Towards an Improved High Resolution Global Long-Term Solar Resource Database

This paper presents an overview of an ongoing project to develop and deliver a solar mapping processing system to the National Renewable Energy Laboratory (NREL) using the data sets that are planned for production at the National Climatic Data Center (NCDC). NCDC will be producing a long-term radiance and cloud property data set covering the globe every three hours at an approximate resolution of 10 x 10 km. NASA, the originators of the Surface meteorology and Solar Energy web portal are collaborating with SUNY-Albany to develop the production system and solar algorithms. The initial result will be a global long-term solar resource data set spanning over 25 years. The ultimate goal of the project is to also deliver this data set and production system to NREL for continual production. The project will also assess the impact of providing these new data to several NREL solar decision support tools.

Towards Designing an Integrated Earth Observation System for the Provision of Solar Energy Resource and Assessment

The GEOSS strategic plan specifically targets the area of improved energy resource management due to the importance of these to the economic and social viability of every nation of the world. With the world s increasing demand for energy resources, the need for new alternative energy resources grows. This paper overviews a new initiative within the International Energy Agency that addresses needs to better manage and develop solar energy resources worldwide. The goal is to provide the solar energy industry, the electricity sector, governments, and renewable energy organizations and institutions with the most suitable and accurate information of the solar radiation resources at the Earth's surface in easily-accessible formats and understandable quality metrics. The scope of solar resource assessment information includes historic data sets and currently derived data products using satellite imagery and other means. Thus, this new task will address the needs of the solar energy sector while at the same time will serve as a model that satisfies GEOSS objectives and goals.

Progress on Updating the 1961-1990 National Solar Radiation Database

The 1961-1990 National Solar Radiation Data Base (NSRDB) provides a 30-year climate summary and solar characterization of 239 locations throughout the United States. Over the past several years, the National Renewable Energy Laboratory (NREL) has received numerous inquiries from a range of constituents as to whether an update of the database to include the 1990s will be developed. However, there are formidable challenges to creating an update of the serially complete station-specific database for the 1971-2000 period. During the 1990s, the National Weather Service changed its observational procedures from a human-based to an automated system, resulting in the loss of important input variables to the model used to complete the 1961-1990 NSRDB. As a result, alternative techniques are required for an update that covers the 1990s. This paper examines several alternative approaches for creating this update and describes preliminary NREL plans for implementing the update.
