SEI science - Measuring the return

Abstract

The ways of plausibly evaluating the scientific payoff of prospective mission architectures within the administrative framework of NASA's Space Exploration Initiative (SEI) are discussed. Attention is given to the expanding goals of a modestly implemented unmanned exploration focus, an aggressive implementation of that focus, and an equally aggressive implementation of a manned exploration priority, relative to the Apollo moon-landing program of the 1960s-1970s.
