Evaluating Long-Term Changes in Atmospheric Ozone

Ozonesondes have made inexpensive, accurate measurements of ozone from the ground to 30km for more than 50 years. The data are used extensively for trend analyses and for evaluation of satellite and model data products, and are also part of climatologies that are used as a priori data for satellite retrievals. They are essential as a transfer standard when merging shorter satellite-derived time series, and are the most important source of trend-quality long-term records below about 18 km. The importance of long-term ozonesonde records as a stable reference has led to increased attention to quantifying uncertainties and changes in ozonesonde data. Based on past intercomparison data, ECC sondes show a modest (~1-5%) high bias with respect to UV-absorption measurements (including MOZAIC-IAGOS) in the troposphere, with an uncertainty of 5%, but no evidence of a change with time. Other sonde types show an increase of 5-20% in sensitivity to tropospheric ozone from 1970-1995. Agreement in the stratosphere is much better. In the past 20 years ozonesonde precision has improved by a factor of 2, primarily through the adoption of strict standard operating procedures. In addition, many of the most important ozonesonde records have been re-evaluated and corrected, and detailed estimates made of their biases and uncertainties. Corrections to historical data for known issues may reduce biases but simultaneously introduce additional uncertainties. The uncertainty budget for the ozone partial pressure reading has contributions from stoichiometry, cell background current, pump efficiency and temperature, sensing solution type and volume. The much-discussed “background current” has recently been shown to be primarily related to reaction stoichiometry. Several quality assurance issues remain, but are tractable problems that can be addressed with further research. This will be required if the present goal of better than 5% overall uncertainty throughout the global ozonesonde network is to be achieved. Finally, the importance of regular sonde intercomparisons, employing UV photometers traceable to the modern UV-absorption standard, and of regular comparison of operational station records with multiple satellite sensors, is emphasized.

Business Case Analysis for Digital Safety-Related Instrumentation & Control System Modernizations

This LWRS research seeks to assist in breaking the impasse which has precluded digital safety system upgrades by generating and demonstrating a process and related business case tool to enable a Business Case Analysis (BCA). The purpose of a BCA is to show such upgrades can be economically justified. This BCA methodology first systematically establishes a forecast of expected lifecycle costs for I&C identified for upgrade by: • Definitively bounding the scope of current I&C systems envisioned for upgrade. • Collecting historical labor and material usage data that bound cost contributors related to the systems to be upgraded. • Synthesizing and analyzing the data to establish lifecycle cost forecasts for the current systems. In collaboration with engineers familiar with the attributes of the digital equipment to be used in the upgrade and how it is envisioned to be applied, cost savings categories and expected savings in those categories are then identified and applied using the analysis tools developed for this purpose. The result is an estimate NPV of savings enabled by the upgrade. This includes both direct cost savings (e.g., surveillance labor costs) as well as cost avoidance items (e.g., inventory carrying costs). Finally, when utility-provided digital upgrade costs estimates are included, the resultant BCA provides an NPV for the upgrade project. Development of a useful BCA methodology requires a real-world basis. With the cooperation of Exelon Generation (“Owner”), an Exelon-owned 2-Unit BWR Station (“Station”) was used as the foundation for this research. Exelon is pursuing a digital upgrade of current, first-echelon, safety-related I&C systems at these units, including the following: • Reactor Protection System (RPS) • Nuclear Steam Supply Shutoff System (N4S) • Emergency Core Cooling Systems (ECCS) • Anticipated Transient Without Scram (ATWS) Mitigation System

Caching data from remote memories

An approach is disclosed that caches distant memories within the storage a local node. The approach provides a memory caching infrastructure that supports virtual addressing by utilizing memory in the local node as a cache of distant memories for data granules. The data granules are accessed along with metadata and an ECC associated with the data granule. The metadata is updated to indicate storage of the selected data granule in the cache.

System and methods for hardware-software cooperative pipeline error detection

An error reporting system utilizes a parity checker to receive data results from execution of an original instruction and a parity bit for the data. A decoder receives an error correcting code (ECC) for data resulting from execution of a shadow instruction of the original instruction, and data error correction is initiated on the original instruction result on condition of a mismatch between the parity bit and the original instruction result, and the decoder asserting a correctable error in the original instruction result.

TINES - Time Integration, Newton and Eigen Solver v. 1.0

SAND2021-1505 O. TINES is an open source software providing math infrastructure for solving many stiff time ordinary differential equations (ODEs) and/or differential algebraic equations (DAEs) using a batch hierarchical parallelism. The code is written using a parallel programming model (i.e., Kokkos) to future-proof the next generation parallel computing platforms such as GPU accelerators. This code is developed to support Exascale Catalytic Chemistry (ECC) Project. The code provides fundamental math helpers that can aid other research projects. Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration under contract DE-NA0003525.

Safety-Related Instrumentation and Control Pilot Upgrade: Conceptual - Detailed Design Phase Report and Lessons Learned

Historically, regulatory barriers have precluded nuclear plant safety-related (SR) Instrumentation and Control (I&C) system modernizations. These barriers have been largely addressed by industry and United States Nuclear Regulatory Commission (NRC) efforts, including development of the License Amendment Request (LAR) Alternate Review (AR) process for digital I&C upgrades. The U.S. Department of Energy (DOE) and the Idaho National Laboratory (INL) are supporting a SR I&C pilot upgrade at the Limerick Generating Station (LGS) to demonstrate this process and capturing associated lessons learned for the benefit of industry. In 2021, a paper summarizing lessons learned as captured in INL/EXT-20-59809, Safety Related Instrumentation & Control Pilot Upgrade Initial Scoping Phase Implementation Report and Lessons Learned was presented at the 12th NPIC & HMIT conference. It is recommended that readers of this paper review reference 1 or the associated Nuclear Journal paper for context. This paper summarizes activities performed and lessons learned for the conceptual design phase and portions of the detailed design phase as captured in INL/RPT-23-XXXX, “Safety-Related Instrumentation and Control Pilot Upgrade: Conceptual - Detailed Design Phase Report and Lessons Learned.” The portions of the effort covered by reference 2 include conceptual design phase activities from December 2020, through completion in November 2021, and detailed design activities through September 2022. These efforts and associated detailed documentation in reference 3 are intended to support similar industry upgrades as a foundation stone for a Digital Transformation that will improve plant safety, reliability, and operational performance while lowering plant total cost of ownership.

An Interleaver Implementation for the Serially Concatenated Pulse-Position Modulation Decoder

We describe novel interleaver and deinterleaver architectures that support bandwidth efficient memory access for decoders of turbo-like codes that are used in conjunction with high order modulations. The presentation focuses on a decoder for serially concatenated pulse-position modulation (SCPPM), which is a forward-error-correction code designed by NASA to support laser communications from Mars at more than 50 megabits-per-second (Mbps). For 64-ary PPM, the new architectures effectively triple the fan-in of the interleaver and fan-out of the deinterleaver, enabling parallelization that doubles the overall throughput. The techniques described here can be readily modified for other PPM orders.
