Visualizing Organizational Influence on Energy Infrastructure

Abstract

Energy Infrastructure components depend on an evolving, interdependent business ecosystem exposed to long-term, legal, adversarial tactics. An INL-Naval Postgraduate School partnership was designed to support INL Lab Directed Research and Development, NPS graduate research projects, and joint publications. The Technology, Organization, and Person of interest Graph Extraction, Analysis, and Reporting (TOP GEAR) enumerates networks of organizations and people that own, operate, and maintain regional infrastructure assets. TOP GEAR allows analysts to model current and future state what-if scenarios that include technological and policy mitigations.

Policy Reforms to Unleash Domestic Critical Minerals Mining and Processing

The United States faces growing strategic and economic risks due to its limited ability to mine, process, and refine the minerals required for national defense, energy systems, advanced manufacturing, and emerging technologies. Although the country possesses significant geological resources, development has been slowed by long and unpredictable permitting timelines, fragmented regulatory responsibilities, limited midstream processing capacity, and a shrinking technical workforce. These structural barriers have created supply chain vulnerabilities that constrain industrial growth and reduce national resilience. This report presents a comprehensive set of reforms intended to modernize the nation’s approach to critical minerals. The recommendations address federal permitting, environmental review processes, the legal framework governing mining activities, interagency coordination, domestic processing and refining capacity, and the education and workforce systems needed to support long term industry development. The analysis emphasizes practical steps to shorten project timelines, improve regulatory clarity, expand processing infrastructure, enable recovery from both conventional and nontraditional sources, and update outdated requirements that hinder the development of essential materials. Taken together, the recommended reforms would strengthen domestic supply chains, improve investment certainty, and reduce dependence on external minerals and processing infrastructure. By aligning policy, regulatory frameworks, and workforce capabilities with national needs, the United States can build a more resilient and secure critical minerals ecosystem that supports long term economic competitiveness and technological leadership.

Grid Forming and Following Background, Future, and Strategies

The landscape of the U.S. power structure with respect to microgrid configuration strategies that utilize grid forming and grid following converters is becoming relevant. Inverter based control and coordination strategies are every changing due to critical failures and limitations. Understanding current state of grid forming and following converter technology and their normal operational guidelines will lead into the next stage of future research. Grid forming and following converter control strategies and ratio of assets review two case studies to develop an understanding of the current landscape.

Foreign Entity of Concern Requirements in the One Big Beautiful Bill Act

The One Big Beautiful Bill Act (OBBB), enacted July 4, 2025, makes billions of dollars in federal energy tax credits conditional on supply chain independence from China and other foreign entities of concern. The OBBB simultaneously creates powerful economic incentives to reshore energy supply chains to the United States and allied nations. Through such incentives, the OBBB elevates digital assurance and supply chain verification from voluntary best practices into critical capabilities for demonstrating tax credit eligibility. The OBBB uses tax credit eligibility requirements to simultaneously address national security concerns regarding foreign supply chain dependencies and incentivize domestic energy manufacturing. This brief details how organizations should operationalize these requirements through baseline compliance audits, interim documentation systems, supply chain diversification strategies, and long-term institutional integration of digital assurance capabilities that turn compliance burdens into competitive advantages
