The measured photoelectron fluxes are used to show that ionization by photoelectrons is not sufficiently large to affect significantly the nighttime ionosphere. The measured downward photoelectron flux used in the calculations is shown in a table. This flux was measured on December 9, 1971 at an altitude of 1400 km, when the local zenith angle was 159 deg and the conjugate zenith angle was 85.2 deg.
The technological achievements of the space age are touched upon in terms of the Apollo-Soyuz Test Project. It is indicated that the most important aspect of Apollo-Soyuz is international cooperation in the field of space.

In connection with the findings of the Voyager 1 mission, it appears that the tail lobe of Saturn is very different from that of earth and Jupiter, in that the latter are devoid of energetic particles, and magnetic field lines in this region are thought to be open and interconnecting with the interplanetary magnetic field at large distances in the antisolar direction. The present investigation is concerned with a possible explanation of these observations, taking into account a model of Saturn's magnetosphere. It is shown that the Voyager 1 spacecraft remained in the closed region of the magnetotail during its entire tail traversal and did not have an opportunity to penetrate into the high latitude lobe. It is concluded that Saturn probably has a tail lobe just like earth and Jupiter. However, this tail lobe was not traversed by Voyager.
After the 'Phase I' of space activities, the period bounded by Sputnik and Apollo, 'Phase II', has been entered, a phase in which concerns over the use and the protection of space assets which support national security predominate. However, it is only when the commercial motive becomes prominent that human activity in new regions truly prospers and enters periods of exponential growth. It is believed that there are increasing signs that such a period, called 'Space Phase III', may be coming soon. A description is presented of developments and results upon which this conclusion is based. Since 1980, there have been three developments of great importance for the future of space activities. Six highly successful flights have demonstrated that the Space Shuttle concept works. A series of Soviet missions are related to the emergence of a capability to construct and service modular space stations. Successful tests of the European Ariane 1 indicate an end to U.S. monopoly with respect to the provision of launch services to the Western World.
ISEE 3 plasma measurements made in the distant geomagnetic tail during rapid traversals of the current sheet from one lobe to the other show that the lobe densities on opposite sides of the current sheet often differ by a factor of approximately 3-10 or more. On the dawnside of the tail the north lobe plasma has the higher density when the interplanetary magnetic field (IMF) has a +By component, and the south lobe plasma has the higher density when the IMF has a -By component. The sense of this asymmetry is reversed on the dusk-side of the tail. Such IMF-controlled asymmetries in lobe plasma density are consistent with earlier observations made much closer to earth and can be interpreted most simply as a consequence of an 'open' geomagnetic tail.
This paper reports the results of a project supported by the National Aeronautics and Space Administration, Office of Aeronautics and Space Technology (NASA-OAST) under the Advanced Life Support Development Program. It is an initial attempt to integrate artificial intelligence techniques (via expert systems) with conventional quantitative modeling tools for advanced physical-chemical life support systems. The addition of artificial intelligence techniques will assist the designer in the definition and simulation of loosely/well-defined life support processes/problems as well as assist in the capture of design knowledge, both quantitative and qualitative. Expert system and conventional modeling tools are integrated to provide a design workstation that assists the engineer/scientist in creating, evaluating, documenting and optimizing physical-chemical life support systems for short-term and extended duration missions.
Radar, the most powerful ground-based technique for post discovery investigation of NEO's (near-Earth objects), can contribute a great deal to their exploration as well as to identification and mitigation of hazardous objects. My intentions in this article are to review the current state of NEO radar reconnaissance, examine the imminent prospects for this work as upgraded instrumentation becomes available, and propose construction of a next-generation radar telescope that, unlike any existing radar instrument, would be optimized for, and dedicated to, NEO radar.

The observed precipitating electron energy between 0130 UT and 0400 UT of January 10 th, 1997, indicates that there is a more energetic precipitating electron population that appears in the auroral oval at 1800-2200 UT at 030) UT. This increase in energy occurs after the initial shock of the magnetic cloud reaches the Earth (0114 UT) and after faint but dynamic polar cap precipitation has been cleared out. The more energetic population is observed to remain rather constant in MLT through the onset of auroral activity (0330 UT) and to the end of the Polar spacecraft apogee pass. Data from the Ultraviolet Imager LBH long and LBH short images are used to quantify the average energy of the precipitating auroral electrons. The Wind spacecraft located about 100 RE upstream monitored the IMF and plasma parameters during the passing of the cloud. The affects of oblique angle viewing are included in the analysis. Suggestions as to the source of this hot electron population will be presented.
This talk will use images, movies, and radar-derived three-dimensional models to present recent highlights of asteroid radar research, concentrating on low-V mission candidates. Additional information is contained in the original extended abstract.

There are currently five known groups of basaltic achondrites that represent material from distinct differentiated parent bodies. These are the howardite-eucrite-diogenite (HED) clan, mesosiderite silicates, angrites, Ibitira, and Northwest Africa (NWA) 011 [1]. Spectroscopically all these basaltic achondrite groups have absorption bands located near 1 and 2 microns due to the presence of pyroxene. Some of these meteorite types have spectra that are quite similar, but nevertheless have characteristics (e.g. spectral slope, band depths, etc.) that may be used to differentiate them from each other.
