Remote sensing frequency sharing studies, tasks 1, 2, 5, and 6

The following tasks are discussed: adjacent and harmonic band analysis; analysis of impact of sensor resolution on interference; development of performance criteria, interference criteria, sharing criteria, and coordination criteria; and spectrum engineering for NASA microwave sensor projects.

The use of active microwave sensors in search and rescue operations

The possibility of utilizing low-orbit active microwave sensors in Search and Rescue (SAR) operations to detect and positionally locate scenes of distress is studied. The use of a scanning type system, i.e., rotating a highly directional antenna as opposed to more complex synthetic aperture type system is addressed. Targets for this system will be passive reflectors, not active transmitters like EPIRBs; reflectors which could be easily stowed, require little to no maintenance, could be quickly erected and can be more affordable than battery powered alternatives. Presented are parametric analyses to determine the required antenna gains and reflector areas for various frequencies and orbit altitudes. Also, major issues are raised as well as indicating areas requiring further study.

Analysis of interference to remote passive microwave sensors

The final acts of the 1979 World Administrative Radio Conference (WARC) were analyzed to determine potential interference to remote passive microwave sensors. Using interferer populations determined from the U.S. Government and FCC Master File Lists and assuming uniform geographical distribution of interferers, the level of interference from shared services and active services in adjacent and subharmonic bands was calculated for each of the 22 passive sensing bands. In addition, due to the theoretically large antennas required for passive sensing, an analysis was performed to determine if smaller antennas, i.e., relaxed resolution requirements, would have an effect on interference and to what extent.

The development of performance, interference, sharing and coordination criteria

The criteria for sharing and coordination between the Earth Exploration Satellite service and other radio services is not fully developed at this time. The purpose is to develop a plan showing how the necessary criteria might be developed. Some criteria does exist in the form of general restrictions, protection criteria, and coordination procedures for space and terrestrial services sharing the same bands. Determining suitable criteria for EES bands depends on the use of the band and the shared services. For example the criteria developed for EES passive sensing band will be developed in a manner different than for a telemetry band. In either case the resultant criteria will be related to, and can be referenced from the system noise power or equivalent noise temperature.
