Solar-Centered Grid Project Final Technical Report
Abstract
This final technical Report for the Solar-Centered Grid project examines interactions of barriers to high levels of solar penetration at the Balancing Authority level and explores approaches to solutions to several such barriers. Results of a study to pool ACE variability and responsibility among disparate neighboring BAs are presented, as well as a methodology and results of a study for predicting ACE and frequency deviations in the sub-10-minute timeframe to serve as the underpinning for operational tools for managing fast solar ramps at the BA level. An example of approximate methods for cost-benefit analysis for probabilistic control center tools is presented, followed by a draft guide of best practices for such analysis.
