Preparing the Power Sector to Navigate Climate and Water Risks

Abstract

As the climate changes, so will water availability and other ambient conditions, threatening the reliability of today's power system and tomorrow's clean energy grid. That's why researchers at the National Renewable Energy Laboratory (NREL) - along with those at Sandia National Laboratories, Oak Ridge National Laboratory, the City University of New York, the Electric Power Research Institute, and the National Energy Technology Laboratory - are studying both regional and national climate and hydrologic changes to provide a comprehensive assessment of climate and water impacts and risks to the U.S. power grid.

Impact of Hydrological Data on Power System Operational Studies: Preprint

Hydropower is expected to play an important role in maintaining grid reliability and flexibility as the share of of variable renewable energy increases. While the current hydropower operational models have been studied and used widely, they haven't been updated for decades to meet new performance standards. For example, current steady state and dynamic models often neglect hydrological conditions, which may lead to unrealistic expectations when relying on hydropower for energy and ancillary services. To study this impact, a multi-timescale hydrological model was created by leveraging the National Renewable Energy Laboratory-developed Multi-timescale Integrated Dynamics and Scheduling (MIDAS) tool. Using MIDAS, we compare the impact of considering hydrological conditions in a day-ahead unit commitment (DAUC) schedule on the reduced 240-bus Western Interconnect (WI) test system under winter and summer case studies. We show that neglecting current hydrological conditions of hydropower plants in power system models can lead to an overestimation of hydropower capabilities, which could lead to power balancing issues. For example, power system DAUC simulation results of our reduced test system show that in the case where hydrological conditions are not considered in the model, an approximate 31% overestimation of hydropower capabilities occurs in the summer case and approximately 60% occurs in the winter case compared to what is available. Additionally, results show an underestimation of WI day-ahead power system generation costs by approximately $54M - $80M in the weekly summer scenario and $116M - $126M in the weekly winter scenario. This analysis helps to underscore the importance of considering hydrological data in power system operational studies.

An Assessment of Deploying Advanced Pumped Storage Hydropower Technology in U.S. Electricity Markets

Pumped storage hydropower (PSH) is a type of hydropower technology where energy can be stored and generated by moving water between two reservoirs of differing elevations. In addition to providing 97% of the total utility-scale hydropower storage in the United States, PSH plants have operational characteristics - such as high ramp rates and the ability to provide reserves - that contribute to greater flexibility and reliability of the power grid. New PSH technologies can provide additional flexibility beyond existing, fixed-speed units. With the emergence of high levels of variable renewable energy resources (e.g., wind and solar), energy storage is expected to be crucial to the reliability and reliance of the power grid in a low-carbon future. At diurnal and longer durations, PSH plants have some of the lowest costs per unit of energy, have been proven to be reliable and efficient, are not cycle-limited, and typically have long lives, often exceeding 50 years. The work presented here focuses on a new generation of PSH: ternary PSH and quaternary PSH (together referred to as T/Q-PSH). Given recent experience in Europe, grid operators in the United States and elsewhere are increasingly focusing their attention on T/Q-PSH as a proven, financeable technology that can offer utility-scale, long-duration, fast-acting energy storage capabilities and grid services. T/Q-PSH differs from conventional PSH in that it can provide fast-response ancillary services during both generating and pumping operations. This capability together with fast mode switching times are key attributes that make T/Q-PSH technologies attractive for managing and stabilizing electricity systems with high amounts of variable renewable energy.

Improved Cost Estimates to Boost Pumped Storage Hydropower Construction

Pumped storage hydropower is often overlooked in future grid planning efforts, in part because the cost to build a new facility is not always clear. That's why the National Renewable Energy Laboratory (NREL), along with the U.S. Department of Energy's Water Power Technologies Office, is developing improved cost estimates and cost models to reduce that uncertainty and give developers the data they need to decide where and when to construct new PSH facilities to support the country's evolving energy grid.
