Guide to Developing Energy Services Interfaces

This document provides guidance to develop communications interfaces that are highly interoperable and adhere to a set of energy services interface (ESI) principles. It can be applied in the context of information and communications technology interface standards and implementation profiles that enable the integration of a facility with responsive distributed energy resources (DER) into an electric power system consistent with the fundamental ESI principles. In this context, a DER facility may consist of a single DER with a communicating controller or may be as complex as a microgrid campus with several buildings and many DERs. This document is not a technical interface standard, but the requirements described can be used to check that existing, augmented, or new interface standards meet the interoperability requirements of the ESI concept. In this way, this guide for the ESI specification can support future advancements in developing interoperability standards and implementation profiles. The intended audience for this document is DER integration practitioners and ecosystem groups that are in the business of developing and implementing communications interfaces for DER integration. It is intended that these groups apply the information and processes in this document to develop communications standards and implementation profiles that are consistent with fundamental ESI principles.

Energy Services Interface: Requirements Document

This energy services interface (ESI) requirements document represents a process step in the path for creating an ESI specification, which will describe the technical characteristics of an ESI. This document outlines the concepts that need to be covered in the ESI specification, such as principal functions of the ESI, grid services communicated through the ESI, and the ESI lifecycle. It provides context for the Department of Energy’s (DOE’s) Grid Modernization Laboratory Consortium (GMLC) to engage industry participants in the development of the ESI specification. To do this, it describes the desired contents of the ESI specification and provides examples of the type of material that needs to be included in it. The purpose of the ESI specification is to define the requirements that are to be addressed in information and communications technology (ICT) interface standards for enabling the integration of a facility containing responsive distributed energy resources (DER facility) to an electric system consistent with the fundamental ESI principles. In this context, a DER facility may consist of a single DER with a communicating controller or may be as complex as a microgrid campus with several buildings and many DERs. The ESI specification is not a technical interface standard, but the requirements in the specification can be used to check that existing, augmented, or new interface standards meet the interoperability requirements of the ESI concept, which is explained further in this document. In this way, the ESI specification can be used to guide standards advancement work in multiple standards development organizations. To explain the scope of the ESI specification, this ESI requirements document provides examples of situations (or illustrative applications) for using an ESI to coordinate DER flexibility for grid operations. These examples originate from foundational work for describing common grid-DER service agreements that are anticipated to be supported using this interface.

Energy Resilient Recovery in Puerto Rico: Hurricane Maria Recovery Support

This report covers microgrids as a special application of distributed energy resources (DERs) in Puerto Rico. This is one of a series of reports describing the U.S. Department of Energy (DOE) multi-laboratory efforts undertaken. To ensure the sustainable, long-term recovery of Puerto Rico's electric power grid from hurricanes Maria and Irma and to build capacity to manage future potential natural disasters in the most secure and resilient way, DOE convened experts from multiple national laboratories to develop a comprehensive set of data, models, analytic tools, and studies, considering inputs from a wide variety of stakeholder groups, to support technically sound recommendations for Puerto Rico's energy investment decisions. In Phase 1 of the multi-laboratory effort to support Puerto Rico's recovery, the National Renewable Energy Laboratory (NREL) provided the utility company Puerto Rico Electric Power Authority (PREPA) recommendations for a new framework of interconnection standards to accelerate the integration of utility-scale, transmission-connected, renewable electrical generation and energy storage that ensure cross-technology compatibility and enable high deployment levels without compromising grid reliability, safety, or security (https://www.nrel.gov/docs/fy19osti/73848.pdf). In Phase 2, NREL published a report focused on the interconnection of distributed energy resources (DERs) to the electric distribution system in Puerto Rico (https://www.nrel.gov/docs/fy21osti/77127.pdf). This report familiarized the reader with Puerto Rico's distribution infrastructure and operational practices and procedures that are relevant to DER interconnection. The report also provided considerations for streamlining the interconnection process given the expected increase in deployments resulting from Puerto Rico's renewable portfolio standard goal of 100% renewables by 2050. Accordingly, the report identifies considerations and concerns associated with the increase in intermittent generation, strategies for DER interconnection best practices, and the potential use of the latest technological solutions identified in the latest revision of the Institute of Electrical and Electronics Engineers 1547-2018 interconnection standard. Additionally, the report identified ways to improve the physical resiliency of installed DERs. This task describes how distributed energy systems may participate in and contribute to improving the resiliency of Puerto Rico's energy infrastructure in the future. This report presents an analysis of the Puerto Rico grid to illustrate the possible different microgrid and minigrid scenarios. The capability to form sustained microgrids and minigrids has the potential to provide a high level of resiliency during disturbances on the grid. DERs, on the other hand, have the capability to aid in the microgrid operation by providing grid support as well as grid-forming functionality. Other tasks in Phase 3 include voltage regulation in distribution networks using DERs and transmission-and-distribution co-simulation.

A Guide to Updating Interconnection Rules and Incorporating IEEE Standard 1547

The intent of this paper is to support local authorities in adopting the most current technical requirements for interconnecting distributed energy resources (DERs) to the electric distribution system as specified in the Institute of Electrical and Electronics Engineers Standard for Interconnection and Interoperability of Distributed Energy Resources with Associated Electric Power Systems Interfaces (IEEE Std 1547-2018). To create interconnection rules that successfully address policy goals, market trends, and technical requirements, state regulators need to be well informed of DER integration considerations. Interconnection processes and technical issues often overlap; the two are not easily segregated, and they are often considered and evaluated concurrently within the context of interconnection rulemaking. Accordingly, this paper addresses both the technical issues and related process considerations. A lack of uniform and transparent procedures for addressing interconnection rule changes can result in implementation issues or inefficiencies, such as unclear, lengthy, and complicated interconnection rules that can increase distributed generation "soft costs" (i.e., non-hardware costs). This can further delay the deployment of DERs and jeopardize time-constrained national and state policy goals, such as renewable energy targets, or limit participation in emerging techno-economic trends. Additionally, misconstructed interconnection rules are at risk of becoming mired in stakeholder conflicts. This guide addresses the concerns of electric service regulators from both the process and technical standpoints by presenting a structured, step-by-step approach to developing and updating existing interconnection rules. In this document, the process of developing and updating interconnection rules is subdivided into three steps: (1) determining the context (stakeholders and major drivers); (2) developing the rule, including updating technical requirements; and (3) maintaining and revising the rule over time.

GMLC Survey of Distributed Energy Resource Interconnection and Interoperability Standards

This document reports on the Grid Modernization Laboratory Consortium effort to identify gaps in standards for the interconnection and interoperability of distributed energy resources (DERs). The project extended a 3-year period from 2017 to 2019. Under the work plan, the team identified standards and test procedures related to interconnection and interoperability, grouped under the broad headings of their primary applicable technology domain: automotive, responsive loads, photovoltaic inverters, inverter-based energy storage, machine-based DERs, and microgrids. The team then conducted a gap analysis by comparing the current standards to the expected future requirements needed for specific grid services. Overall, gaps could be any activity needed to harmonize requirements among standards development organizations, minimize conflicting requirements among technology domains, or streamline conformance test procedures.
