Research management and administration - summary of conference proceedings
In order to study focal individuals within informal communications networks, a special variable was constructed: information potential (IP) was defined as the information-source value placed on an individual by his colleagues. Four hypotheses involving IP were tested in three R&D organizations using questionnaires and pencil-and-paper tests. Results indicated that the individual with high IP used more and different sources of technical information, was seen to be a credible information source and to have a strong ability to associate seemingly unrelated ideas, and was as approachable as the other members of his organization. Four tentative conclusions may be drawn from this study concerning the person with high IP. He is (1) an identifiable individual in several different kinds of organizations; (2) a distinctive information transceiver (transmitter and receiver); (3) both a producer and a catalyst in his own organization; and (4) an extender and an amplifier of information search. To affect the efficiency of informal information flow, the research manager's best hope for positively influencing informal networks lies in the identification and motivation of the special communicators in his organization.

Computer based Natural Language Processing (NLP) is the key to enabling humans and their computer based creations to interact with machines in natural language (like English, Japanese, German, etc., in contrast to formal computer languages). The doors that such an achievement can open have made this a major research area in Artificial Intelligence and Computational Linguistics. Commercial natural language interfaces to computers have recently entered the market and future looks bright for other applications as well. This report reviews the basic approaches to such systems, the techniques utilized, applications, the state of the art of the technology, issues and research requirements, the major participants and finally, future trends and expectations. It is anticipated that this report will prove useful to engineering and research managers, potential users, and others who will be affected by this field as it unfolds.
Artificial Intelligence (AI) is an emerging technology that has recently attracted considerable attention. Many applications are now under development. The goal of Artificial Intelligence is focused on developing computational approaches to intelligent behavior. This goal is so broad - covering virtually all aspects of human cognitive activity - that substantial confusion has arisen as to the actual nature of AI, its current status and its future capability. This volume, the first in a series of NBS/NASA reports on the subject, attempts to address these concerns. Thus, this report endeavors to clarify what AI is, the foundations on which it rests, the techniques utilized, applications, the participants and, finally, AI's state-of-the-art and future trends. It is anticipated that this report will prove useful to government and private engineering and research managers, potential users, and others who will be affected by this field as it unfolds.

The general field of electrocatalysis, from both the technical and business standpoints is accessed and research areas and approaches most likely to lead to substantial energy/cost savings are identified. The overall approach was to compile and evaluate available information, relying heavily on inputs/recommendations of research managers and technical personnel in responsible positions in industry and at universities. Some promising approaches identified to date include the use of transition metal compounds as electrocatalysts and the use of the new electrochemical photocapacitance spectroscopy (EPS) technique for electrocatalyst characterization/development. For the first time, an oxygen electrocatalyst based on the K2NiF4 structure was synthesized, investigated and compared with a perovskite analog. Results show that this class of materials, based on Ni(3+), forms very efficient and stable O2 anodes in basic solution and suggest that other structure-types be examined in this regard. The very difficult problem of dinitrogen and carbon dioxide electroreductions is addressed through the use of biological model systems which can mimic the enzyme processes in nature.
