Identification and measurement of shrub type vegetation on large scale aerial photography

Important range-shrub species were identified at acceptable levels of accuracy on large-scale 70 mm color and color infrared aerial photographs. Identification of individual shrubs was significantly higher, however, on color infrared. Photoscales smaller than 1:2400 had limited value except for mature individuals of relatively tall species, and then only if crown margins did not overlap and sharp contrast was evident between the species and background. Larger scale photos were required for low-growing species in dense stands. The crown cover for individual species was estimated from the aerial photos either with a measuring magnifier or a projected-scale micrometer. These crown cover measurements provide techniques for earth-resource analyses when used in conjunction with space and high-altitude remotely procured photos.

Space shuttle low cost/risk avionics study

All work breakdown structure elements containing any avionics related effort were examined for pricing the life cycle costs. The analytical, testing, and integration efforts are included for the basic onboard avionics and electrical power systems. The design and procurement of special test equipment and maintenance and repair equipment are considered. Program management associated with these efforts is described. Flight test spares and labor and materials associated with the operations and maintenance of the avionics systems throughout the horizontal flight test are examined. It was determined that cost savings can be achieved by using existing hardware, maximizing orbiter-booster commonality, specifying new equipments to MIL quality standards, basing redundancy on cost effective analysis, minimizing software complexity and reducing cross strapping and computer-managed functions, utilizing compilers and floating point computers, and evolving the design as dictated by the horizontal flight test schedules.

Using the scanning electron microscope on the production line to assure quality semiconductors

The use of the scanning electron microscope to detect metallization defects introduced during batch processing of semiconductor devices is discussed. A method of determining metallization integrity was developed which culminates in a procurement specification using the scanning microscope on the production line as a quality control tool. Batch process control of the metallization operation is monitored early in the manufacturing cycle.

Why system safety programs can fail

Factors that cause system safety programs to fail are discussed from the viewpoint that in general these programs have not achieved their intended aims. The one item which is considered to contribute most to failure of a system safety program is a poor statement of work which consists of ambiguity, lack of clear definition, use of obsolete requirements, and pure typographical errors. It is pointed out that unless safety requirements are stated clearly, and where they are readily apparent as firm requirements, some of them will be overlooked by designers and contractors. The lack of clarity is stated as being a major contributing factor in system safety program failure and usually evidenced in: (1) lack of clear requirements by the procuring activity, (2) lack of clear understanding of system safety by other managers, and (3) lack of clear methodology to be employed by system safety engineers.
