slides]

Through Communities LEAP, a community coalition focused on the Hill District neighborhood of Pittsburgh is working with a technical assistance provider network led by the National Renewable Energy Laboratory (NREL). The coalition includes community organizations, nonprofits, the city government, and the utility. Technical assistance provides analysis and information to support Hill District stakeholders in their goals to create informed residential energy efficiency and renewable energy transition strategies that improve housing conditions and lower energy bills, incorporate energy efficiency and renewable energy strategies into existing, community-driven development efforts; and generate quality local jobs. This presentation provides a summary of potential employment impacts of residential energy efficiency investments in the Hill District, aligned with NREL's housing stock analysis; a scan of existing energy efficiency and clean energy workforce and education stakeholders in and around the Hill District; and gaps and potential opportunities for new or expanded training to align with energy efficiency and clean energy goals.

Summary of Massachusetts Clean Energy Center's Workforce Needs Assessment for the City of Lawrence

In July 2023, the Massachusetts Clean Energy Center (MassCEC) published an employment report titled “Powering the Future: A Massachusetts Clean Energy Workforce Needs Assessment.” This report was intended to support the State in meeting its 2030 decarbonization goals by identifying both existing workforce and training resources as well as gaps and barriers that need to be addressed in order to scale the State’s workforce to meet future demand. The following is a summary of the content that is relevant to Lawrence, MA. This was completed as part of the US Department of Energy’s Communities LEAP (Local Energy Action Program) Pilot supporting the Lawrence Stakeholders Coalition (LSC) led by Browning the Green Space in partnership with Groundwork Lawrence, All In Energy, and the City of Lawrence.

Inventory of Clean Energy Education and Workforce Development Programs in Allegheny County, PA

Building on other analysis work completed through the Communities LEAP pilot, this document is intended to provide an overview of: 1) what clean energy and related education and workforce development (EWD) resources already exist in and around the Hill District, 2) gaps in EWD resources, and 3) opportunities to expand clean energy education, training, and job opportunities for Hill District residents.

Inventory of Clean Energy Education and Workforce Programs in Connecticut's I-91 Corridor

This document reports on the findings of an inventory of the educational and workforce development resources in a four-county area on the I-91 corridor in Connecticut. The overarching goal of this exercise is to help the local workforce leaders in Bridgeport, Connecticut to optimize their training programs to support the county's clean energy transition. The inventory generally finds that Fairfield County, where Bridgeport is located, lacks adequate education and training programs compared to other surrounding counties with similar populations. More than half of Fairfield County's programs occur through high school or career technical education programs, suggesting that there are minimal opportunities for workers who are not currently high school students. Much of the existing focus within Fairfield County is on general construction or plumbing and electrical skills. There is room to expand by offering more programs focusing on energy efficiency and renewable energy skills. The document outlines some potential next steps and questions for consideration for the local workforce leaders in Bridgeport. Bridgeport is a city located within Fairfield County in southwestern Connecticut. It is the largest city in Connecticut with an estimated population of 150,000. Through the Department of Energy-funded Communities LEAP program, NREL conducted an analysis of existing education and workforce development (EWD) programs located in Fairfield County that align with (or could support) the worker pipeline for occupations related to building energy efficiency (EE), renewable energy (RE), and clean energy manufacturing. The analysis also looked at EWD offerings in other counties in Connecticut as a point of comparison.
