Abstract

These data provide the 2022 update of the Electricity Annual Technology Baseline (ATB). Starting in 2015 NREL has presented the ATB, consisting of detailed cost and performance data, both current and projected, for electricity generation and storage technologies. The ATB products now include data (Excel workbook, Tableau workbooks, and structured summary csv files), as well as documentation and user engagement via a website, presentation, and webinar. Starting in 2021, the data are cloud optimized and provided in the OEDI data lake. The data for 2015 - 2020 are can be found on the NREL Data Search Page. The website documentation can be found on the ATB Website.

Wind Turbine Sound Setbacks and Supply Curves: Ordinances and Extrapolated Trends, 110 Hub Height, 130 Rotor Diameter

This dataset provides a comprehensive set of wind turbine sound setbacks from every residential structure in the contiguous United States (CONUS). A sound setback is defined as the minimum required distance between a residential structure and a hypothetical turbine installation site to ensure that modeled sound levels received at the residence do not exceed local sound ordinances, which are commonly expressed in A-weighted decibels (dBA). Therefore, sound setbacks are a local spatial assessment combining multiple factors, including the sound pressure curve as a function of the observer location (distance and direction) relative to the turbine, local sound regulations, and the geographical distribution of residential structures. The dataset is organized into multiple scenario-based products, detailed as follows: 1. Existing and extrapolated sound setbacks. An existing scenario characterizes sound setbacks only in states or counties that have implemented sound regulations as of 2022. The extrapolated scenarios extend a constant sound threshold to counties that lack explicit sound regulations, with thresholds ranging from 35 to 60 dBA, in 5-dBA increments reflecting the variation observed in current sound ordinances. 2. Sound setbacks in directional and worst scenarios. The directional scenario accounts for the distance and orientation of residential structures relative to a hypothetical turbine location, utilizing the turbine's sound emissions in that specific direction. In contrast, the worst scenario takes loudest sound level at each distance step from the turbine, irrespective of directional considerations, which aligns with current industry practice. 3. Supply curves for Open and Reference Access scenarios. This dataset includes supply curves generated by the reV model, which integrates each of the above sound setbacks into both Open and Reference siting scenarios. In addition, two Open and Reference baselines scenarios were included which do not consider sound setbacks for comparative analysis. All sound setback data are stored in TIF files, with partial maps of the data provided in PNG format. The values in the sound setback raster range from 0 to 1, representing the fraction of developable land within a 90 meter by 90 meter pixel due to sound ordinances. A value of 0 indicates areas where wind energy development is prohibited, while a value of 1 signifies areas fully permissible. The wind turbine parameters used in the sound modeling are based on the land-based turbine from International Energy Agency (IEA), featuring a rated electrical power of 3.4 MW, a rotor diameter of 130 meters, and a hub height of 110 meters. The atmospheric conditions, including wind speed/direction, turbulence, air temperature, relative humidity, and air pressure, that drive the sound generation are obtained from the WIND Toolkit dataset.

Bias Corrected NOAA HRRR Wind Resource Data for Grid Integration Applications

To address the need for regularly updated wind resource data, NREL has processed the High-Resolution Rapid Refresh (HRRR) outputs for use in grid integration modeling. The HRRR is an hourly-updated operational forecast product produced by the National Oceanic and Atmospheric Administration (NOAA) (Dowell et al., 2022). Several barriers have prevented the HRRR's widespread proliferation in the wind energy industry: missing timesteps (prior to 2019), challenging file format for wind energy analysis, limited vertical height resolution, and negative bias versus legacy WIND Toolkit data (2007-2013). NREL has applied re-gridding, interpolation, and bias-correction to the native HRRR data to overcome these limitations. This results in the now-publicly-available bias corrected and interpolated HRRR (BC-HRRR) dataset for weather years 2015 to 2023. Bias correction is necessary for wind resource consistency across weather years to be used simultaneously in planning-focused grid integration studies alongside the original WIND Toolkit data. We show that quantile mapping with the WIND Toolkit as a historical baseline is an effective method for bias correcting the interpolated HRRR data: the BC-HRRR has reduced mean bias versus comparable gridded wind resource datasets (+0.12 m/s versus Vortex) and has very low mean bias versus ground measurement stations (+0.01 m/s) (Buster et al., 2024). BC-HRRR's consistency with the legacy WIND Toolkit allows NREL to extend grid integration analysis to 15+ weather years of wind data with low-overhead extensibility to future years as they are made available by NOAA. As with historical datasets like the WIND Toolkit, BC-HRRR is intended for use in grid integration modeling (e.g., capacity expansion, production cost, and resource adequacy modeling) both independently and alongside the legacy WIND Toolkit.

National Climate Database (NCDB)

The National Climate Database (NCDB) is a high resolution, bias-corrected climate dataset consisting of the three most widely used variables of solar radiation- global horizontal (GHI), direct normal (DNI), and diffuse horizontal irradiance (DHI)- as well as other meteorological data. The goal of the NCDB is to provide unbiased high temporal and spatial resolution climate data needed for renewable energy modeling. The NCDB is modeled using a statistical downscaling approach with Regional Climate Model (RCM)-based climate projections obtained from the North American Coordinated Regional Climate Downscaling Experiment (NA-CORDEX; linked below). Daily climate projections simulated by the Canadian Regional Climate Model 4 (CanRCM4) forced by the second-generation Canadian Earth System Model (CanESM2) for two Representative Concentration Pathways (RCP4.5 or moderate emissions scenario and RCP8.5 or highest baseline emission scenario) are selected as inputs to the statistical downscaling models. The National Solar Radiation Database (NSRDB) is used to build and calibrate statistical models.
