Analysis of Small Aircraft as a Transportation System

An analysis was conducted to examine the market viability of small aircraft as a transportation mode in competition with automobile and scheduled commercial air travel by estimating the pool of users that would potentially switch to on-demand air travel due to cost/time savings. The basis for the analysis model was the Integrated Air Transportation System Evaluation Tool (IATSET) which was developed under contract to NASA by the Logistics Management Institute. IATSET is a macroeconomic model that predicts at a National level the mode choice between automobile, scheduled air, and on-demand air travel based on the value of a travelers time and monetary cost of the trip. A number of modifications are detailed to the original IATSET to better model the changing small aircraft environment. The potential trip market was modeled for the Eclipse 500 operated as a corporate jet and as an air taxi for the business travel market. The Cirrus 20R and a $80K single engine piston aircraft (based on automobile manufacturing technology) are evaluated in the pleasure and personal business travel market.

Software Schedules Missions, Aids Project Management

NASA missions require advanced planning, scheduling, and management, and the Space Agency has worked extensively to develop the programs and software suites necessary to facilitate these complex missions. These enormously intricate undertakings have hundreds of active components that need constant management and monitoring. It is no surprise, then, that the software developed for these tasks is often applicable in other high-stress, complex environments, like in government or industrial settings. NASA work over the past few years has resulted in a handful of new scheduling, knowledge-management, and research tools developed under contract with one of NASA s partners. These tools have the unique responsibility of supporting NASA missions, but they are also finding uses outside of the Space Program.

Milestone 1.2.16. Reconciling the Impacts of Thermal Pretreatment on Radiation-Induced H2 Generation from Aluminum-Clad Spent Nuclear Fuel Surrogate Materials

To support the technical basis for the extended dry storage of aluminum-clad spent nuclear fuel (ASNF), thermal pretreatment procedures to minimize the radiation-induced generation of molecular hydrogen (H2) have been investigated. The aim of thermal pretreatment is to eliminate the residual adsorbed water content on the ASNF’s corrosion layers, precursors for H2 generation. To date, irradiation studies in this area have found conflicting results for the effectiveness of thermal pretreatment procedures. The aim of this study was to reconcile those differences. However, the presented results, which utilized a modified in situ thermal pretreatment procedure, afforded H2 yield data that further indicates that thermal pretreatment does not significantly reduce the radiation-induced yield of H2 from gamma irradiated ASNF surrogate materials. Assessment of the differences between thermal pretreatment studies suggests that stainless-steel—present in the irradiation setup of studies that demonstrated a reduction in the yield of H2 with thermal pretreatment—may afford not only unanticipated interfacial chemistry, but also the formation and radiolytic contribution of iron oxides to the chemistry underpinning the formation of H2 in these systems. Given the Department of Energy Standard Canister—proposed for the extended dry storage of ASNF—is predominantly composed of stainless-steel, the potential contribution of stainless-steel and its corrosion layers to radiolytic H2 production should be further investigated. This research was funded by the U.S. Department of Environmental Management, Office of Technology Development, under contract DE-AC07-05ID14517.

Performance Assurance Planning Guide for Utility Energy Service Contracts: 2025 Edition

Administered by the U.S. Department of Energy's (DOE) Federal Energy Management Program (FEMP), the Utility Program has fostered collaboration among federal agencies and their serving utilities for more than 25 years. The Utility Program supports agencies using Utility Energy Service Contracts (UESCs), a well-developed, effective contracting vehicle that enable the latest approaches to cost-effective energy management at federal sites. Federal agencies have successfully used UESCs to award over 2,000 energy and water efficiency and renewable energy projects, investing approximately $\$$2.8 billion in furthering the Federal Government's efforts to reduce energy intensity. Authorized by 42 U.S. Code section 8256 (10 U.S. Code section 2913 for the Department of Defense), a UESC is a limited-source acquisition between a federal agency and an eligible serving utility for energy management services that generate savings from the implementation of energy- and water -conservation measures (collectively referred to as ECMs), with 42 U.S. Code section 8287 (Defense Federal Acquisition Regulation Supplement, Part 241), providing the term of a UESC, which may extend up to 25 years. Through a UESC, the utility partner assesses designs, and implements the desired ECMs - which can range from lighting retrofits and renewable energy systems, to combined heat and power plants or other technologies and strategies, and may provide financing for the project. The agency may use any combination of appropriations and third-party financing to pay for the project, providing useful flexibility. There is no limit to the project size, big or small, that can be implemented using a UESC. To assist agencies implementing a UESC, FEMP has developed a Utility Energy Service Contract Guide and this companion guidance document to help agencies and their utility partners better understand the best practices for to ensure UESCs continue to perform and generate savings throughout their performance period. These best practices utilize a combination of effective project management, communication, documentation, and a detailed Performance Assurance Plan. This plan is a project specific set of actionable protocols that define important tasks and responsibilities throughout the contract term and reflects the site conditions, complexities, agency capabilities, and operating and maintaining planned ECMs.

Best Practices for Smart Grid-Interactive Efficient Building Ready Performance Contracts

Grid-interactive efficient building (GEB) measures reduce costs and optimize energy use for additional grid services by coordinating building energy loads and providing continuous demand management. Incorporating GEB energy conservation measures (ECMs) in performance contracts is reliant upon multiple factors. These factors include site selection with utility tariffs and incentives favorable to GEB, the identification of GEB as a priority in the initial stages of the contracting process, integration of GEB within comprehensive performance contracts with multiple other ECMs, and careful consideration of GEB measurement and verification (M&V) for energy savings performance contracts (ESPCs) and performance assurance for utility energy service contracts (UESCs).

Continuous Monitoring and Partial Water Softening for Cooling Tower Water Treatment

Cooling towers are an integral component of many refrigeration systems, providing comfort or process cooling across a broad range of applications. They are the point in the system where heat is dissipated to the atmosphere through the evaporative cooling process. Cooling towers are commonly found in industrial applications and are also often used in water-cooled chilled water plants in medium to large commercial buildings. Continuous monitoring and partial water softening for cooling towers used in medium to large commercial buildings are the focus of this paper. Cooling towers consume large amounts of water. Cooling tower-related water consumption is one of largest potable water loads within buildings in the United States, with substantial building water use associated with heating and cooling. Regional water shortages have highlighted a need to reduce water consumption; the U.S. General Services Administration (GSA) and Executive Order 13834 place priority on reducing water consumption. This priority has fueled interest in the identification, investigation, and potential broad deployment of cost-effective opportunities to reduce water use, such as alternative water treatment (AWT) technologies for cooling towers. Traditional water treatment approaches use chemicals to extend the ability of the water to hold scaling minerals in suspension, minimize corrosion, and prevent biological growth. This treatment protects the chillers and cooling tower equipment; however, even when chemicals are used regularly, a certain percentage of condenser water must be drained and made up with fresh water to maintain system water quality parameters. In addition, the use of chemicals sometimes creates a waste disposal issue and can cause building owners to incur additional fees, such as disposal or wastewater charges. To manage cooling tower water treatment, GSA typically contracts with a company specializing in conventional chemical maintenance for a fixed fee. While there are many types and vendors of AWT systems, this project assesses the effectiveness of one technology provided by Aqualogix. This system is a chilled water plant monitoring and control system aimed at optimizing system performance by reducing the blowdown occurrences used to remove mineral build-up. The technology consists of two components – continuous programmable logic control (PLC) monitoring and side-stream filtration with partial water softening. PLC monitoring calculates cycles of concentration (CoC) and determines the optimum amount of blowdown water required to satisfy all water chemistry requirements. Side-stream filtration removes suspended matter and improves biocide efficacy while precisely dispensing softened water to achieve optimal makeup water hardness. Unlike other AWT systems evaluated by GSA to date, this system does not replace the legacy treatment system but is used in addition to chemical water treatment. The vendor claims their technology will reduce water consumption, water discharge, and maintenance costs. The AWT system evaluated in this demonstration is a commercialized technology. Given its commercialized state, the system evaluated in this report is at a Technology Readiness Level 9 according to National Aeronautics and Space Administration (NASA) definitions.

Agricultural Breadbaskets Shift Poleward Given Adaptive Farmer Behavior Under Climate Change

Modern food production is spatially concentrated in global “breadbaskets”. A major unresolved question is whether these peak production regions will shift poleward as the climate warms, allowing some recovery of potential climaterelated losses. While agricultural impacts studies to date have focused on currently cultivated land, the Global Gridded Crop Model Intercomparison Project (GGCMI) Phase 2 experiment allows us to assess changes in both yields and the location of peak productivity regions under warming. We examine crop responses under projected end-of-century warming using 7 process-based models simulating 5 major crops (maize, rice, soybeans, and spring and winter wheat) with a variety of adaptation strategies. We find that in no-adaptation cases, when planting date and cultivar choices are held fixed, regions of peak production remain stationary and yield losses can be severe, since growing seasons contract strongly with warming. When adaptations in management practices are allowed (cultivars that retain growing season length under warming and modified planting dates), peak productivity zones shift poleward and yield losses are largely recovered. While most growing-zone shifts are ultimately limited by geography, breadbaskets studied here move poleward over 600 km on average by end of the century under RCP8.5. These results suggest that agricultural impacts assessments can be strongly biased if restricted in spatial area or in the scope of adaptive behavior considered. Accurate evaluation of food security under climate change requires global modeling and careful treatment of adaptation strategies.
