Clean Cities and Communities Partnership 2024 Activity Report

Clean Cities and Communities (CC&C) is a U.S. Department of Energy (DOE) partnership that fosters collaboration and innovation to advance transportation energy choices nationwide. More than 75 DOE-designated CC&C coalitions work in urban, suburban, and rural areas to deliver objective technical expertise based on a unique understanding of local markets. As partners with DOE's Transportation Technologies Office (TTO), coalitions build bridges between national priorities and local needs to create transportation energy systems that are affordable, reliable, and secure. Together, coalitions create compounding impacts nationwide that support locally driven energy choices and benefit regional economic development and job growth. This report summarizes the success and impact of partnership activities based on data and information provided in their annual reports.

Data for Greenhouse Gas Accounting Procedures in Low Carbon Fuel Policies Overlook the Spatial Variability of Miscanthus-Derived Sustainable Aviation Fuel

Low carbon fuel policies such as the U.S. Renewable Fuel Standard (RFS), Canada Clean Fuel Regulations (CFR), and California Low Carbon Fuel Standard (LCFS) as well as the 45Z tax credit are intended to reduce greenhouse gas (GHG) emissions from transportation. Cellulosic feedstocks, optimized biorefineries, and favorable farming locations can significantly reduce biofuel carbon intensity (CI). Despite advances in field-to-fuel GHG monitoring and flexibility in resource allocation within biorefineries (e.g., governing net electricity production), rigid CI accounting procedures in current policies may limit CI responsiveness across candidate sites and processing facilities. This work examines a hypothetical biomass-to-sustainable aviation fuel (SAF) pathway using miscanthus and alcohol-to-jet (i) to demonstrate how GHG accounting requirements drive estimates of biofuel CIs and (ii) to explore potential CI and financial implications of scenario-specific life cycle assessment (LCA). Results demonstrate that GHG accounting using the CFR/LCFS can reasonably account for distinct levels of net electricity production by a biorefinery, but only the CFR yields similar CI sensitivity to spatially explicit factors (feedstock CI, grid electricity CI) as scenario-specific LCA: most GHG accounting frameworks do not capture CI variation across candidate sites in the United States. Ultimately, this work demonstrates the importance of LCA methodological specifications in low carbon fuel policies and tax credits.

Time-Resolved Neutron Imaging for Hydrogen Uptake in Subsurface Lithologies

Geologic hydrogen production and underground storage are increasingly important for meeting rising energy demands while providing clean-combustion advantages. However, hydrogen’s high diffusivity and propensity for leakage through porous media necessitate direct evaluation of its transport behavior in subsurface materials. Whereas X-ray microcomputed tomography (μCT) studies often employ contrast agents or surrogate gases, this study leverages neutron transmission radiography/CT to observe hydrogen migration in situ. This work represents the first demonstration of real-time neutron radiography of hydrogen migration in reservoir and caprock lithologies. Cylindrical cores of Indiana limestone, Amherst Gray sandstone, and Tumey shale were subjected to constant-pressure hydrogen charging and scanned in real time using high-resolution neutron radiography. Results indicate immediate hydrogen infiltration in sandstone and limestone, with homogeneous distribution detected throughout their pore structure. In contrast, hydrogen remained largely absent from fine-grained shale under the same pressure, except in an apparently localized fracture zone, where neutron signatures confirmed the presence of hydrogen. Subsequent neutron CT of the sandstone sample, using image subtraction against an uncharged reference, corroborated hydrogen distribution patterns. Even under lowpressure, single-phase conditions, distinct neutron imaging signatures of hydrogen were achieved. These preliminary findings underscore the potential of neutron imaging for advancing subsurface hydrogen migration research.

Sustainable Energy Solutions for Thermal Load in Buildings—Role of Heat Pumps, Solar Thermal, and Hydrogen-Based Cogeneration Systems

Economic and population growth is leading to increased energy demand across all sectors—buildings, transportation, and industry. Adoption of new energy consumers such as electric vehicles could further increase this growth. Sensible utilization of clean renewable energy resources is necessary to sustain this growth. Thermal needs in a building pose a significant challenge to the energy infrastructure. Potential technological solutions to address growing energy demand while simultaneously lowering the carbon footprint and enhancing the grid flexibility are presented in this study. Performance assessment of heat pumps, solar thermal collectors, nonfossil fuel-based cogeneration systems, and their hybrid configurations is reported in this study. The impact of design configuration, coefficient of performance (COP), electric grid’s primary energy efficiency on the key attributes of total carbon footprint, life cycle costs, operational energy savings, and site-specific primary energy efficiency are analyzed and discussed in detail. In conclusion, heat pumps and hydrogen-fueled solid oxide fuel cells (SOFCs) are highly effective building energy resources compared to traditional approaches; however, the carbon intensity of electrical energy and hydrogen production are keys to the overall environmental benefit.

Basic Energy Sciences Roundtable: Foundational Science for Carbon-Neutral Hydrogen Technologies

The amount of molecular hydrogen used worldwide is enormous; about 70 million metric tons are produced globally every year, with approximately 10 million metric tons produced within the U.S. alone. 1 Hydrogen is used primarily by the industrial sector for oil refining; chemical production, especially for ammonia; steel manufacturing; and transportation fuels. With the recent announcement of the Hydrogen Shot, the first U.S. Department of Energy (DOE) Energy Earthshot, the DOE declared a near-term focus on “accelerating breakthroughs of more abundant, affordable, and reliable clean energy solutions within the decade.” Consequently, there is a compelling need for novel approaches to enable hydrogen processes and technologies that do not emit carbon dioxide (i.e., are carbon-neutral). Innovative hydrogen research and development is required to impact how hydrogen is produced, stored, transported, converted, and used. Although progress has been made over the previous two decades, fundamental research can play a critical role in overcoming the technical hurdles that continue to limit implementation of economically viable systems and processes for carbon-neutral hydrogen technologies.
