Residential Water Heating Demand Side Management (DSM) - South Africa

The electricity crisis in South Africa has deteriorated significantly, with the country experiencing frequent and prolonged rolling blackouts. These outages have severe economic repercussions, leading to decreased growth and productivity. Demand Side Management (DSM), particularly focusing on electric water heaters due to their significant energy consumption and peak demand contribution, is identified as a key strategy. The study aims to assess opportunities for DSM programs targeting water heating to reduce energy consumption and peak demand. It entails developing a bottom-up simulation model to establish a baseline scenario of water heating electricity load demand in 2023 and 2033, identifying technologies for energy reduction, estimating the impacts of a selected number of measures and providing recommendations to inform policy makers.

Survey on Efficient and Productive Use of Electricity In Women-Run Small Businesses in Uganda

In Uganda, women make up a large portion of the service sector, notably in informal small and micro businesses such as retail shops, food preparation, tailoring, sewing, beer brewing, basket weaving, healthcare, and hairdressing. Lawrence Berkeley National Laboratory (LBNL), and USAID, in partnership with the Clean Energy Enthusiasts (CEE), a local implementer in Uganda, designed and conducted a participatory survey to collect baseline data and information on the current state of benefits to energy access. The study included data on the uptake of efficient and productive electric (EPUE) equipment, business skills, and financial needs among small and mid-size women-led businesses in Uganda. The objective of the survey was to build evidence and identify economic activities where access to electricity has a positive impact on women’s empowerment by helping them develop new and existing businesses, improve productivity, and increase their income. The survey included questions about the type of electric equipment used and needed, electric consumption patterns, alternative sources to electricity, and business and capital barriers related to increased access. The survey results provided the basis for designing a training program tailored to the need of women entrepreneurs in the region.

New Minimum Energy Performance Standard for Air Conditioners in Ecuador

This report provides technical assessment of a Minimum Energy Performance Standard (MEPS) Air Conditioner (AC) revision in Ecuador, and serves as the basis for stakeholder engagement as part of the regulatory development process to update the AC MEPS in Ecuador. This report can be used as guidance by policymakers in designing a well-founded, impactful MEPS program that is consistent with regional and international best practices and to highlight the energy, environmental, and economic benefits of the MEPS on users and the nation as a whole.

South Africa: Framework for Energy Efficiency Demand Side Management

In July 2022, President Cyril Ramaphosa announced an emergency response plan to address the growing electricity crisis in South Africa, which included the necessity for customers of Eskom, South Africa’s primary electricity supplier, to implement demand-side energy efficiency measures. This report is the second of two reports that provides the foundation for a strategic Demand-Side Management (DSM) approach to reduce load shedding and maximize energy savings in South Africa, though inter-governmental collaboration and increased coordination of energy efficiency activities. The first report focuses on the experience of Eskom’s rate-funded Integrated Demand Management (IDM) programme, from its beginning in 2004 to today, highlighting the factors that led to failed support for the programme. This second report focuses on addressing the challenges identified in the first report and describes the elements of a policy framework to develop a sustained DSM program to meet the government’s energy efficiency goals in terms of greenhouse gas emissions reduction and social equity and inclusion to achieve a just transition.

In July 2022, President Cyril Ramaphosa announced an emergency response plan to address the growing electricity crisis in South Africa, which included the necessity for customers of Eskom, South Africa’s primary electricity supplier, to implement demand-side energy efficiency measures. This report is the first of two reports that provides the foundation for a strategic Demand-Side Management (DSM) approach to reduce load shedding and maximize energy savings in South Africa, through inter-governmental collaboration and increased coordination of energy efficiency activities. This first report focuses on the experience of Eskom’s rate-funded Integrated Demand Management (IDM) programme, from its beginning in 2004 to today, highlighting the factors that led to failed support for the programme, and emphasizing the measures that will need to be addressed to meet the government’s energy efficiency (EE) goals, as well as other socio-economic and environmental priorities, such as job creation, affordability and greenhouse gas (GHG) emission reduction goals.

Tunisia Air Conditioner Market Assessment

Air conditioners contribute significantly to peak power demand during Tunisia's hot summers. In 2021, the Tunisian Electricity and Gas Company (STEG) recorded a peak demand of 4,472 megawatts in August, estimating that 44% of that demand was due to the operation of air conditioners. The Tunisian government, through its Agence Nationale pour la Maitrise de L'Energie (ANME) and all of its partners, is called on to take advantage of the significant potential for energy efficiency and to achieve the objectives it has set for itself by accelerating the implementation of programs that expand the adoption of efficient appliances, including air conditioners. This report aims to assess the Tunisian market for air conditioners, particularly in terms of energy performance. The report provides an overview of the size and characteristics of the AC market in Tunisia, including product types, origins, and proportion of imports to locally manufactured units; an estimation of the informal market; energy performance; and price.

Best Practices in Electricity Load Modeling and Forecasting for Long-Term Power System Planning

This document highlights the best practices on data acquisition and management, modeling and stakeholder engagement required for enhanced load modeling and forecasting. Each section is interspersed with case studies to highlight lessons from different country contexts to highlight both cross-cutting and location specific best practices needed to conduct robust load modeling and forecasting.

Best Practices in Electricity Load Modeling and Forecasting for Long-Term Power System Planning

This report highlights best practices for enhanced load modeling and forecasting for long-term power sector planning. The best practices touch on stakeholder engagement, data acquisition and management, modeling and validation, and scenario development. Case studies are provided to highlight crosscutting lessons that could inform enhanced load modeling and forecasting across different country settings. Though this work presents best practices resulting from support to the PDOE, the list is by no means exhaustive—nor is it meant to be prescriptive.

Cost-Benefit Analysis for Air Conditioner in Tunisia

This is the second report from Lawrence Berkeley National Laboratory (LBNL) in support of developing a minimum energy performance standards (MEPS) program for ACs in Tunisia. This report builds upon a market and regulatory assessment that characterized Tunisia’s market and regulations for ACs (LBNL 2022). The current report is organized in the style of the technical support documents (TSDs) produced for U.S. appliance efficiency standards and comprises the following: a description of our analytical framework (Section 1) followed by several analyses of the context for and impacts of adopting a MEPS for ACs in Tunisia: an energy-use analysis (Section 2), engineering analysis (Section 3), life-cycle cost (LCC) analysis (Section 4), and national impact analysis (Section 5). The report concludes with policy recommendations (Section 6).

South Africa National Cooling Plan

South Africa is committed to preserving the environment and addressing climate change related issues based on science and equity. In 2019, South Africa ratified the Kigali Amendment to the Montreal Protocol to reduce the consumption and production of hydrofluorocarbons (HFCs) to simultaneously protect the ozone layer and contribute to mitigating climate change. In 2015, South Africa also signed the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement to fight against climate change and committed to achieve a “peak, plateau and decline” greenhouse gas (GHG) trajectory at a level between 398 and 614 MtCO2e/year by 20301. In 2021 revised target ranges of 398-510 Mt CO 2 -eq for 2025, and 398-440 Mt CO 2 -eq for 2030 were issued, as well as aspiring to reach a net zero carbon economy by 2050. Addressing the environmental impacts of cooling products converges the objectives of these two treaties. Cooling products are the main source of HFC use and they consume a significant amount of electricity produced from emission intensive coal fired power plants. South Africa’s efforts to mitigate global warming can therefore be amplified if the energy efficiency (EE) of cooling products is improved at the same time a refrigerant transition from HFC is considered. Synergistic actions with respect to sustainable cooling access across sectors will have a higher impact than actions taken in isolation.

Cost-Benefit Analysis for Energy Efficient Refrigerators and Freezers in Uganda

Refrigeration appliances and equipment available on the market are manufactured with a wide range of energy performance. The goal of this report is to perform a cost-benefit analysis, providing policy recommendations to develop standards and labels for refrigerators in Uganda: in particular, an analysis of the cost-effectiveness of adopting the UNEP U4E MRG for refrigerators given the local context in Uganda.

Implementation Strategy - Efficiency Standards and Labeling Programs in Uganda

In 2016, the development of an Energy Efficiency Roadmap (USAID, 2017) undertaken by Agency for International Development (USAID) showed that an energy-saving potential of 310 MW by 2030 was possible at a cost lower than the current supply of electricity. However, the energy efficiency potential is spread out across many technologies and requires the establishment of enabling policies to stimulate efficient use of energy. Chief among these is the establishment of energy- efficiency standards and labeling (EESL) for electric equipment as indicated by Uganda national energy policy legislation (MEMD, 2002). This report first includes an assessment of energy consumption in the residential sector to identify priority products of focus for the EESL program followed by an assessment of the legal and administrative capacity needs of Ugandan institutions to operate and enforce Uganda’s EESL program.
