An Approach to Tailoring Major Technical Reviews Based on Project Characteristics and Stakeholder Interests

There are numerous technical reviews that occur throughout the systems engineering process life cycle. Many are well known by project managers and stakeholders such as developers and end users, an example of much is the critical design review (CDR). This major milestone for a large, complex new project may last two or more days, include an extensive agenda of topics, and entail hundreds of hours of developer time to prepare presentation materials and associated documents. Additionally, the weeks of schedule spent on review preparation is at least partly at the expense of other work. This paper suggests an approach for tailoring technical reviews, based on the project characteristics and the project manager s identification of the key stakeholders and understanding of their most important issues and considerations. With this insight the project manager can communicate to, manage expectations oc and establish formal agreement with the stakeholders as to which reviews, and at what depth, are most appropriate to achieve project success. The authors, coming from diverse organizations and backgrounds, have drawn on their personal experiences and summarized the best practices of their own organizations to create a common framework to provide guidance on the adaptation of design reviews to other system engineers.

Adaptive Resource Management Technology for Satellite Constellations

This manuscript describes the Sensor Web Adaptive Resource Manager (SWARM) project. The primary focus of the project is on the design and prototyping of middleware for managing computing and network resources in a way that enables the information systems of satellite constellations to provide realtime performance within dynamic environments. The middleware has been prototyped, and it has been evaluated by employing it to manage a pool of distributed resources for the ITOS (Integrated Test and Operations System) satellite command and control software system. The design of the middleware is discussed and a summary of the evaluation effort is provided.

Grand Challenge Problems in Real-Time Mission Control Systems for NASA's 21st Century Missions

Space missions of the 21st Century will be characterized by constellations of distributed spacecraft, miniaturized sensors and satellites, increased levels of automation, intelligent onboard processing, and mission autonomy. Programmatically, these missions will be noted for dramatically decreased budgets and mission development lifecycles. Current progress towards flexible, scaleable, low-cost, reusable mission control systems must accelerate given the current mission deployment schedule, and new technology will need to be infused to achieve desired levels of autonomy and processing capability. This paper will discuss current and future missions being managed at NASA's Goddard Space Flight Center in Greenbelt, MD. It will describe the current state of mission control systems and the problems they need to overcome to support the missions of the 21st Century.

Ultraviolet Imaging Telescope photometry of massive stars - The OB association NGC 206 in M31

The Ultraviolet Imaging Telescope (UIT) obtained UV images of the giant M31 OB association NGC 206. Magnitudes in bands at 1520 and 2490 A were obtained for 30 massive stars, which demonstrate the effectiveness of UIT for photometry of moderately crowded hot stars to V about 21. The UV colors and magnitudes observed for stars in NGC 206 place them in the region of the color magnitude diagram occupied by evolutionary models for 30-60 solar mass stars, after correcting for extinction. The brighter stars are systematically redder than the fainter stars, indicating that they are supergiants of age about 4 Myr, while the fainter, bluer stars are nearer age zero. The relative numbers of probable supergiants measured by us and the number of probable main-sequence O stars measured from optical images are in agreement with the relative lifetimes. Calculated UIT colors are presented for a library of standard star spectra constructed from IUE and ground-based observations.
