Social impact evaluation: Some implications of the specific decisional context approach for Anticipatory Project Assessment (ARA)

An anticipatory project assessment is discussed which is characterized as the capacity to perform, and the disposition to take into account in relevant decisional areas, the following operations: identification of the significant effects which will result from the introduction of a specified project configuration into alternative projected future social environments during the planning, implementation, and operational states; evaluation of such effects in terms of social impacts on affected participants and social value-institutional processes in accord with specified concepts of social justice.

Power processing for electric propulsion

The potential of achieving up to 30 per cent more spacecraft payload or 50 per cent more useful operating life by the use of electric propulsion in place of conventional cold gas or hydrazine systems in science, communications, and earth applications spacecraft is a compelling reason to consider the inclusion of electric thruster systems in new spacecraft design. The propulsion requirements of such spacecraft dictate a wide range of thruster power levels and operational lifetimes, which must be matched by lightweight, efficient, and reliable thruster power processing systems. This paper will present electron bombardment ion thruster requirements; review the performance characteristics of present power processing systems; discuss design philosophies and alternatives in areas such as inverter type, arc protection, and control methods; and project future performance potentials for meeting goals in the areas of power processor weight (10 kg/kW), efficiency (approaching 92 per cent), reliability (0.96 for 15,000 hr), and thermal control capability (0.3 to 5 AU).

Spectrum-orbit utilization - An overview

This paper discusses the problems associated with the efficient utilization of the natural resources of frequency spectrum and geo-stationary orbital arc. The nature of these resources is explained and their quantities are estimated. The present and projected future demand for them is given, and the problem areas are identified and discussed. Special emphasis is placed on mutual interference, launch limitations, propagation effects, and operational restrictions. The technical factors bearing on these problems, such as antenna patterns, modulation methods, emission restrictions, equipment characteristics, and system requirements, are discussed in detail. Some important trade-offs are presented, and special techniques that can be used to increase spectrum-orbit utilization are described. Particular emphasis is given throughout to U.S. domestic satellite communication systems.

Use of NASTRAN in a university environment

A survey was conducted in the middle of the 1977-78 school year. Each faculty member of the civil engineering, engineering mechanics, and mechanical and aerospace engineering departments was asked to give information on the present (Level 15.5) and future projected (Level 17) usage of NASTRAN programs. Results from the survey study are summarized.

Systems implications of active controls

Control configured vehicle design and system considerations are outlined and representative applications of active control for fighter and transport aircraft are summarized. Specific examples include relaxed static stability and angle of attack limiting on the F-16, envelope limiting and ride smoothing on the F-8, maneuver load and control and relaxed static stability on the L-1011, load alleviation for the C-5, and B-1 ride control. Principal features, problem areas, and mechanization trends for these and projected future active control applications are outlined.

A review of the near-earth radiation environment

The spatial volume surrounding the earth out to 30 earth radii has been divided into the five regions known as the interplanetary medium, magnetosheath, plasma sheet, high-latitude magnetotail, and inner magnetosphere. In each region, the primary attributes of the particle populations and available models are described, and integral energy spectra covering the range from 10 to 10 billion eV are shown. The effects of the solar cycle on future projections are discussed.

NASA electronic message experiment and study: Detailed test plans

A methodology for evaluating the utility of high speed digital facsimile as a component of the projected NASA-wide electronic message network is presented. Equipment checkout, operator familiarization, pretest calibration, and the development of procedures are addressed. An experimental test program of the facsimile message service which will carry duplicates of the actual messages sent by other means is highlighted. Also, an operational test program during which messages will be sent on a regular basis in order to accumulate the information that will be used to evaluate system performance and project future growth is described.

Community rotorcraft air transportation benefits and opportunities

Information about rotorcraft that will assist community planners in assessing and planning for the use of rotorcraft transportation in their communities is provided. Information useful to helicopter researchers, manufacturers, and operators concerning helicopter opportunities and benefits is also given. Three primary topics are discussed: the current status and future projections of rotorcraft technology, and the comparison of that technology with other transportation vehicles; the community benefits of promising rotorcraft transportation opportunities; and the integration and interfacing considerations between rotorcraft and other transportation vehicles. Helicopter applications in a number of business and public service fields are examined in various geographical settings.

Satellite Earth resources data, module U-3

Satellite data image products potentially useful in solving Earth resource and environmental problems are described. Sources for satellite data and user information are given. Recommendations for suitability of use of data from each satellite are presented. Satellite sources of Earth resources data are summarized for satellites launched since 1965 and those projected for launch through the late 1980s. The sensors of interest on each satellite, the wavelength or frequency of operation, and the resolution are given. Color ranges are illustrated and compared. The form and utility of aircraft and LANDSAT images are compared. Data from the Gemini-Apollo photography, Skylab, meteorological satellites, the Heat Capacity Mapping Mission, the Coastal Zone Color Scanner, Seasat, LANDSAT, and projected future satellites are briefly described.

An evaluation of ISOCLS and CLASSY clustering algorithms for forest classification in northern Idaho

Both the iterative self-organizing clustering system (ISOCLS) and the CLASSY algorithms were applied to forest and nonforest classes for one 1:24,000 quadrangle map of northern Idaho and the classification and mapping accuracies were evaluated with 1:30,000 color infrared aerial photography. Confusion matrices for the two clustering algorithms were generated and studied to determine which is most applicable to forest and rangeland inventories in future projects. In an unsupervised mode, ISOCLS requires many trial-and-error runs to find the proper parameters to separate desired information classes. CLASSY tells more in a single run concerning the classes that can be separated, shows more promise for forest stratification than ISOCLS, and shows more promise for consistency. One major drawback to CLASSY is that important forest and range classes that are smaller than a minimum cluster size will be combined with other classes. The algorithm requires so much computer storage that only data sets as small as a quadrangle can be used at one time.

Space Shuttle/high energy upper stage capabilities for the 1990's

Possible performance gains and cost reductions available through the evolution of succeedingly larger unmanned, and then manned, orbital transfer vehicles (OTV) as Shuttle upper stages are projected. Future missions could include delivery of 10,000 lb to GEO, planetary missions in the 2000-12,000 lb class, 30-42 ft payloads in the 5000-10,000 lb class, and manned and unmanned satellite servicing by the turn of the century. The vehicles could evolve from the Centaur F vehicle through stages of all-propulsive configurations to aerobraked, fully reusable vehicles. Reusability introduces cost savings and the ability to make plane changes. Furthermore, aerobraking will double the payload capability for round trip journeys to GEO, bringing costs down to $7000/lb.

NASA's future directions in space exploration

The Presidential policy statement of July 4, 1982 has outlined basic U.S. goals for activities in space which include strengthening security, maintaining space leadership, obtaining economic and scientific benefits, expanding private sector investment and involvement in space-related activities, promoting international cooperative activities, and cooperating with other nations in maintaining freedom of space for activities enhancing the security and welfare of mankind. NASA's priorities include: operational status for a four-Orbiter Shuttle fleet, demonstration of the Shuttle's ability to recover and repair the Solar Maximum Mission Satellite, the first launch of Spacelab, and the 1986 launch of the Space Telescope. Future projects include the Venus Radar Mapper, the Advanced Communications Technology Satellite, and the establishment of large permanent space facilities. It is stated that the United States must take the necessary steps now to achieve an understanding of the potential benefits of continued manned operations in space.

Mission science value-cost savings from the Advanced Imaging Communication System (AICS)

An Advanced Imaging Communication System (AICS) was proposed in the mid-1970s as an alternative to the Voyager data/communication system architecture. The AICS achieved virtually error free communication with little loss in the downlink data rate by concatenating a powerful Reed-Solomon block code with the Voyager convolutionally coded, Viterbi decoded downlink channel. The clean channel allowed AICS sophisticated adaptive data compression techniques. Both Voyager and the Galileo mission have implemented AICS components, and the concatenated channel itself is heading for international standardization. An analysis that assigns a dollar value/cost savings to AICS mission performance gains is presented. A conservative value or savings of $3 million for Voyager, $4.5 million for Galileo, and as much as $7 to 9.5 million per mission for future projects such as the proposed Mariner Mar 2 series is shown.

Debris in the geostationary orbit ring, the endless shooting gallery: The necessity for a disposal policy

NASA is considering establishing a policy for the limitation of the physical crowding of the geostationary orbit. The proposed policy is intended to address the following issues: (1) deal only with geostationary altitudes; (2) illustrate the unique value and usefulness of the geostationary orbit ring; (3) describe the orbital dynamics as simply as possible; (4) describe the current spacecraft and debris situation; (5) briefly review current industry and agency policies; (6) project future trends of physical crowding with the present nonpolicy; (7) propose solutions that can be implemented in the near future; and (8) use previous work as much as desirable.

Development of Materials Processing Systems for Use in Space on Low-g Simulation Devices

Advanced furnace systems are being developed for use in space. Systems are being tested for current experiment applications and modified for future experiment requirements. Future projects are: (1) fabrication and testing of the Advanced Automated Directional Solidification Furnace (AADSF) flight hardware; (2) development of a Heat Pipe Furnace (HPF) for use in space. Heat pipes will be tested for space flight qualification in conjunction with the furnace development. The HPF design will be based on the AADSF development and will be of modular design including capabilities of operating with or without heat pipes; and (3) the AADSF furnace will be modified and tested to operate at temperatures up to 1700 C in the heated cavity. This will be accomplished by developing a new hot end heating module and insulation package for the existing AADSF. Refurbishment of the Drop Tower Furnace (DTF) is under way. The DTF can operate at temperatures up to 1700 C. The sample size will be approximately 3/8 in. dia. x 5/8 in. long. Design improvements for the General Purpose Rocket Furnace (GPRF) for use in the Material Experiment Assembly (MEA) are to be accomplished.

Future heavy duty trucking engine requirements

Developers of advanced heavy duty diesel engines are engaged in probing the opportunities presented by new materials and techniques. This process is technology driven, but there is neither assurance that the eventual users of the engines so developed will be comfortable with them nor, indeed, that those consumers will continue to exist in either the same form, or numbers as they do today. To ensure maximum payoff of research dollars, the equipment development process must consider user needs. This study defines motor carrier concerns, cost tolerances, and the engine parameters which match the future projected industry needs. The approach taken to do that is to be explained and the results presented. The material to be given comes basically from a survey of motor carrier fleets. It provides indications of the role of heavy duty vehicles in the 1998 period and their desired maintenance and engine performance parameters.
