Distributed Energy Resource Cybersecurity Framework and Cyber Range Integration

Distributed energy resource (DER) systems feature complex, data-driven communications networks that require careful system coordination and constant vigilance to ensure that grid assets are secure. Because DERs are an important component of the decarbonization strategy, agencies need to secure energy data that could implicate issues of national security if compromised. To help federal energy managers assess, monitor, and manage cybersecurity while achieving decarbonization, the National Renewable Energy Laboratory's (NREL's) Distributed Energy Resource Cybersecurity Framework (DER-CF) offers a comprehensive, web-based assessment tool focusing on cyber governance or policies, technical management, and physical security. The DER-CF currently presents users with a series of pertinent cybersecurity questions that are used to generate a site-specific report and recommendations. This paper outlines a plan to integrate the DER-CF with another key asset-NREL's cyber range-to visualize cybersecurity resilience and compliance and to enhance the usability and accessibility of the DER-CF for federal facility energy managers and planners. This integration will result in a visualization environment to interpret and interact with compliance data. Its development will include regular conversations with stakeholders to assess the effectiveness of these efforts, refine the visualization capability, and ensure its value to our partners.

Cyber Physical Security (CPS) Extension to Air Traffic Management (ATM) Testbed

The Air Traffic Management (ATM) Testbed is being developed at NASA to enable benefit, impact, safety and cost assessments for accelerating the deployment of Concept and Technologies (C&T) in the National Airspace System (NAS). Today, C&T introduction into the NAS takes decades. The primary reason for this is an inability to assess the operational impact of the interaction between the proposed C&T and operationally deployed systems (Realistic Technologies) in terms of NAS-wide safety, traffic flow efficiency, roles and workload of controllers and traffic managers, and impact on airline fleet operations. Transition of C&T to operations requires mathematical modeling and simulation, Human-in-the-Loop (HITL) testing and shadow-mode evaluation driven by operational data. Whereas interaction with the operational system during testing and stages of deployment is not permissible due to safety concerns, it is certainly possible to create a simulation environment that closely mimics the NAS using the same operational systems/hardware for enabling such assessments. This presentation focuses on a proposed Cyber Physical Security extension to the ATM Testbed for creating a modeling and simulation architecture to study how well the Air Traffic Management system will perform and analyze effectiveness of mitigating security measures against particular cyber-attack scenarios.

Tactical Analysis for Calculating Contextual Risk at Boundaries: Summary of Laboratory Directed Research & Development Effort

The Tactical Analysis for Calculating Contextual Risk at Boundaries (TACCRAB) tool is an innovative digital twin (DT) platform and automated risk algorithm designed to transform operational decision-making in structured screening environments, with an initial focus on Southern Border Land Ports of Entry (POEs). The invention provides integration points for advanced artificial intelligence, predictive modeling, and real-time data analysis to produce a comprehensive risk management tool that enables proactive, data-informed security strategies. The core inventive features of TACCRAB center on its unique risk algorithm, which dynamically calculates contextual risk by synthesizing historical data, near real-time streaming data from the checkpoints themselves, and AI-generated predictions. Unlike traditional risk assessment methods, TACCRAB utilizes a DT to provide comprehensive operational insights, allowing stakeholders to visualize, simulate, and optimize checkpoint configurations with unprecedented speed and contextual awareness. TACCRAB's key innovation lies in its ability to combine multiple complex inputs - including technology detection probabilities, resource availability, screening pathway characteristics, and threat actor behavioral patterns - into a unified risk calculation and update these inputs based on changing operational and environmental conditions. By leveraging a DT that continuously updates and learns from linked data, TACCRAB can suggest adaptive mitigation strategies that minimize risk while maintaining operational efficiency. Particularly novel is the platform's approach to decision support, which goes beyond static risk assessment. The DT provides dynamic metrics such as wait times, resource allocation effectiveness, and potential emerging threat scenarios, enabling users to view sophisticated, relevant what-if simulations and optimize checkpoint operations in near real-time. The system's architecture allows for generalized application across different screening environments, such as secure facilities, ports of entry, and soft targets, making it a versatile tool for security and operational management. The invention distinguishes itself through its comprehensive integration of predictive modeling, AI-driven pattern discovery, and user-friendly interface design. By combining these elements, TACCRAB transforms complex risk data into actionable insights, supporting decision-makers at various organizational levels - from booth agents making split-second screening decisions to checkpoint managers optimizing the day's resource allocation to strategic planners managing long-term investments.

Dynamic Communication Resource Negotiations

Today's advanced network management systems can automate many aspects of the tactical networking operations within a military domain. However, automation of joint and coalition tactical networking across multiple domains remains challenging. Due to potentially conflicting goals and priorities, human agreement is often required before implementation into the network operations. This is further complicated by incompatible network management systems and security policies, rendering it difficult to implement automatic network management, thus requiring manual human intervention to the communication protocols used at various network routers and endpoints. This process of manual human intervention is tedious, error-prone, and slow. In order to facilitate a better solution, we are pursuing a technology which makes network management automated, reliable, and fast. Automating the negotiation of the common network communication parameters between different parties is the subject of this paper. We present the technology that enables inter-force dynamic communication resource negotiations to enable ad-hoc inter-operation in the field between force domains, without pre-planning. It also will enable a dynamic response to changing conditions within the area of operations. Our solution enables the rapid blending of intra-domain policies so that the forces involved are able to inter-operate effectively without overwhelming each other's networks with in-appropriate or un-warranted traffic. It will evaluate the policy rules and configuration data for each of the domains, then generate a compatible inter-domain policy and configuration that will update the gateway systems between the two domains.
