Quarterly Technical Progress Report Piperazine Advanced Stripper (PZAS™) Front End Engineering Design

EXECUTIVE SUMMARY This document summarizes the status of Cooperative Agreement DE-FE0031844, “Piperazine Advanced Stripper (PZAS™) Front-End Engineering Design,” during the reporting period of January 1 through March 31, 2020. The objective of this project is to develop accurate installed costs by conducting a Front-End Engineering Design (FEED) of PZAS™ at Golden Spread Electric Cooperative’s (GSEC) Mustang Station located in Denver City, TX. Complementary benefits include positioning the technology for a commercial project with the 45Q tax credits, qualifying PZAS™ for use on a Natural Gas Combined Cycle (NGCC) Cogen facility, and to provide cost detail to optimize PZAS™ and help guide R&D of second-generation solvent CO2 capture technologies. Results from the FEED will be used to evaluate the economic feasibility of the process at Mustang Station. This project is funded by the U.S. DOE National Energy Technology Laboratory under the aforementioned Cooperative Agreement. Exxon, Total, Chevron, UOP-Honeywell, and the University of Texas (UT) are project co-funders. AECOM and Trimeric are project team members; UT is the prime contractor. Summary of Progress Cooperative Agreement DE-FE0031844 was established in October 2019. The current reporting period, January 1 through March 31, 2020, is the second technical progress reporting period for the project. Several milestones were accomplished during this reporting period, including: • Kickoff Meeting with DOE on February 3, 2020. • Kickoff Meeting with GSEC on March 30, 2020. (Note: Due to Covid-19 travel restrictions and shelter-in-place guidelines, the kickoff meeting was conducted remotely via videoconferencing. See attached notes from that telecon.) • Updated Project Management Plan March 2020, submitted with this quarterly report Other activities during the quarter included progress on contracting and other legal agreements (e.g., non-disclosure agreements), internal kickoff meetings at both AECOM and Trimeric, and development of a Technical Implementation Plan (TIP). The TIP will help the team to make critical, early process decisions and, ultimately, to develop a project and process design basis. Note that all agreements between project team participants are complete as of this submittal, except the vendor agreement with Kiewit (steam cycle modeling). Plans for Next Reporting Period Activities during the next reporting period (April 1, 2020 through June 30, 2020) include: the completion of the Project Design Basis and progress towards the Process Design Basis/Process Design Package (PDP). The Project Design Basis is due as a deliverable and milestone during the next reporting period.

Repatriated Desert Bighorn Sheep Population on the Nevada National Security Site

Ecological studies have been conducted on the Nevada National Security Site (NNSS) since the 1960s. Desert bighorn sheep (Ovis canadensis nelsoni) were considered rare visitors on the NNSS, with only 9 recorded observations between 1963 and 2009, all of which were males. Females and young were not documented definitively until winter 2011, when several were killed by a radio-collared female mountain lion (Puma concolor). Following these observations, we initiated a study of desert bighorn sheep on the NNSS to better understand their movements/interactions with other populations, prevalence of disease, population size, origin, radionuclide burdens and potential radiological dose to humans that may consume harvested animals away from the NNSS. We captured and radio-collared 6 sheep (2 females, 4 males) in November 2015, and 15 (7 females, 8 males) in November 2016. We sampled blood for genetic and disease testing and collected nasal swabs for respiratory disease testing. Sheep from the NNSS spent most of their time around Shoshone Mountain, Fortymile Canyon, and Yucca Mountain but also moved to Bare Mountain, Thirsty Canyon, and Black Mountain. Females greatly expanded their core and overall home ranges during spring, whereas males expanded their home ranges during summer. Of 18 sheep sampled for disease, 12 showed an immune response to Mycoplasma ovipneumoniae, and 5 had the bacteria present. Genetic testing revealed that the ancestry of NNSS sheep is from the Bare Mountain (1991-1995, within 24 km of our study area), Specter Range (1990-1995, within 32 km of our study area), and Stonewall Mountain (1975-1983, within 72 km of our study area) reintroduced populations. Radionuclide burden in NNSS sheep was minimal with no significant difference from sheep captured on the Nevada Test and Training Range and northern Nevada. One marked adult male was legally harvested off the NNSS north of Bare Mountain. Finally, this recently colonized reproducing population of sheep on the NNSS warrants further monitoring, protection, and inclusion in resource management plans.

The Industrial Efficiency and Decarbonization Office

The Industrial Efficiency and Decarbonization Office (IEDO) supports innovation technologies and the adoption of practices to enable the industrial sector to cost-effectively reduce greenhouse gas (GHG) emissions. IEDO and its programs are critical to putting the Nation on a pathway to reduce CO2 emissions by 50% by 2030 when compared to 2005 levels, and to achieve net-zero carbon emissions by 2050. With 30% of primary energy-related emissions attributable to the industrial sector, IEDO builds upon a foundation of energy efficiency as a decarbonization pathway to include process electrification, use of low carbon fuels and feedstocks, and carbon capture to meet industrial emissions reductions targets. IEDO provides planning, management, and direction necessary for a balanced national program of research, development, demonstration, technical assistance, and workforce development to drive energy, materials and production efficiency, and decarbonization across the industrial sector.
