MAPSTER: Automated Geospatial Data Sharing – Version 1.4.0

The US Department of Energy’s (DOE) Oak Ridge National Laboratory (ORNL) developed MAPSTER which is a geospatial data management tool that aggregates, organizes, and shares data from dispersed sources such as unmanned aerial systems (UAS). Built specifically for use in environments where communications may be limited, MAPSTER utilizes two key technologies to effectively manage data in the field and enable easy data sharing with authorized partners: Observer and Checkpoint. Observer is a lightweight software package on an edge device, such as a laptop, that automatically detects newly processed UAS data and sends to a central server called Checkpoint. Checkpoint is a centralized server at ORNL that receives and manages data from all Observer instances. Even in a very low bandwidth environment, Observer can still send information about the UAS data product almost instantly as it generates its own metadata package on the size of KB (kilobytes). MAPSTER is not only for UAS data but for any geospatial data collected at the austere edge and dispersed sources.

A dataset of recorded electricity outages by United States county 2014–2022

In this Data Descriptor, we present county-level electricity outage estimates at 15-minute intervals from 2014 to 2022. By 2022 92% of customers in the 50 US States, Washington DC, and Puerto Rico are represented. These data have been produced by the Environment for Analysis of Geo-Located Energy Information (EAGLE-I TM ), a geographic information system and data visualization platform created at Oak Ridge National Laboratory to map the population experiencing electricity outages every 15 minutes at the county level. Although these data do not cover every US customer, they represent the most comprehensive outage information ever compiled for the United States. The rate of coverage increases through time between 2014 and 2022. We present a quantitative Data Quality Index for these data for the years 2018–2022 to demonstrate temporal changes in customer coverage rates by FEMA region and indicators of data collection gaps or other errors.

EAGLE-I Power Outage Data 2023

The provided EAGLE-I historic dataset includes 1 year of power outage information at the county level for 2023 at 15-minute intervals collected by the EAGLE-I program at ORNL. The data has been collected from utility's public outage maps using an ETL process. The dataset details FIPS code, county name, state name, total number of customers without power, and a date/timestamp. Also included is the EAGLE-I coverage of each state for each year. For detailed metadata, refer to the metadata DOI.

VA EDH Data Curation Documentation (FY24-Q1)

The U.S. Department of Veterans Affairs (VA) places the health and well-being of our nation’s veterans as its top priority. VA is dedicated to offering timely access to high-quality, evidence-based mental health care that meets the needs of veterans and supports their reintegration into society. One of our core missions is to prevent suicide among veterans through innovative approaches and resources. Health outcomes, including suicide, are typically influenced by both genetics and environmental factors, such as air quality, transportation access, food availability, homelessness, and more. Mental health outcomes are associated with various stressors across socioeconomic, economic, and physical environments. Analyzing the connections between these stressors, covariates, and health outcomes relies on standardized data, which can be integrated into models like the VA’s Recovery Engagement and Coordination for Health, Veterans Enhanced Treatment (REACH VET). The World Health Organization (WHO) defines Environmental Determinants of Health (EDH) as factors like clean air, stable climate, water and sanitation, chemical safety, radiation protection, safe workplaces, sustainable agriculture, healthy urban environments, and nature preservation, all of which are crucial for good health.

VA EDH Data Curation Documentation FY23-Q4

The health and well-being of the Nation’s men and women who have served in uniform is the highest priority for the U.S. Department of Veterans Affairs (VA). VA is committed to providing timely access to high-quality, recovery-oriented, evidence-based mental health care that anticipates and responds to Veterans’ needs and supports the reintegration of returning service members into their communities. Since its creation, the VA has been working to eliminate suicide among all veterans by developing and implementing innovative suicide prevention approaches and resources. Health outcomes, such as suicide, are typically modeled as a function of genetics and environment, where environment refers to factors beyond medical, e.g., air quality, access to transportation and food, homelessness status, etc. Mental health outcomes for each individual are considered to be associated with multiple stressors that fall under a variety of categories, including socioeconomic, economic, and physical environments. Understanding the relationships between these stressors, covariates, and health outcomes requires curated, standardized data that can be input into the VA’s Recovery Engagement and Coordination for Health, Veterans Enhanced Treatment (REACH VET) or other health outcomes model. Environmental Determinants of Health (EDH), as defined by the World Health Organization (WHO), refer to clean air, stable climate, adequate water, sanitation and hygiene, safe use of chemicals, protection from radiation, healthy and safe workplaces, sound agricultural practices, health-supportive cities and built environments, and a preserved nature, which are all prerequisites for good health.

Sequential ensemble transform for Bayesian inverse problems

In this work, we present the Sequential Ensemble Transform (SET) method, an approach for generating approximate samples from a Bayesian posterior distribution. The method explores the posterior distribution by solving a sequence of discrete optimal transport problems to produce a series of transport plans which map prior samples to posterior samples. We prove that the sequence of Dirac mixture distributions produced by the SET method converges weakly to the true posterior as the sample size approaches infinity. Furthermore, our numerical results indicate that, when compared to standard Sequential Monte Carlo (SMC) methods, the SET approach is more robust to the choice of Markov mutation kernels and requires less computational efforts to reach a similar accuracy when used to explore complex posterior distributions. Finally, we describe adaptive schemes that allow to completely automate the use of the SET method.

Scalable Matrix-Free Adaptive Product-Convolution Approximation for Locally Translation-Invariant Operators

We present an adaptive grid matrix-free operator approximation scheme based on a "product-convolution" interpolation of convolution operators. This scheme is appropriate for operators that are locally translation-invariant, even if these operators are high rank or full rank. Such operators arise in Schur complement methods for solving partial differential equations (PDEs), as Hessians in PDE-constrained optimization and inverse problems, as integral operators, as covariance operators, and as Dirichlet-to-Neumann maps. Constructing the approximation requires computing the impulse responses of the operator to point sources centered on nodes in an adaptively refined grid of sample points. A randomized a posteriori error estimator drives the adaptivity. Once constructed, the approximation can be efficiently applied to vectors using the fast Fourier transform. The approximation can be efficiently converted to hierarchical matrix (H-matrix) format, then inverted or factorized using scalable H-matrix arithmetic. The quality of the approximation degrades gracefully as fewer sample points are used, allowing cheap lower quality approximations to be used as preconditioners. Furthermore, this yields an automated method to construct preconditioners for locally translation-invariant Schur complements. We directly address issues related to boundaries and prove that our scheme eliminates boundary artifacts. We test the scheme on a spatially varying blurring kernel, on the nonlocal component of an interface Schur complement for the Poisson operator, and on the data misfit Hessian for an advection dominated advection-diffusion inverse problem. Numerical results show that the scheme outperforms existing methods.
