National Electric Vehicle Infrastructure Formula Program (ANNUAL REPORT | PLAN YEAR 2023–2024)

The 2021 Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), invests $\$$7.5 billion to build out a national electric vehicle (EV) charging network and created the Joint Office of Energy and Transportation (Joint Office) to “study, plan, coordinate, and implement issues of joint concern between the two agencies.” The BIL represents a historic effort to electrify the U.S. transportation system, which has significant potential to reduce U.S. greenhouse gas emissions and help tackle the climate crisis. The U.S. transportation sector accounts for one-third of the nation’s greenhouse gas emissions—the largest share of all primary sectors, including electricity production, industry, commercial and residential, and agriculture. The National Electric Vehicle Infrastructure (NEVI) Formula Program, one of the BIL funding programs, was launched in February 2022, providing nearly $\$$5 billion over 5 years to help states, the District of Columbia, and Puerto Rico (hereafter referred to as “states”) create a network of EV charging stations beginning with designated Federal Highway Administration (FHWA) Alternative Fuel Corridors (AFCs), with an emphasis on the Interstate Highway System. The funding is made available to the states in allocations each year pending FHWA certification of the state’s annual deployment plan. The NEVI program is in its third year, so there's a lot to celebrate. As of July 2024, 39 states have released solicitations for their NEVI programs and eight states have opened their first NEVI-funded stations (61 ports in total), which have already powered thousands of charging sessions for EV drivers across America. Additional stations are in the pipeline with more than 2,500 additional ports having been awarded or conditionally awarded by the states. All states released their Fiscal Year (FY) 2024 deployment plan updates to reflect the new minimum requirements and guidance, and several states added newly designated EV AFCs in their FY 2024 deployment plan updates, bringing the total AFC network of EV corridors to more than 81,000 miles.

Memory-Related Frontal Brainwaves Predict Transition to Mild Cognitive Impairment in Healthy Older Individuals Five Years Before Diagnosis

Background: Early prognosis of high-risk older adults for amnestic mild cognitive impairment (aMCI), using noninvasive and sensitive neuromarkers, is key for early prevention of Alzheimer’s disease. We have developed individualized measures in electrophysiological brain signals during working memory that distinguish patients with aMCI from age-matched cognitively intact older individuals. Objective: Here we test longitudinally the prognosis of the baseline neuromarkers for aMCI risk. We hypothesized that the older individuals diagnosed with incident aMCI already have aMCI-like brain signatures years before diagnosis. Methods: Electroencephalogram (EEG) and memory performance were recorded during a working memory task at baseline. The individualized baseline neuromarkers, annual cognitive status, and longitudinal changes in memory recall scores up to 10 years were analyzed. Results: Seven of the 19 cognitively normal older adults were diagnosed with incident aMCI for a median 5.2 years later. The seven converters’ frontal brainwaves were statistically identical to those patients with diagnosed aMCI (n = 14) at baseline. Importantly, the converters’ baseline memory-related brainwaves (reduced mean frontal responses to memory targets) were significantly different from those who remained normal. Furthermore, differentiation pattern of left frontal memory-related responses (targets versus nontargets) was associated with an increased risk hazard of aMCI (HR = 1.47, 95% CI 1.03, 2.08). Conclusion: The memory-related neuromarkers detect MCI-like brain signatures about five years before diagnosis. The individualized frontal neuromarkers index increased MCI risk at baseline. These noninvasive neuromarkers during our Bluegrass memory task have great potential to be used repeatedly for individualized prognosis of MCI risk and progression before clinical diagnosis.

Baltic Sea coastal sediment-bound eukaryotes have increased year-round activities under predicted climate change related warming

Climate change related warming is a serious environmental problem attributed to anthropogenic activities, causing ocean water temperatures to rise in the coastal marine ecosystem since the last century. This particularly affects benthic microbial communities, which are crucial for biogeochemical cycles. While bacterial communities have received considerable scientific attention, the benthic eukaryotic community response to climate change remains relatively overlooked. In this study, sediments were sampled from a heated (average 5°C increase over the whole year for over 50 years) and a control (contemporary conditions) Baltic Sea bay during four different seasons across a year. RNA transcript counts were then used to investigate eukaryotic community changes under long-term warming. The composition of active species in the heated and control bay sediment eukaryotic communities differed, which was mainly attributed to salinity and temperature. The family level RNA transcript alpha diversity in the heated bay was higher during May but lower in November, compared with the control bay, suggesting altered seasonal activity patterns and dynamics. In addition, structures of the active eukaryotic communities varied between the two bays during the same season. Hence, this study revealed that long-term warming can change seasonality in eukaryotic diversity patterns. Relative abundances and transcript expression comparisons between bays suggested that some taxa that now have lower mRNA transcripts numbers could be favored by future warming. Furthermore, long-term warming can lead to a more active metabolism in these communities throughout the year, such as higher transcript numbers associated with diatom energy production and protein synthesis in the heated bay during winter. In all, these data can help predict how future global warming will affect the ecology and metabolism of eukaryotic community in coastal sediments.

A multi-year short-range hindcast experiment with CESM1 for evaluating climate model moist processes from diurnal to interannual timescales

Abstract. We present a multi-year short-range hindcast experiment and its experimental design for better evaluation of both the mean state and variability of atmospheric moist processes in climate models from diurnal to interannual timescales and facilitate model development. We used the Community Earth System Model version 1 as the base model and performed a suite of 3 d hindcasts initialized every day starting at 00:00 Z from 1997 to 2012. Three processes – the diurnal cycle of clouds during different cloud regimes over the central US, precipitation and diabatic heating associated with the Madden–Julian Oscillation (MJO), and the response of precipitation, surface radiative and heat fluxes, as well as zonal wind stress to sea surface temperature anomalies associated with the El Niño–Southern Oscillation – are evaluated as examples to demonstrate how one can better utilize simulations from this experiment to gain insights into model errors and their connection to physical parameterizations or large-scale state. This is achieved by comparing the hindcasts with corresponding long-term observations for periods based on different phenomena. These analyses can only be done through this multi-year hindcast approach to establish robust statistics of the processes under well-controlled large-scale environment because these phenomena are either a result of interannual climate variability or only happen a few times in a given year (e.g., MJO, or cloud regime types). Furthermore, comparison of hindcasts to the typical simulations in climate mode with the same model allows one to infer what portion of a model's climate error directly comes from fast errors in the parameterizations of moist processes. As demonstrated here, model biases in the mean state and variability associated with parameterized moist processes usually develop within a few days and manifest within weeks to affect the simulations of large-scale circulation and ultimately the climate mean state and variability. Therefore, model developers can achieve additional useful understanding of the underlying problems in model physics by conducting a multi-year hindcast experiment.

On evaluating compliance with air pollution levels not to be exceeded more than once per year

The adequacy is considered of currently practiced monitoring and data reduction techniques for assessing compliance with 24-hour Air Quality Standards (AQS) not to be exceeded more than once per year. The present situation for suspended particulates is discussed. The following conclusions are reached: (1) For typical less than daily sampling (i.e., 60 to 120 24-hour samples per year) the deviation from independence of the data set should not be substantial. (2) The interchange of exponentiation and expectation operations in the EPA data reduction model, underestimates the second highest level by about 4 to 8 percent for typical sigma values. (3) Estimates of the second highest pollution level have associated with them a large statistical variability arising from the finite size of the sample. The 0.95 confidence interval ranges from + or - 40 percent for 120 samples per year to + or - 84 percent for 30 samples per year. (4) The design value suggested by EPA for abatement and/or control planning purposes typically gives a margin of safety of 60 to 120 percent.

Lunar radionuclide records of average solar-cosmic-ray fluxes over the last ten million years

The use of cosmogenic radionuclides in lunar materials as indicators of solar cosmic ray fluxes and thus solar activity over the past 10 million years is discussed. The nature of solar and galactic cosmic ray particles and their interactions with matter are reviewed, with particular emphasis on nuclide production by cosmic-ray-induced nuclear reactions. Evidence of galactic cosmic ray flux variations from measurements of radionuclide activities in meteorites is considered which has indicated changes of less than about 25-50% over the last few million years. Measurements of radionuclide activities in lunar materials which are used to determine solar cosmic ray fluxes are then examined together with direct proton measurements indicating variations in solar fluxes with different solar cycles. It is noted that whereas average solar proton fluxes determined for the last 1-10 million years from Al-26 and Mn-53 data show little variation and are similar to recent values, lunar C-14 and Kr-81 activities indicate average solar proton fluxes several times greater over the past 10,000 to 100,000 years.

Evidence for 18.6 year Mn signal in temperature and drought conditions in North America since AD 1800

It is found that, since 1800, the mean discrepancy in epoch between maxima in temperature and maxima in the Drought Area Index (DAI) for the western United States with respect to maxima in the lunar modal tide is 0.9 and 0.1 year, respectively. It is suggested, in light of the fact that a cluster of nine stations in western Canada yields the 18.6-year lunar nodal term out of phase with 30 stations in eastern North America, that (1) enhanced drought conditions in the western United States are neither recurrent nor rhythmic on a time scale of 20 years, but rather periodic with a period of 18.6 years, and (2) the Rocky Mountain system is an influence for atmospheric tidal phenomena at epochs of maximum in the lunar nodal tide as well as for maxima in the temperature records of the DAI.

Communications satellites - The experimental years

Only eight years after the launc of Sputnik-1 by the Soviet Union, the first commercial satellite, 'Early Bird', entered service. In just twelve years commercial satellite service extended around the earth and became profitable. The reasons for the successful development of the communications satellite services in a comparatively short time are considered. These reasons are related to the presence of three ingredients, taking into account technology to create the system, communications requirements to form a market, and a management structure to implement the system. The formation of the concept of using earth orbiting satellites for telecommunications is discussed. It is pointed out that the years from 1958 to 1964 were the true 'experimental years' for satellite communications. The rapid development of technology during this crucial period is described, giving attention to passive satellites, active systems, and development satellites.

Role of seasonality in the evolution of climate during the last 100 million years

A simple climate model has been used to calculate the effect of past changes in the land-sea distribution on the seasonal cycle of temperatures during the last 100 million years. Modeled summer temperature decreased over Greenland by more than 10 C and over Antarctica by 5 to 8 C. For the last 80 million years, this thermal response is comparable in magnitude to estimated atmospheric carbon dioxide effects. Analysis of paleontological data provides some support for the proposed hypothesis that large changes due to seasonality may have sometimes resulted in an ice-free state due to high summer temperatures rather than year-round warmth. Such 'cool' nonglacials may have prevailed for as much as one-third of the last 100 million years.

A ten-year monthly data set of outgoing longwave radiation from Nimbus-6 and Nimbus-7 satellites

Monthly mean outgoing longwave radiation (OLR) measurements in the form of global contour maps and coefficients of spherical-harmonic functions for each month of the 10-year period, July 1975 through October 1985, have recently been completed. One data set contains three years (July 1975 to June 1978) of 'continuous' data from the wide field-of-view sensor of the Earth Radiation Budget experiment (ERB) aboard the Nimbus-6 satellite. The other data set contains seven years (November 1978 to October 1985) of 'continuous' data from the ERB experiment aboard the Nimbus-7 satellite. The OLR broadband time series could be used, for example, to study the interannual variability of OLR. An example is given of two El Ninos that occurred in the 10-year timeframe.

Interannual variations of ozone - Interpretation of 4 years of satellite observations of total ozone

Observations show that the monthly zonal mean total ozone between 1978 and 1982 varies by as much as 5 percent with respect to the 4-year average. These variations have been analyzed with the aid of a two-dimensional chemistry transport model. Observed temperatures and meridional stream functions, calculated from data, were used as inputs for the model. Deviations of the model-calculated total ozone from the 4-year mean were compared with the observed variations. It is shown that a substantial part of the observed variability of total ozone is reproduced by the model, despite uncertainties in the heating rates and without any special attempts to obtain consistent eddy diffusion or otherwise to tune the model. Results indicate that the temperature dependence of the ozone gas phase chemistry plays a negligible role in explaining the observed interannual variations in total ozone. A large part of the variability can be explained by the year-to-year differences in the transport circulation. The variability of the diabatic circulation is shown to be largely independent of the ozone fluctuations and to be a consequence of the observed temperature variations.

Estimating 11-year solar UV variations using 27-day response as a guide to isolate trends in total column ozone

The total column ozone response to 11-year solar ultraviolet (UV) variations is estimated here from the observed response to 27-day solar variations adjusted for the theoretical difference between the 27-day response and 11-year response. The estimate is tested by comparing two data sets where long-term drifts have been removed, the Nimbus 7 TOMS Version 6 total column ozone and the 280 nm core-to-wing ratio (a proxy for solar UV variations). The 365-day running means of data area-weighted between 40 deg N to 40 deg S latitude give a 1.9% ozone variation related to the 11-year solar cycle compared with the estimate of 1.8%. Estimates of linear trends were reduced by a factor of 2 by including solar effects. The standard deviation from the empirical model was reduced from 1.0 to 0.6 Dobson Units, by including the quasi-biennial oscillation (QBO), but the QBO did not significantly alter trend estimates. Both the ozone responses to 27-day and 11-year solar variations were considerably stronger than predicted by a 2-D theoretical model.

Steps toward determination of the size and structure of the broad-line region in active nuclei. 7: Variability of the optical spectrum of NGC 5548 over years

We report on the results of a continuation of a large monitoring program of optical spectroscopy of the Seyfert 1 galaxy NGC 5548. The new observations presented here were obtained between 1990 December and 1992 October, and extend the existing database to nearly 1400 days, dating back to 1988 December. The continuum variations are generally smooth and well-resolved, except during the third year of this 4 year project, when the variations were apparently more rapid and of lower amplitude than observed at other times. The broad H(beta) emission line is found to vary in response to the continuum variations with a lag of about 18 days, but with some changes from year to year. The H(beta) transfer functions for each of the 4 yr and for the entire 4 yr database are derived by using a maximum entropy method.

Time-series photometric spot modeling. 2: Fifteen years of photometry of the bright RS CVn binary HR 7275

We present a time-dependent spot modeling analysis of 15 consecutive years of V-band photometry of the long-period (P(sub orb) = 28.6 days) RS CVn binary HR 7275. This baseline in time is one of the longest, uninterrupted intervals a spotted star has been observed. The spot modeling analysis yields a total of 20 different spots throughout the time span of our observations. The distribution of the observed spot migration rates is consistent with solar-type differential rotation and suggests a lower limit of the differential-rotation coefficient of 0.022 +/-0.004. The observed, maximum lifetime of a single spot (or spot group) is 4.5 years, the minimum lifetime is approximately one year, but an average spot lives for 2.2 years. If we assume that the mechanical shear by differential rotation sets the upper limit to the spot lifetime, the observed maximum lifetime in turn sets an upper limit to the differential-rotation coefficient, namely 0.04 +/- 0.01. This would be differential rotation just 5 to 8 times less than the solar value and one of the strongest among active binaries. We found no conclusive evidence for the existence of a periodic phenomenon that could be attributed to a stellar magnetic cycle.

Coincident 1.3-year Periodicities in the ap Geomagnetic Index and the Solar Wind

Recent observations show an approximately 1.3-year period in the speed of the solar wind detected by the IMP 8 and Voyager 2 spacecraft. A similar period is also seen in the north-south (GSE) component of the magnetic field observed by IMP 8. Since both parameters are commonly used as input to models of geomagnetic activity, the 'ap' index (a measure of geomagnetic disturbance) is examined to look for this periodicity. The Lomb-Scargle periodogram method is used on the ap, plasma, and magnetic field data during the 1973-1994 time range. A dynamic FFT periodogram method is also used to analyze the ap data during this time, as well as to look for periods present between 1932 and 1972. A clear 1.3-year periodicity is present in the post-1986 data when the same period is observed in the plasma and field data. The V(2)B(zsm) and V(2)B(s) proxies for geomagnetic activity also show this periodicity. However, the southward (GSM) component of the magnetic field does not have a 1.3-year period, and neither do solar wind or ap data from 1973-1985. This demonstrates that the ap geomagnetic index can act as a proxy for solar wind periodicities at this time scale. Historic ap data are examined, and show that a similar periodicity in ap exists around 1942. Since auroral data show a 1.4-year periodicity, all these similar periods may result from a common underlying solar mechanism.

From the Primitive Soup to Cyanobacteria: It May have Taken Less Than 10 Million Years

Most scientific discussions on the likelihood of extraterrestrial life have been constrained by the characteristics of life on our planet and the environmental conditions under which it may have emerged. Although it has been generally assumed that this process must have been extremely slow, involving hundreds of millions or even billions of years, a number of recent discoveries have led to a considerable compression of the time believed necessary for life to appear. It is now recognized that during its early history the Earth and other bodies of the inner Solar System went through a stage of intense collisions. Some of these impacts by large asteroids or comets may have raised the terrestrial surface to sterilizing temperatures and may have evaporated the oceans and killed off life as late as 3.8 x 10(exp 9) years ago. However, there is also ample paleontological evidence derived from the 3.5 x 10(exp 9) year old Warrawoona sediments showing that only 300 million years after the period of intense impacts ended, our planet was populated by phototactic, stromatolite-forming microorganisms. Although these discoveries are now generally interpreted to imply that the origin and early evolution of life were rapid, no attempts have been made to estimate the actual time required for these processes to occur.

A 10-Year Climatology of Amazonian Rainfall Derived from Passive Microwave Satellite Observations

In this study we present and describe a satellite-derived precipitation climatology over northern South America using a passive microwave technique, the Goddard Profiling Algorithm. A period of data slightly longer than 10 years is examined. The climatologies take the form of the mean estimated (adjusted) rainfall for a 10-year (+) period, with sub-divisions by month and meteorological season. For the six-year period 1992-1997, when two satellites were in operation, diurnal variability (to the extent it is discerned by four unequally spaced observations) is presented. We find an alternating pattern of morning and maxima stretching from the northeast (Atlantic coast) clear across the continent to the Pacific. The effects of topography, coastlines and geography (river valleys) on the rainfall patterns are clear. Interannual variability is examined by computing the deviations of yearly and warm season (DJF) rainfall from their respective long-term means. Interannual variability of the diurnal nature of the rainfall is presented, and the strong El Nino event of 1997-1998 is discussed.

The Yearly Variation in Fall-Winter Arctic Winter Vortex Descent

Using the change in HALOE methane profiles from early September to late March, we have estimated the minimum amount of diabatic descent within the polar which takes place during Arctic winter. The year to year variations are a result in the year to year variations in stratospheric wave activity which (1) modify the temperature of the vortex and thus the cooling rate; (2) reduce the apparent descent by mixing high amounts of methane into the vortex. The peak descent amounts from HALOE methane vary from l0km -14km near the arrival altitude of 25 km. Using a diabatic trajectory calculation, we compare forward and backward trajectories over the course of the winter using UKMO assimilated stratospheric data. The forward calculation agrees fairly well with the observed descent. The backward calculation appears to be unable to produce the observed amount of descent, but this is only an apparent effect due to the density decrease in parcels with altitude. Finally we show the results for unmixed descent experiments - where the parcels are fixed in latitude and longitude and allowed to descend based on the local cooling rate. Unmixed descent is found to always exceed mixed descent, because when normal parcel motion is included, the path average cooling is always less than the cooling at a fixed polar point.
