Home Energy Efficiency for the Hill District

Abstract

The Hill District neighborhood in Pittsburgh, Pennsylvania worked with the U.S. Department of Energy through the Communities LEAP (Local Energy Action Program) pilot to explore strategies that improve residential energy efficiency, support the transition to renewable energy, and identify potential funding streams for increased neighborhood investment. Communities LEAP is supporting clean energy transitions in 24 communities across the United States that are facing energy-related challenges.

The Baltimore Community Weather Station Network: Filling the Urban Measurement Desert

Quantification and understanding of how heat, rainfall, and air quality vary within cities are needed to identify the area with the worst conditions, develop solutions to extreme weather, and assess the impact of proposed policies. However, neighborhood-level variability is not well quantified because there are few environmental measurement stations within cities. In Baltimore City, a community-based network of weather stations to address this issue has been developed through a partnership between universities, state agencies, and Baltimore residents. The weather stations are hosted by community partners, and the data collected are enabling the mapping of urban weather across the city and the testing of models and proposed mitigation strategies. In addition, the network provides direct community involvement, with resulting benefits of increased community engagement, education, and empowerment. Researchers have an opportunity to democratize the scientific process and ensure that local knowledge and lived experiences of city residents inform future decision-making. The approach could be used as a model for other cities that apply similar monitoring instruments for other environmental exposures.

LA100 Equity Strategies

In the Los Angeles 100% Renewable Energy Study (LA100), the National Renewable Energy Laboratory (NREL) found that the City of Los Angeles can achieve its ambitious goal of reliable, 100% carbon-free energy as early as 2035. While all communities will benefit from air quality and health improvements of clean energy, improving equity in participation and outcomes requires intentionally designed equity strategies. To plan for a clean energy future that benefits all Angelenos, the Los Angeles Department of Water and Power (LADWP), NREL, and the University of California Los Angeles (UCLA) partnered on the LA100 Equity Strategies project. In an innovative, community-informed approach, the LA100 Equity Strategies project integrated robust social science research techniques with rigorous data analysis - and incorporated what community members themselves know is needed to achieve a more equitable energy future. The team developed effective strategies for engaging communities, funding equitable technology and infrastructure investments, expanding existing clean energy and energy assistance programs, and designing new programs and policies to enhance equity.
