Towards a New Supply Chain Cybersecurity Risk Analysis Technique

Supply chain cyber-attacks, such as the SolarWinds Orion attack, are occurring with greater frequency. These attacks compromise a digital device before it is sent to customers, bypassing traditional security controls to remain persistent and undetected in operational environments. While supply chain attacks are prevalent, methods for analyzing the risk of these attacks are currently unavailable. This paper proposes new supply chain cyber-attack difficulty and risk metrics to evaluate the relative risk of an attack throughout the supply chain lifecycle. Difficulty metrics for each stakeholder in a digital device’s supply chain (e.g., hardware manufacturing, firmware development, software development, storage, and distribution entities) are calculated using scores from cybersecurity maturity questionnaires in a Bayesian Network leaky Noisy-MAX model. These difficulty metrics are then used to calculate an overall supply chain cyber-attack risk. Vulnerability and recoverability metrics are also proposed to evaluate the relative stakeholder influence in the attack risk. These proposed relative risk metrics enable continuous supply chain monitoring, provide decision-makers with information necessary for improved supplier selection, and help drive improvements in the cybersecurity posture of the stakeholders in their supply chain.

DIstributed VIRtual System (DIVIRS) project

As outlined in our continuation proposal 92-ISI-. OR (revised) on NASA cooperative agreement NCC2-539, we are (1) developing software, including a system manager and a job manager, that will manage available resources and that will enable programmers to develop and execute parallel applications in terms of a virtual configuration of processors, hiding the mapping to physical nodes; (2) developing communications routines that support the abstractions implemented in item one; (3) continuing the development of file and information systems based on the Virtual System Model; and (4) incorporating appropriate security measures to allow the mechanisms developed in items 1 through 3 to be used on an open network. The goal throughout our work is to provide a uniform model that can be applied to both parallel and distributed systems. We believe that multiprocessor systems should exist in the context of distributed systems, allowing them to be more easily shared by those that need them. Our work provides the mechanisms through which nodes on multiprocessors are allocated to jobs running within the distributed system and the mechanisms through which files needed by those jobs can be located and accessed.

GNATFinder

SAND2023-05510O GNATFinder is a software tool for extracting graphical neural activity threads (GNATs) from spiking neural networks. GNATFinder efficiently extracts GNATs from spiking neural network data. A GNAT is a graph that represents the causal relationships between individual spikes in a spiking network using a combination of the network connectivity structure and the timing of individual spikes. The software allows for identifying similar, repeating threads that often reappear in a dataset. Using quadtree data structures to recursively subdivide the time interval over which spikes were produced by the spiking network, GNATFinder allows for efficient pairwise comparisons of spike times to determine the degree of causal relatedness among all pairs of spikes in a dataset. Multiple social platforms reveal actionable signals for software vulnerability awareness: A study of GitHub, Twitter and Reddit

Software vulnerabilities are flaws in computer systems that leave users open to attack. In many cases, these vulnerabilities go unnoticed and remain unresolved in codebases. Thus, awareness of software vulnerabilities among the public is crucial to ensure effective cybersecurity practices, the development of high quality software, and ultimately national security. This awareness can be better understood by studying the spread and evolution of software vulnerability discussions in online communities. This work is the first to evaluate and contrast how discussions about software vulnerabilities spread on three social platforms -- Twitter, GitHub, and Reddit. To lay the groundwork, we showcase a novel fundamental framework for measuring information spread that identifies the spread mechanisms and observables across platforms, the units of information, and the groups of measurements that can be applied to focus on a specific phenomena e.g., information cascades. We then analyze and contrast social network topologies for three example social networks and measure the scale and speed of the spread of discussion of specific vulnerabilities to understand how far and how widely they spread, how many users participate in discussions, and the duration of their spread. To demonstrate the awareness of more impactful software vulnerabilities, a subset of our analysis focuses on vulnerabilities targeted during recent major cyber attacks as well as vulnerabilities exploited by advanced persistent threat groups. We discover that usually, vulnerability discussions start on GitHub, before occurring on Twitter and Reddit. While studying how some user-level and content-level characteristics influence vulnerability spread, we observe that Twitter discussions started by users predicted to be humans have larger size, breadth, depth, adoption rate, lifetime, and structural virality compared to those started by users predicted to be bots. On Reddit, we contrast the differences in thread structure that originate from posts with positive, negative and neutral polarity. We find that posts that are positive have larger, deeper and wider discussions compared to negative and neutral posts. We anticipate the results of our analysis to not only increase the understanding of software vulnerability awareness but also inform models for simulating information spread across multiple social environments online.

Secure Route: Roadway Risk Mapping for Transportation Planners

The secure transport of sensitive materials across U.S. road networks pose unique challenges for local, state, and federal agencies. Threats range from random events (e.g., accidents, medical emergencies, mechanical failures) to opportunistic or organized tactical assaults. Although the probability of such attacks is very low, the consequences of material loss to foreign states or terrorists can be catastrophic, qualifying these scenarios as “grey swan” events—low-probability, high-impact occurrences that are predictable but difficult to quantify. Traditional risk assessments struggle in these contexts, necessitating a shift toward subjective risk perception to inform planning. Risk perception in transport planning is shaped by various factors, including knowledge of adversarial capabilities, vehicle defenses, manifest details, and geographic features along the route. Geographic features such as bridges, tunnels, roadside elevation, and gaps in cellular coverage introduce vulnerabilities, while mitigative features include safe havens, police stations, and medical services. Temporal variables such as congestion, accidents, and weather further complicate route planning. Despite their importance, existing routing tools like Google Maps and commercial software do not explicitly account for geographic risk features, requiring planners to rely on personal familiarity with routes—a time-intensive, non-scalable approach. This work addresses these gaps by: (1) developing datasets that catalog geographic risk features along U.S. roadways, (2) eliciting risk perceptions from experienced transportation security experts, and (3) linking these perceptions to roadway conditions and geographic data. We implement these capabilities within Secure Route a novel mapping tool for classifying route segment risks associated with roadway conditions. This system provides transportation planners with an intuitive interface to assess and contextualize risk along potential routes, improving decision-making for secure transport. We present current progress in this effort and identify next steps.

Design and Development of a Flight Route Modification, Logging, and Communication Network

There is an overwhelming desire to create and enhance communication mechanisms between entities that operate within the National Airspace System. Furthermore, airlines are always extremely interested in increasing the efficiency of their flights. An innovative system prototype was developed and tested that improves collaborative decision making without modifying existing infrastructure or operational procedures within the current Air Traffic Management System. This system enables collaboration between flight crew and airline dispatchers to share and assess optimized flight routes through an Internet connection. Using a sophisticated medium-fidelity flight simulation environment, a rapid-prototyping development, and a unified modeling language, the software was designed to ensure reliability and scalability for future growth and applications. Ensuring safety and security were primary design goals, therefore the software does not interact or interfere with major flight control or safety systems. The system prototype demonstrated an unprecedented use of in-flight Internet to facilitate effective communication with Airline Operations Centers, which may contribute to increased flight efficiency for airlines.

ASCR@40: Four Decades of Department of Energy Leadership in Advanced Scientific Computing Research

Throughout its long history, the Office of Advanced Scientific Computing Research (ASCR) has built the critical technologies to ensure U.S. leadership in energy science and national security. It has made its parent agency, the Department of Energy (DOE) and its Office of Science, the world’s recognized leader in computational science. ASCR’s stated mission is “to discover, develop, and deploy computational and networking capabilities to analyze, model, simulate, and predict complex phenomena important to the DOE.” To accomplish this goal, ASCR oversees a large complex of computing and networking facilities and is responsible for procuring, deploying and operating high-performance computing (HPC), networking and storage resources; conducting basic research in mathematics and computer science; developing and sustaining a large body of software; and collaborating with other Office of Science programs, academia and industry. ASCR’s computational science leadership has a long history, predating even DOE’s inception. Applied mathematics and advanced computing were both elements of the Manhattan Project’s Theoretical Division. In the 1950s, DOE’s predecessor, the Atomic Energy Commission, created a mathematics program to develop and apply digital computing by supporting researchers at universities and AEC laboratories. Several organizational and name changes later, this program would grow and become ASCR.

Seamless Wireless Communication Platform for Internet of Things Applications

The rapid growth of the Internet of Things (IoT) devices resulted in the proliferation of wireless technologies to cater to their increasing data rate requirements and support multiple applications. However, such ever-increasing wireless technologies present numerous challenges such as incompatible wireless standards, increased energy consumption, and insecure communication. The traditional gateways proposed in the literature suffers from limitations such as computational complexity, resource requirements, increased cost, and device size. We vision an era of seamless wireless communication to alleviate the aforementioned challenges in IoT applications. through three inter-dependent functionalities namely detection and identification of wireless technologies, energy-efficient transmit power control, and secure end-to-end communication. To prove the concept, a new gateway is proposed to achieve these three functionalities with only physical layer measurements so that the different communication protocols in the higher layers can be avoided. Novel schemes are conceptualized for resource-limited seamless IoT applications. Moreover, the conceptual seamless IoT platform is validated through software-based computer simulation and software-defined radio-based testbed implementation. Finally, the preliminary analysis demonstrates that the proposed platform has great potential in advancing seamless IoT applications.

VAC: A Software Approach to Resilient SCADA Automation

To better secure critical infrastructure, especially power systems, this paper introduces a virtual SCADA automation controller. The automation controller is a gateway into a power subsystem, making it a valuable target for cyber-attacks that could cut it off from the control center and cause a loss of view and control. To prevent this, the Virtual Automation Controller (VAC) is a backup device that mirrors the capabilities of the physical controller. It can communicate via Modbus and DNP3 and is containerized so it can be deployed on a variety of platforms. Furthermore, it utilizes software-defined networking to quickly disconnect a failed automation controller and preserve its state for forensics. The VAC gives system operators time to replace the failed controller and prevents dangerous and costly damage to power systems. The VAC is compared against the SEL 3505-3 RTAC and shown to have the necessary features to act as a failover controller.

Advanced Utilization of the Payload Executive Processor (PEP) Ethernet Port to Support JSL Based Payloads

Increased interest by Payload Developers in utilization of the Joint Station LAN (Local Area Network) (JSL) for command and data transactions has driven the investigation of providing bi-directional Ethernet communication with PEP (Payload Executive Processor). Ethernet-only payload developers are interested in taking advantage of the services provided by PEP. Enabling Ethernet communications within PEP requires more than just turning on the hardware. PEP contains no Operating System (OS) or Ethernet stack so it does not inherit any built in functionality for Ethernet support. Both hardware drivers and application software must be developed from scratch. In the absence of an OS (Operating System) the design must address security issues in terms of access and data transferred, i.e. blocking unauthorized users and preventing denial of service. Developing a design to process Ethernet data within the existing real-time constraints of PEP requires a few compromises: data rates, supported protocols, custom packet format and limited client connections to name a few. Integration of the light weight internet protocol (LwIP). Ethernet stack provides a customizable solution for the embedded real-time environment. As utilization of the JSL increases, the successful implementation of an Ethernet interface enhances the utilization of PEP, and provides a new path for future Ethernet-only payloads to gain access to around the clock command and data services.
