Synchrophasors-based Master State Awareness Estimator for Cybersecurity in Power Grid: Testbed Implementation & Field Demonstration

The integration of distributed energy resources(DERs) and expansion of complex network in the distribution grid requires an advanced distributed state estimator to monitor the grid health at micro-level. The distribution state estimator will improve the situational awareness and resiliency of distributed power system. This paper proposes a synchrophasors-based master state awareness (MSA) estimator to enhance the cybersecurity in distribution grid by providing a real-time estimation of system operating states to control center operators. In this paper, the proposed MSA estimator utilizes only phasor measurements, bus magnitudes and angles, from phasor measurement units (PMUs),deployed in local substations, to estimate the system states and also detects data integrity attacks, such as load tripping attack that disconnects the load. To validate the proof of concept, we implement the proposed methodology in cyber-physical testbed environment at the Idaho National Laboratory (INL) Electric Grid Security Testbed. Further, to address the “valley of death” and support technology commercialization, field demonstration is also performed at the Critical Infrastructure Test Range Complex(CITRC) at the INL. Our experimental results reveal a promising performance in detecting load tripping attack and providing an accurate situational awareness through an alert visualization dashboard in real-time

Trade-off Analysis of Operational Technologies to Advance Cyber Resilience through Automated and Autonomous Response to Threats

The advancement of cyber resilience requires a preliminary stage of characterizing the trade-off space of mitigation options and how these might affect the stability and determinism of an operational technology (OT). This first step will set the stage for the proper cyber-secure and cyber-resilient design and confirm the affects that can be considered and approved by the OT and the security groups. To provide a baseline for this discussion, this paper provides a consideration of the cyberphysical interactions, possible mitigation steps against certain attacks and their corresponding affects that lend to the security design planning and evaluation process. As an integral part of the proposed scheme this work introduces the concept of systemwide fuzzer, i.e., a tool that manipulates the system state in an effort to determine mitigation response sequences that minimize detriments and maximize benefit in accordance with specified operational requirements.

Moving Target Defense Routing for SDN-enabled Smart Grid

The increasing attack surface area in the smart grid communication networks is making the grid more susceptible to cyber attacks that can lead to instability of the grid and even blackouts. While there are multiple types of cyber attacks that can impact the grid, Denial of Service (DoS) attacks are relatively easier to inject as they require lesser knowledge about the system as compared to data integrity attacks. Various research works showcase methods to prevent or mitigate the impacts of DoS attacks in the smart grid but the research still lacks in demonstrating the feasibility and efficacy of the solutions in a real-world environment. In this paper, we propose a Moving Target Defense (MTD)-enabled Software Defined Network (SDN) for the Smart Grid communication implemented on a Hardwarein- the-Loop (HIL) Testbed. We showcase the implementation of the proposed architecture of MTD-enabled SDN using Mininet 2.3.0 which enables communication between the physical grid and the control center. The results show the advantages of using MTD based on SDN for the wide-area network (WAN) with much lower packet drop percentages in the case of MTD-based routing in the SDN WAN. Index Terms—SDN,
