Solar Electric Propulsion

The National Aeronautics and Space Administration's New Millennium Program (NMP) is a space flight technology demonstration program that will validate the technologies needed to carry out the Earth and space science missions NASA envisions for the 21(sup st) century. The program is employing an innovative decision-making process to select the specific technologies that will be flight validated. First, NMP has articulated NASA's vision of science exploration for the next century, then it has defined the capabilities needed to execute that vision, and finally it will select and demonstrate the revolutionary technologies that provide those capabilities, thus enabling the science vision.

Developing a corss-project support system during mission operations: Deep Space 1 extended mission flight control

NASA is focusing on small, low-cost spacecraft for both planetary and earth science missions. Deep Space 1 (DS1) was the first mission to be launched by the NMP. The New Millennium Project (NMP) is designed to develop and test new technology that can be used on future science missions with lower cost and risk. The NMP is finding ways to reduce cost not only in development, but also in operations. DS 1 was approved for an extended mission, but the budget was not large, so the project began looking into part time team members shared with other projects. DS1 launched on October 24, 1998, in it's primary mission it successfully tested twelve new technologies. The extended mission started September 18, 1999 and ran through the encounter with Comet Borrelly on September 22,2001. The Flight Control Team (FCT) was one team that needed to use part time or multi mission people. Circumstances led to a situation where for the few months before the Borrelly encounter in September of 2001 DSl had no certified full time Flight Control Engineers also known as Aces. This paper examines how DS 1 utilized cross-project support including the communication between different projects, and the how the tools used by the Flight Control Engineer fit into cross-project support.

An Autonomous Spacecraft Agent Prototype

This paper describes the New Millennium Remote Agent (NMRA) architecture for autonomous spacecraft control systems. This architecture integrates traditional real-time monitoring and control with constraint-based planning and scheduling, robust multi-threaded execution, and model-based diagnosis and reconfiguration.

A Reconfigurable Testbed Environment for Spacecraft Autonomy

A key goal of NASA's New Millennium Program is the development of technology for increased spacecraft on-board autonomy. Achievement of this objective requires the development of a new class of ground-based automony testbeds that can enable the low-cost and rapid design, test, and integration of the spacecraft autonomy software. This paper describes the development of an Autonomy Testbed Environment (ATBE) for the NMP Deep Space I comet/asteroid rendezvous mission.

Future Applications of Smallsats Towards Remote Sensing

Space exploration in the next century will be much more expensive and costs to do many tasks will be much smaller. These advances will come largely from a revolution in technology springing from the New Millennium Program. These new technologies will include greater processing and autonomy in spacecraft, miniaturized instruments and communications, electric propulsion, more powerful nonnuclear space power. These and other technologies will allow use of much smaller 'smallsats' for remote sensing.

Low-Cost Mission Operations

This paper discusses the transition between traditional planetary missions (requiring constant operational control and limited in size only by booster capability) and the cheaper missions of the New Millennium spacecraft, which will be smaller and will have a great deal of autonomy.

Space Technology 7 Disturbance Reduction System - precision control flight Validation

The NASA New Millennium Program Space Technology 7 (ST7) project will validate technology for precision spacecraft control. The Disturbance Reduction System (DRS) will be part of the European Space Agency's LISA Pathfinder project. The DRS will control the position of the spacecraft relative to a reference to an accuracy of one nanometer over time scales of several thousand seconds. To perform the control, the spacecraft will use a new colloid thruster technology. The thrusters will operate over the range of 5 to 30 micro-Newtons with precision of 0.1 micro- Newton. The thrust will be generated by using a high electric field to extract charged droplets of a conducting colloid fluid and accelerating them with a precisely adjustable voltage. The control reference will be provided by the European LISA Technology Package, which will include two nearly freefloating test masses. The test mass positions and orientations will be measured using a capacitance bridge. The test mass position and attitude will be adjustable using electrostatically applied forces and torques. The DRS will control the spacecraft position with respect to one test mass while minimizing disturbances on the second test mass. The dynamic control system will cover eighteen degrees of freedom: six for each of the test masses and six for the spacecraft. After launch in late 2009 to a low Earth orbit, the LISA Pathfinder spacecraft will be maneuvered to a halo orbit about the Earth-Sun L1 Lagrange point for operations.

Low Cost Environmental Sensors for Spaceflight: NMP Space Environmental Monitor (SEM) Requirements

An outstanding problem in spaceflight is the lack of adequate sensors for monitoring the space environment and its effects on engineering systems. By adequate, we mean low cost in terms of mission impact (e.g., low price, low mass/size, low power, low data rate, and low design impact). The New Millennium Program (NMP) is investigating the development of such a low-cost Space Environmental Monitor (SEM) package for inclusion on its technology validation flights. This effort follows from the need by NMP to characterize the space environment during testing so that potential users can extrapolate the test results to end-use conditions. The immediate objective of this effort is to develop a small diagnostic sensor package that could be obtained from commercial sources. Environments being considered are: contamination, atomic oxygen, ionizing radiation, cosmic radiation, EMI, and temperature. This talk describes the requirements and rational for selecting these environments and reviews a preliminary design that includes a micro-controller data logger with data storage and interfaces to the sensors and spacecraft. If successful, such a sensor package could be the basis of a unique, long term program for monitoring the effects of the space environment on spacecraft systems.

Plasma Experiment for Planetary Exploration (PEPE)

The Plasma Experiment for Planetary Environments (PEPE) is one of the new instrument technologies being demonstrated with the New Millennium Deep Space One mission. PEPE will serve three purposes: (1) the characterization of the environment induced by the Solar Electric Propulsion (SEP) system while validating the feasibility of flying high performance plasma instrumentation on future SEP missions, (2) to carry out state-of-the-art plasma measurements in support of the scientific investigation of an asteroid and comet flyby, and (3) to validate several new plasma sensor technologies needed for future space physics and planetary missions. Details of the PEPE design are presented as well as an overview of both the technology and scientifically driven measurement objectives. The potential future applications of PEPE technology are also discussed.
