Electricity consumption variation versus economic structure during COVID-19 on metropolitan statistical areas in the US

The outbreak of novel coronavirus disease (COVID-19) has resulted in changes in productivity and daily life patterns, and as a result electricity consumption (EC) has also shifted. In this paper, we construct estimates of EC changes at the metropolitan level across the continental U.S., including total EC and residential EC during the initial two months of the pandemic. The total and residential data on the state level were broken down into the county level, and then metropolitan level EC estimates were aggregated from the counties included in each metropolitan statistical area (MSA). This work shows that the reduction in total EC is related to the shares of certain industries in an MSA, whereas regardless of the incidence level or economic structure, the residential sector shows a trend of increasing EC across the continental U.S. Since the MSAs account for 86% of the total population and 87% of the total EC of the continental U.S., the analytical result in this paper can provide important guidelines for future social-economic crises.

Co-optimization of repairs and dynamic network reconfiguration for improved distribution system resilience

In this work, a post-disaster distribution system repair and restoration (DSRR) strategy is proposed to improve distribution system resilience. The DSRR strategy is formulated as a two-stage optimization. The first stage is a comprehensive co-optimization of repair crew scheduling, dynamic network reconfiguration, and distributed energy resource (DER) dispatch based on the forecast load profile. The goal is to minimize the accumulative operating cost caused by the load reduction payment as well as DER operating cost. In particular, since the number of available repair crews is usually smaller than the number of faulted lines after a disaster event, the DSRR strategy determines the optimal scheduling for repairing faulted lines. The second stage is a re-dispatch of the DER power output and load shedding based on the real-time load demand of each bus. The proposed algorithm is validated by case studies of the IEEE 33-bus and 123-bus test systems. We consider those scenarios in which faults occur in multiple heavy-loaded feeders. The simulation results demonstrate that the DSRR strategy effectively coordinate the repair scheduling, network reconfiguration and load shedding to minimize the operating cost.

Resilience-Oriented DG Siting and Sizing Considering Stochastic Scenario Reduction

In this paper, a fuel-based distributed generator (DG) allocation strategy is proposed to enhance the distribution system resilience against extreme weather. The long-term planning problem is formulated as a two-stage stochastic mixed-integer programming (SMIP). The first stage is to make decisions of DG siting and sizing under the given budget constraint. In the second stage, a post-extreme-event-restoration (PEER) is employed to minimize the operating cost in an uncertain fault scenario. In particular, this study proposes a method to select the most representative scenarios for the SMIP. First, a Monte Carlo Simulation (MCS) is introduced to generate sufficient scenarios considering random fault locations and load profiles. Then, the number of scenarios is reduced by the K-means clustering algorithm. The advantage of scenario reduction is to make a trade-off between accuracy and computational efficiency. Finally, the SMIP is solved by the progressive hedging algorithm. Here, the case studies of the IEEE 33-bus and 123-bus test systems demonstrate the effectiveness of the proposed algorithm in reducing the expected energy not served (EENS), which is a critical criterion of resilience.

Online Detection of Low-Quality Synchrophasor Data Considering Frequency Similarity

Here, this letter proposes a new approach for online detection of low-quality synchrophasor data under both normal and event conditions. The proposed approach utilizes the features of synchrophasor data in time and frequency domains to distinguish multiple regional PMU signals and detect low-quality synchrophasor data. It is more effective to detect low-quality data with apparently indistinguishable profiles. Case studies from recorded synchrophasor measurements verify the effectiveness of the proposed approach for detecting low-quality synchrophasor data in frequency, voltage magnitude and voltage angle.
