Satellite-Based Drought Reporting on the Navajo Nation

The Navajo Nation (NN) is the largest reservation in the US, and faces challenges related to water management during long-term and widespread drought episodes. The Navajo Nation is a federally recognized tribe, which has boundaries within Arizona, New Mexico, and Utah. The Navajo Nation has a land area of over 70,000 square kilometers. The Navajo Nation Department of Water Resources (NNDWR) reports on drought and climatic conditions through the use of regional Standardized Precipitation Index (SPI) values and a network of in-situ rainfall, streamflow, and climate data. However, these data sources lack the spatial detail and consistent measurements needed to provide a coherent understanding of the drought regime within the Nation's regional boundaries. This project, as part of NASA's Western Water Applications Office (WWAO), improves upon the recently developed Drought Severity Assessment Tool (DSAT) to ingest satellite-based precipitation data to generate SPI values for specific administrative boundaries within the reservation. The tool aims to: (1) generate SPI values and summary statistics for regions of interest on various timescales, (2) to visualize SPI values within a web-map application, and (3) produce maps and comparative statistical outputs in the format required for annual drought reporting. The co-development of the DSAT with NN partners is integral to increasing the sustained use of Earth Observations for water management applications. This tool will provide data to support the NN in allocation of drought contingency dollars to the regions most adversely impacted by declines in water availability.

Standard test case for a low-speed, turbulent junction vortex flow

The mean flow structure upstream, around within, and in the near wake of a turbulent junction or horseshoe vortex is reported for an incompressible subsonic flow. Measurements of the primitive variables of velocity and pressure are reported on all surfaces bounding the region of the vortex flow and on three transverse and one streamwise plane within the flowfield itself for comparisons between the measured and any calculated flow variables. Detailed surface flow visualizations and some direct force measurements of surface shear stress are also available. The data is a highly detailed, coherent, self-consistent set offered to the computational fluid mechanics community as a standard test case for the evaluation of the capability of numerical solvers intended for predicting the flowfield in such a complex, separated, three-dimensional turbulent flow. This data base is available for copying to user supplied tapes or for transmission via BITNET, as well as in two National Technical Information Service (NTIS) reports.

Database Reports Over the Internet

Most of the summer was spent developing software that would permit existing test report forms to be printed over the web on a printer that is supported by Adobe Acrobat Reader. The data is stored in a DBMS (Data Base Management System). The client asks for the information from the database using an HTML (Hyper Text Markup Language) form in a web browser. JavaScript is used with the forms to assist the user and verify the integrity of the entered data. Queries to a database are made in SQL (Sequential Query Language), a widely supported standard for making queries to databases. Java servlets, programs written in the Java programming language running under the control of network server software, interrogate the database and complete a PDF form template kept in a file. The completed report is sent to the browser requesting the report. Some errors are sent to the browser in an HTML web page, others are reported to the server. Access to the databases was restricted since the data are being transported to new DBMS software that will run on new hardware. However, the SQL queries were made to Microsoft Access, a DBMS that is available on most PCs (Personal Computers). Access does support the SQL commands that were used, and a database was created with Access that contained typical data for the report forms.

An ASCA Study of the Composite Supernova Remnant G18.95-1.1

This is the final report on the work done on Supernova Remnant (SNR) G18-95-1.1. The data were taken on April, 2. 1998 and delivered a couple of months later to the Principal Investigator (PI: Dr. Ilana Harrus). We received a CD-ROM containing the results of the standard processing pipeline and all the files needed for the analysis. We have analyzed the data and presented a poster on this object at the 194th American Astronomical Society Meeting in Chicago (June 1999). A copy of the poster is appended to this report. The poster presentation triggered several discussions and we are summarizing the analysis results and those discussions in a paper to be submitted soon to the Astrophysical Journal. We have appended the draft of the paper to this report. It must be noted that the paper is still in its early stages. In particular more work is needed in the physical implications of the results of the spectral analysis and in the comparison with theoretical models to understand the curious morphology of the remnant. The project should be completed within the next two months. Attachment: "ASCA study of the centrally-peaked thermal supernova remnant: G18.95-1.1".

Analyses and assessments of span wise gust gradient data from NASA B-57B aircraft

Analysis of turbulence measured across the airfoil of a Cambera B-57 aircraft is reported. The aircraft is instrumented with probes for measuring wind at both wing tips and at the nose. Statistical properties of the turbulence are reported. These consist of the standard deviations of turbulence measured by each individual probe, standard deviations and probability distribution of differences in turbulence measured between probes and auto- and two-point spatial correlations and spectra. Procedures associated with calculations of two-point spatial correlations and spectra utilizing data were addressed. Methods and correction procedures for assuring the accuracy of aircraft measured winds are also described. Results are found, in general, to agree with correlations existing in the literature. The velocity spatial differences fit a Gaussian/Bessel type probability distribution. The turbulence agrees with the von Karman turbulence correlation and with two-point spatial correlations developed from the von Karman correlation.

Effect of ice contamination of liquid-nitrogen drops in film boiling

Previously reported vaporization time data of liquid nitrogen drops in film boiling on a flat plate are about 30 percent shorter than predicted from standard laminar film boiling theory. This theory, however, had been found to successfully correlate the data for conventional fluids such as water, ethanol, benzene, or carbon tetrachloride. Experimental evidence that some of the discrepancy for cryogenic fluids results from ice contamination due to condensation is presented. The data indicate a fairly linear decrease in droplet evaporation time with the diameter of the ice crystal residue. After correcting the raw data for ice contamination along with convection, a comparison of theory with experiment shows good agreement.

Matrix Resin Characterization in Cured Graphite Composites Using Diffuse Reflectance-Ftir

The chemical characterization of cured graphite fiber reinforced polymer matrix composites is complicated by the fact that the resins are insoluble and the composites are apaque. Standard analyses which depend either on the ability to dissolve the sample or to detect transmitted radiation are impossible. As a result, data reported on environmentally exposed composites primarily concern macroscopic information such as weight loss or changes in selected mechanical properties. Diffuse reflectance in combination with fourier transform infrared spectroscopy was developed to gain a basic chemical understanding of composite and adhesive behavior. Several composite and adhesive materials were characterized before and after environmental exposure. In each case significant changes in resin molecular structure were observed and correlated with changes in mechanical properties, providing new insights into material performance.

Galileo battery testing and the impact of test automation

Test complexity, changes of test specifications, and the demand for tight control of tests led to the development of automated testing used for Galileo and other projects. The use of standardized interfacing, i.e., IEEE-488, with desktop computers and test instruments, resulted in greater reliability, repeatability, and accuracy of both control and data reporting. Increased flexibility of test programming has reduced costs by permitting a wide spectrum of test requirements at one station rather than many stations.

Revised predictions of LDEF exposure to trapped protons

Initial estimates of LDEF exposure to the trapped proton environment were reported previously to aid in the interpretation dosimetry data and in conjunction with dosimetry response predictions. These previous estimates were made using the standard NASA AP8 trapped proton models for two sets of assumed conditions: (1) the omnidirectional flux spectra were calculated with the LDEF altitude and solar activity variations taken into account; and (2) the NASA Marshall anisotropy model was applied to obtain directional spectra, but only for solar minimum conditions and at a single altitude. Herein, the directional trapped proton fluence spectra is calculated considering both the altitude variation and solar activity during the LDEF mission. These additional results represent an extension of previous calculations to provide a more definitive description of the LDEF trapped proton exposure.

New tracking implementation in the Deep Space Network

As part of the Network Simplification Project, the tracking system of the Deep Space Network is being upgraded. This upgrade replaces the discrete logic sequential ranging system with a system that is based on commercial Digital Signal Processor boards. The new implementation allows both sequential and pseudo-noise types of ranging. The other major change is a modernization of the data formatting. Previously, there were several types of interfaces, delivering both intermediate data and processed data (called 'observables'). All of these interfaces were bit-packed blocks, which do not allow for easy expansion, and many of these interfaces required knowledge of the specific hardware implementations. The new interface supports four classes of data: raw (direct from the measuring equipment), derived (the observable data), interferometric (multiple antenna measurements), and filtered (data whose values depend on multiple measurements). All of the measurements are reported at the sky frequency or phase level, so that no knowledge of the actual hardware is required. The data is formatted into Standard Formatted Data Units, as defined by the Consultative Committee for Space Data Systems, so that expansion and cross-center usage is greatly enhanced.

Master Metadata Repository and Metadata-Management System

A master metadata repository (MMR) software system manages the storage and searching of metadata pertaining to data from national and international satellite sources of the Global Ocean Data Assimilation Experiment (GODAE) High Resolution Sea Surface Temperature Pilot Project [GHRSSTPP]. These sources produce a total of hundreds of data files daily, each file classified as one of more than ten data products representing global sea-surface temperatures. The MMR is a relational database wherein the metadata are divided into granulelevel records [denoted file records (FRs)] for individual satellite files and collection-level records [denoted data set descriptions (DSDs)] that describe metadata common to all the files from a specific data product. FRs and DSDs adhere to the NASA Directory Interchange Format (DIF). The FRs and DSDs are contained in separate subdatabases linked by a common field. The MMR is configured in MySQL database software with custom Practical Extraction and Reporting Language (PERL) programs to validate and ingest the metadata records. The database contents are converted into the Federal Geographic Data Committee (FGDC) standard format by use of the Extensible Markup Language (XML). A Web interface enables users to search for availability of data from all sources.

Database for Safety-Oriented Tracking of Chemicals

SafetyChem is a computer program that maintains a relational database for tracking chemicals and associated hazards at Johnson Space Center (JSC) by use of a Web-based graphical user interface. The SafetyChem database is accessible to authorized users via a JSC intranet. All new chemicals pass through a safety office, where information on hazards, required personal protective equipment (PPE), fire-protection warnings, and target organ effects (TOEs) is extracted from material safety data sheets (MSDSs) and recorded in the database. The database facilitates real-time management of inventory with attention to such issues as stability, shelf life, reduction of waste through transfer of unused chemicals to laboratories that need them, quantification of chemical wastes, and identification of chemicals for which disposal is required. Upon searching the database for a chemical, the user receives information on physical properties of the chemical, hazard warnings, required PPE, a link to the MSDS, and references to the applicable International Standards Organization (ISO) 9000 standard work instructions and the applicable job hazard analysis. Also, to reduce the labor hours needed to comply with reporting requirements of the Occupational Safety and Health Administration, the data can be directly exported into the JSC hazardous- materials database.

Technical Report Series on Global Modeling and Data Assimilation: Filtering Techniques on a Stretched Grid General Circulation Model - Volume 16

This report documents the techniques used to filter quantities on a stretched grid general circulation model. Standard high-latitude filtering techniques (e.g., using an FFT (Fast Fourier Transformations) to decompose and filter unstable harmonics at selected latitudes) applied on a stretched grid are shown to produce significant distortions of the prognostic state when used to control instabilities near the pole. A new filtering technique is developed which accurately accounts for the non-uniform grid by computing the eigenvectors and eigenfrequencies associated with the stretching. A filter function, constructed to selectively damp those modes whose associated eigenfrequencies exceed some critical value, is used to construct a set of grid-spaced weights which are shown to effectively filter without distortion. Both offline and GCM (General Circulation Model) experiments are shown using the new filtering technique. Finally, a brief examination is also made on the impact of applying the Shapiro filter on the stretched grid.
