Implementing the GEOSS Water Strategy: From Observations to Decisions

In 2014, The GEOSS Water Strategy – From Observations to Decisions was published and steps were taken to implement the Strategy’s recommendations. The Strategy highlighted priority areas where the application of Earth observations to water research and water management decisions would have significant scientific and societal benefits. This article reviews the implementation of the Strategy’s recommendations over the past eight years. After a review of the Strategy’s assessment of the needs for water observations and their applications, it then reviews actions taken in response to the Strategy’s recommendations in its four major themes: improved data acquisition for Essential Water Variables, research and product development, interoperability, and capacity development. It highlights significant achievements in the implementation of the Strategy including some motivated by factors beyond this Strategy, reviews actions taken by participating agencies and programs for each of the main themes and summarizes the remaining challenges in achieving the Strategy’s full implementation. The article not only is an update for the Water Community regarding the GEOSS Water Strategy, but it is also an example of how other communities could develop and promulgate a set of strategic recommendations, monitor progress, and carry out assessments of their effectiveness.

Essential Water Variables (EWVs) for Water Cycle Research & Water Sustainability Applications

The Group on Earth Observations System of Systems (GEOSS) Water Strategy Report (WSR), From Observations to Decisions (2014), identifies several key water variables as Essential Water Variables (EWVs). This was based on an earlier (2010) meta-survey of water-related observational needs for GEO Societal Benefit Areas (SBAs). EWVs have also been surveyed by GEO Global Water Sustainability (GEOGloWS) for operational relevance. This paper summarizes EWVs required by key end-user research and applications sectors. As a follow up to the WSR, we highlight the relevance of EWVs to the indicator-monitoring objectives of the UN Sustainable Development Goals (SDGs). We also identify those that are supported by Remote Sensing and/or In situ observing platforms. The GEO Virtual Symposium is invited to comment on, endorse, and/or recommend additional EWVs that should be considered for adoption by GEOGloWS and GEO.

The GeoGLOWS Project: Essential Water Variables and Observations – Expected Value Chain, Products, Examples

Essential Water Variables (EWV) were developed over the last decade to ensure that key datasets were made available for closing the global water budget, and addressing the many international actions that require water data. Satellite, surface, and numerical model data all have a role in providing EWVs, and it is a key point that these data must be merged and then fed into decision support applications to answer all the needs of the panoply of user communities. The more specialized the applications become, the higher the demand for development and maintenance resources. Some examples of applications include the NASA Goddard Giovanni, which provides on-line data access and simple analysis; the Global Flood Monitor, which focuses on precipitation-driven flooding; the NASA Landslide Hazard Assessment for Situational Awareness, which similarly treats landslides; and the Global Streamflow Forecasting Project, which provides multiple decision support interfaces, as well as a general toolkit for building new interfaces.
