Preparation of dielectric coating of variable dielectric constant by plasma polymerization

A plasma polymerization process for the deposition of a dielectric polymer coating on a substrate comprising disposing of the substrate in a closed reactor between two temperature controlled electrodes connected to a power supply is presented. A vacuum is maintained within the closed reactor, causing a monomer gas or gas mixture of a monomer and diluent to flow into the reactor, generating a plasma between the electrodes. The vacuum varies and controls the dielectric constant of the polymer coating being deposited by regulating the gas total and partial pressure, the electric field strength and frequency, and the current density.

Impact of Open Communication Networks on Load Frequency Control with Plug-in Electric Vehicles by Cyber-Physical Dynamic Co-Simulation: Preprint

With the increasing electrification of the transportation sector, vehicle to grid (V2G) control technologies are promising to improving system frequency stability. However, these control technologies might require non-traditional communication supports. This paper investigates the impacts of electric vehicles (EVs) V2G on power system frequency regulation considering communication variations through transmission-distribution-communication (TDC) dynamic simulation. The simulation model is built based on our previously developed open-source transmission-and-distribution (T&D) dynamic co-simulation framework. Here, we add the communication variation functions (i.e. delay and packet loss) to complete the TDC simulation framework. In the case studies, practical communication variation scenarios are considered when the system experiencing an N-1 generation trip contingency. The considered scenarios include communication delay and packet loss using both homogeneous and heterogeneous assumptions. The delay and packet loss rate are the same in all communication channels in the homogeneous case but varies in the heterogeneous case. The results show the communication delay has an obvious impact on the frequency recovery compared to the communication packet drop. The impacts of the standard deviations of communication delay time and packet drop rate are not significant. The outcomes of this work can help improve the EV frequency regulation services and provide robust and effect supports to the grid.

Commercial building loads providing ancillary services In PJM

The adoption of low carbon energy technologies such as variable renewable energy and electric vehicles, coupled with the efficacy of energy efficiency to reduce traditional base load has increased the uncertainty inherent in the net load shape. Handling this variability with slower, traditional resources leads to inefficient system dispatch, and in some cases may compromise reliability. Grid operators are looking to future energy technologies, such as automated demand response (DR), to provide capacity-based reliability services as the need for these services increase. While DR resources are expected to have the flexibility characteristics operators are looking for, demonstrations are necessary to build confidence in their capabilities. Additionally, building owners are uncertain of the monetary value and operational burden of providing these services. To address this, the present study demonstrates the ability of demand response resources providing two ancillary services in the PJM territory, synchronous reserve and regulation, using an OpenADR 2.0b signaling architecture. The loads under control include HVAC and lighting at a big box retail store and variable frequency fan loads. The study examines performance characteristics of the resource: the speed of response, communications latencies in the architecture, and accuracy of response. It also examines the frequency and duration of events and the value in the marketplace which can be used to examine if the opportunity is sufficient to entice building owners to participate.

Multivariable flight control synthesis and literal robustness analysis for an aeroelastic vehicle

An integrated flight/aeroelastic control law is developed analytically for a hypothetical large supersonic transport aircraft in which the first aeroelastic mode frequency of the fuselage (6 rad/sec) is near the short-period mode (2 rad/sec). The approach employed is based on a linear-quadratic-regulator (LQR) formulation (yielding model-following state-feedback gains), followed by asymptotic loop-transfer recovery of LQR robustness (to produce an output-feedback control law). The derivation is outlined, and numerical results comparing the performance and multivariate stability robustness of the present controller with those of a classical controller are presented in graphs. The two controllers are shown to have similar characteristics, even with respect to the sources of limitations on robustness.

Grid regulation services for energy storage devices based on grid frequency

Disclosed herein are representative embodiments of methods, apparatus, and systems for charging and discharging an energy storage device connected to an electrical power distribution system. In one exemplary embodiment, a controller monitors electrical characteristics of an electrical power distribution system and provides an output to a bi-directional charger causing the charger to charge or discharge an energy storage device (e.g., a battery in a plug-in hybrid electric vehicle (PHEV)). The controller can help stabilize the electrical power distribution system by increasing the charging rate when there is excess power in the electrical power distribution system (e.g., when the frequency of an AC power grid exceeds an average value), or by discharging power from the energy storage device to stabilize the grid when there is a shortage of power in the electrical power distribution system (e.g., when the frequency of an AC power grid is below an average value).

Consensus-Based Approach for Active Power Control and Reserve Estimation in Distributed PV Systems

With the increased adoption of distributed energy resources (DER), they are expected to contribute to power system reliability services and enhance power system stability. This paper presents a distributed consensus control approach for the real-time active power reserve estimation and power management in distributed PV (photovoltaic) systems. The proposed method estimates the cumulative active power reserve from numerous PV generators using only the sparse communication network for a DER aggregator to provide active power regulation services. The real-time active power reserve estimation using the proposed approach can be used by DER aggregators to manage curtailment in distributed PV systems to maintain stipulated reserves and further to provide power system frequency regulation. Using the proposed approach, the DER aggregator only requires measurements at the feeder substation and it does not require information from individual DER units, thereby improving system resiliency. The proposed distributed consensus control method is validated on IEEE 123 testbed using PSCAD simulations.

The design of a turboshaft speed governor using modern control techniques

The objectives of this program were: to verify the model of off schedule compressor variable geometry in the T700 turboshaft engine nonlinear model; to evaluate the use of the pseudo-random binary noise (PRBN) technique for obtaining engine frequency response data; and to design a high performance power turbine speed governor using modern control methods. Reduction of T700 engine test data generated at NASA-Lewis indicated that the off schedule variable geometry effects were accurate as modeled. Analysis also showed that the PRBN technique combined with the maximum likelihood model identification method produced a Bode frequency response that was as accurate as the response obtained from standard sinewave testing methods. The frequency response verified the accuracy of linear models consisting of engine partial derivatives and used for design. A power turbine governor was designed using the Linear Quadratic Regulator (LQR) method of full state feedback control. A Kalman filter observer was used to estimate helicopter main rotor blade velocity. Compared to the baseline T700 power turbine speed governor, the LQR governor reduced droop up to 25 percent for a 490 shaft horsepower transient in 0.1 sec simulating a wind gust, and up to 85 percent for a 700 shaft horsepower transient in 0.5 sec simulating a large collective pitch angle transient.

Cascaded resonant bridge converters

A converter for converting a low voltage direct current power source to a higher voltage, high frequency alternating current output for use in an electrical system where it is desired to use low weight cables and other circuit elements. The converter has a first stage series resonant (Schwarz) converter which converts the direct current power source to an alternating current by means of switching elements that are operated by a variable frequency voltage regulator, a transformer to step up the voltage of the alternating current, and a rectifier bridge to convert the alternating current to a direct current first stage output. The converter further has a second stage series resonant (Schwarz) converter which is connected in series to the first stage converter to receive its direct current output and convert it to a second stage high frequency alternating current output by means of switching elements that are operated by a fixed frequency oscillator. The voltage of the second stage output is controlled at a relatively constant value by controlling the first stage output voltage, which is accomplished by controlling the frequency of the first stage variable frequency voltage controller in response to second stage voltage. Fault tolerance in the event of a load short circuit is provided by making the operation of the first stage variable frequency voltage controller responsive to first and second stage current limiting devices. The second stage output is connected to a rectifier bridge whose output is connected to the input of the second stage to provide good regulation of output voltage wave form at low system loads.

Filtering and Control of High Speed Motor Current in a Flywheel Energy Storage System

The NASA Glenn Research Center has been developing technology to enable the use of high speed flywheel energy storage units in future spacecraft for the last several years. An integral part of the flywheel unit is the three phase motor/generator that is used to accelerate and decelerate the flywheel. The motor/generator voltage is supplied from a pulse width modulated (PWM) inverter operating from a fixed DC voltage supply. The motor current is regulated through a closed loop current control that commands the necessary voltage from the inverter to achieve the desired current. The current regulation loop is the innermost control loop of the overall flywheel system and, as a result, must be fast and accurate over the entire operating speed range (20,000 to 60,000 rpm) of the flywheel. The voltage applied to the motor is a high frequency PWM version of the DC bus voltage that results in the commanded fundamental value plus higher order harmonics. Most of the harmonic content is at the switching frequency and above. The higher order harmonics cause a rapid change in voltage to be applied to the motor that can result in large voltage stresses across the motor windings. In addition, the high frequency content in the motor causes sensor noise in the magnetic bearings that leads to disturbances for the bearing control. To alleviate these problems, a filter is used to present a more sinusoidal voltage to the motor/generator. However, the filter adds additional dynamics and phase lag to the motor system that can interfere with the performance of the current regulator. This paper will discuss the tuning methodology and results for the motor/generator current regulator and the impact of the filter on the control. Results at speeds up to 50,000 rpm are presented.

Frequency Restoration of Grid-Forming Inverters in Pulse Load and Plug-in Events

This article presents a restoration technique using grid-forming inverters in an islanded microgrid during pulse load and plug-in events. In a microgrid powered by droop-controlled inverters, frequency is the variable that is accessible to all inverters for adjusting their power contributions. The problem is that the microgrid frequency deviates from its nominal value after a load change. The presented method enables the inverters to restore the frequency to the nominal value and regulate their bus voltage amplitudes. The frequency and voltage restorations are performed without communication while achieving the desired power-sharing between grid-forming inverters. The restoration is activated after detecting any active or reactive power changes. In this article, the dynamic model of an inverter equipped with enabled restoration paths is developed to verify the stability of the inverter controller under various conditions. The frequency and voltage restorations are examined during pulse load and plug-in events. Furthermore, this study is performed using a laboratory-scale islanded microgrid powered by two 208 V, 60 Hz, 5 kVA inverters.

Distributed Secondary Control of Grid-Forming Inverters and AC Microgrids: Impacts of Voltage Feedback Choices

In this paper, the operational choices in distributed secondary control are examined, and their impacts on grid-forming (GFM) inverters and grid operation are investigated. In particular, the effects of feedback voltage choices, either average voltage feedback (AVF) or terminal voltage feedback (TVF), are studied with respect to reactive power sharing, voltage regulation, and grid-forming operation during black start. The secondary control used is a subgradient-based distributed cooperative control, and it provides the voltage, angle, and frequency references to the GFM inverters and their primary tracking controls. The overall control architecture employs multi-rate sampling such that the secondary control is slower than the primary control. The operational choices and their control performance are illustrated using a four-GFM-inverter microgrid in MATLAB/SIMULINK. Furthermore, the results show the effectiveness of the secondary controller, and several conclusions are drawn on the voltage feedback signals as the design choices.

A dc to dc converter which can start with a shorted output and which regulates output voltage and current is described. Voltage controlled switches directed current through the primary of a transformer the secondary of which includes virtual reactance. The switching frequency of the switches is appropriately varied to increase the voltage drop across the virtual reactance in the secondary winding to which there is connected a low impedance load. A starting circuit suitable for voltage switching devices is provided.

Risk-Constrained Reinforcement Learning for Inverter-Dominated Power System Controls

Here, this paper develops a risk-aware controller for grid-forming inverters (GFMs) to minimize large frequency oscillations in GFM inverter-dominated power systems. To tackle the high variability from loads/renewables, we incorporate a mean-variance risk constraint into the classical linear quadratic regulator (LQR) formulation for this problem. The risk constraint aims to bound the time-averaged cost of state variability and thus can improve the worst-case performance for large disturbances. The resulting risk-constrained LQR problem is solved through the dual reformulation to a minimax problem, by using a reinforcement learning (RL) method termed as stochastic gradient-descent with max-oracle (SGDmax). In particular, the zero-order policy gradient (ZOPG) approach is used to simplify the gradient estimation using simulated system trajectories. Numerical tests conducted on the IEEE 68-bus system have validated the convergence of our proposed SGDmax for GFM model and corroborate the effectiveness of the risk constraint in improving the worst-case performance while reducing the variability of the overall control cost.

Isochronous Architecture-Based Voltage-Active Power Droop for Multi-Inverter Systems

This article proposes an isochronous architecture for parallel inverters with only voltage-active power droop (VP-D) control for improving active power sharing as well as plug-and-play of multi-inverter-based distributed energy resources (DERs). The isochronous framework obviates the need for an explicit regulation of the frequency while allowing for sharing of reactive power. The article shows that the detrimental effects of circulating currents between inverters can be addressed in the framework developed. The isochronous architecture is implemented by employing a GPS to disseminate clock timing signals that enable the microgrid to maintain the nominal system frequency. Small signal eigenvalue analysis of a Multi-inverter Microgrid system near the steady-state operating point is presented to evaluate the system stability. Moreover, unlike traditional droop-based methods, the isochronous strategy lends itself to analytical guarantees which are developed in the article. Furthermore, the effect of delays in receiving GPS clock signals by an inverter is experimentally characterized and an inverter isolation mechanism is proposed that disconnects inverters facing large GPS communication delays. Hardware experiments on an 1.2 kVA-prototype and controller-hardware-in-the-loop validation on the CIGRE distribution network are conducted to demonstrate the effectiveness of the proposed architecture towards active and reactive power sharing between inverters with load scenarios.
