Managing Multi-Instrument Data Streams in Secure Environments

The capture and curation of all primary instrument data is a potentially valuable source of added insight into experiments or diagnostics in laboratory experiments. The data can, when properly curated, enable analysis beyond the current practice that uses just a subset of the as-measured data. Complete curated data can also be input for machine learning and other data exploration tools. Conveniently storing and accessing instrument data requires that the instruments are connected to databases and users through a networking infrastructure. This infrastructure needs to accommodate a wide array of instruments which can range from single laboratory mounted probes for environment monitoring to computers managing multiple instruments. These resources may also include mobile devices on which researchers record instrument and experiment state related notes. These varied data sources bring with them the challenges of different communications capabilities and protocols as well as the primary data typically being produced in proprietary formats. These challenges are further compounded when the instruments need to operate in secure environments such as required in national laboratories. We will discuss the SmartLab, an ongoing effort to set up a system for instrument and simulation data curation at NASA Langley Research Center. We will outline the challenges faced in managing the data sources required for ongoing research activities and the solutions that are being considered and implemented to address those challenges.

A Blockchain Based Co-Simulation Framework for Integrating DERs to Wholesale Electricity Markets

As the number of distributed energy resources (DERs) continue to increase across energy-delivery systems, there remains a need for integrating their capabilities into traditional grid operations. In this paper, a blockchain-based solution is proposed to facilitate FERC's Order No. 2222 implementations. The presented use-case enables small-scale DERs to participate in wholesale market operations through DER aggregators, while also enabling local distribution system operators to enforce distribution system constraints in a secure and traceable manner. The presented use case is built around the Unified Testing Platform (UTP) being developed as a part of the Blockchain for Optimized Security and Energy Management (BLOSEM) project. This is a multi-lab effort intended to simplify the deployment of blockchain-powered grid solutions by enabling the integration of simulation tools, and blockchain technologies through the use of system-agnostic interfaces that provide a modular, interoperable, and reusable connectivity layer.

Federated Architecture for Secure and Transactive Distributed Energy Resource Management Solutions

There are fewer conventional, dispatchable generation resources and more variable renewable energy (VRE) and distributed energy resources (DERs). There is more uncertainty from bulk-level VRE and net demand from distribution systems with high DER levels. FAST-DERMS aims to develop and demonstrate a scalable solution for managing uncertainties in supply and demand at the grid edge. We propose that distribution system operators (DSOs) provide firm net load forecasts to the bulk system operator's energy management system (EMS).

Achieving Cyber-Resilience for Power Systems using a Learning, Model-Assisted Blockchain Framework

The secure integration and management of distributed energy resources (DER) and power aggregators in the electric grid requires secure communications and a physics-aware Command and Control (C2) strategy. A Blockchain (BC)-based overlay network was developed to provide a security layer for the existing power grid network that mitigates risks in current and legacy network and C2 protocols. By integrating a Model-Assisted Machine Learning (MAML) framework with a Secure Blockchain Overlay Network (SBON) a defense-in-depth strategy was achieved. In our approach, the MAML framework leveraged a smart contract framework to gather network data and learn the dynamics of DER to develop detection strategies for attacks targeting sensors and actuators used by DER. The MAML framework learned dynamical systems models for individual DERs to detect sensor attacks. For DER we utilized a Digital Twin (DT) to accelerate the learning process for a model resistant to stealthy attacks. The project created DT for PV inverters and BESS. The DTs were coupled with a model-assisted, data-driven learning of DER behavior. Specifically, we evaluated architectures for model-based learning with model-free fine-tuning. Additionally, differential privacy techniques were used to obfuscate data, while still allowing the computation of attack detection results based on obfuscated data. The SBON developed leverages a private permissioned blockchain network orchestrated with the Hyperledger Fabric framework. To connect the cyber world, which orchestrates the blockchain fabric, and the physical world where the power network resides, we developed a system implementation to enable the secure interaction of the physical world and the abstracted blockchain.

Impact Analysis of Data Integrity Attacks on FACTS-based Wide-Area Voltage Control System

Energy management system (EMS) consists of several wide-area control applications that serve as a backbone for security, stability, and reliability of the power system. Wide-area voltage control system (WAVCS), one of the critical wide-area applications, operates in coordination with local Flexible AC Transmission System (FACTS) devices to provide voltage security and optimal management of active and reactive power resources. Since the WAVCS relies on wide-area communication and data sharing devices, possible cybersecurity vulnerabilities have to be addressed to ensure the closed-loop operation of WAVCS. In this paper, we present a methodology for performing an impact analysis of cyber-attacks in WAVCS cybersecurity. In particular, different types of data integrity attacks, such as malicious tripping, fault replay, and signal altering attacks, are considered, and detailed impact analysis is conducted in a testbed environment using the Kundur's four machine two-area system. For performing an impact analysis, the transient voltage stability of the sensitive bus voltage is studied, followed by the quantitative assessment and severity ranking using the voltage profile index. Our experimental evaluation reveals that the data integrity attacks on control signals exhibit a higher attack severity than on the measurement signals. Further, the severity of these attacks varies with nature (static or dynamic), location, and types of attacks.

TrustDER: Trusted, Private and Scalable Coordination of Distributed Energy Resources

In this project, the Stanford and SLAC Teams have developed a Trusted, Private and Scalable platform for coordinating Coordination of Distributed Energy Resources (TrustDER). This is a layered system that ensures private, trusted and scalable coordination and monitoring of DERs. It accommodates a variety of resources, such as solar generation, gensets and loads, with a particular focus on battery systems-based resources, as they are a transformational technology experiencing fast growth in adoption by large critical facilities. The platform can be used as standalone or added to existing aggregation systems to enable trust, privacy and resilience. TrustDER consists of layers that address each of the shortcomings of the existing state of the art. Each layer in the platform can operate independently but provides information to the layers above it to enable a novel form of overall coordination architecture. The project consists of several tasks, with each task dedicated to the design of each layer. Task 2 Resource Virtualization defined a software abstraction layer for distributed energy resources (DERs). The goal of this abstraction was to simplify the implementation of algorithms utilizing cooperation of DERs resources in a variety of use cases. Task 3 is on Secure ID for Asset Authentication. Identity Management Systems (IDMS) are a foundational infrastructure for interactions between entities (organizations, users, devices, and services). Secure ID is blockchain-based a distributed identity management system allowing (1) identity provisioning, (2) authentication, (3) authorization, and (4) identity data sharing for IoT-enabled assets on the electricity grid. In this project, the SLAC team focused on designing and testing Keymaker, a protocol for authenticating device identity managed by Secure ID. Task 5 Private and Safe Integration is focused on the design and evaluation of a DER cooperation scheme which allows for the aggregation of DERs without impacting network reliability. The approach is designed based on realistic assumptions regarding data availability, communication infrastructure limitations, and privacy. Task 6 Scalable Distributed Privacy for Information explored how virtualized batteries could be managed privately. Specifically, it examined the case in which a principal provides a partitioned battery to multiple clients. Task 7 Use Cases was to ensure that this technology was applied in relevant situations and scenarios. Primarily, this means that virtualization needed to be employed in a manner that either improved flexibility, bolstered security or privacy, or decreased costs.

Cyber Security for the Spaceport Command and Control System: Vulnerability Management and Compliance Analysis

With the rapid development of the Internet, the number of malicious threats to organizations is continually increasing. In June of 2015, the United States Office of Personnel Management (OPM) had a data breach resulting in the compromise of millions of government employee records. The National Aeronautics and Space Administration (NASA) is not exempt from these attacks. Cyber security is becoming a critical facet to the discussion of moving forward with projects. The Spaceport Command and Control System (SCCS) project at the Kennedy Space Center (KSC) aims to develop the launch control system for the next generation launch vehicle in the coming decades. There are many ways to increase the security of the network it uses, from vulnerability management to ensuring operating system images are compliant with securely configured baselines recommended by the United States Government.

Use of Virtual Mission Operations Center Technology to Achieve JPDO's Virtual Tower Vision

The Joint Program Development Office has proposed that the Next Generation Air Transportation System (NGATS) consolidate control centers. NGATS would be managed from a few strategically located facilities with virtual towers and TRACONS. This consolidation is about combining the delivery locations for these services not about decreasing service. By consolidating these locations, cost savings in the order of $500 million have been projected. Evolving to spaced-based communication, navigation, and surveillance offers the opportunity to reduce or eliminate much of the ground-based infrastructure cost. Dynamically adjusted airspace offers the opportunity to reduce the number of sectors and boundary inconsistencies; eliminate or reduce "handoffs;" and eliminate the distinction between Towers, TRACONS, and Enroute Centers. To realize a consolidation vision for air traffic management there must be investment in networking. One technology that holds great potential is the use of Virtual Mission Operations Centers to provide secure, automated, intelligent management of the NGATS. This paper provides a conceptual framework for incorporating VMOC into the NGATS.

Radio Frequency Spectrum Audit to Inventory Private Cellular Base Station Infrastructure

The ever-changing cellular communication landscape makes it difficult to identify, map, and localize cellular base stations. Localizing cellular base stations provides various advantages, including information security, cybersecurity, spectrum management, and interference detection. For example, the MITRE ATT&CK® (Adversarial Tactics, Techniques, and Common Knowledge architecture) [1] and Common Attack Pattern Enumeration and Classification [2] emphasize the importance of being able to minimize the cyber security threat presented by unregulated private cellular base stations (PCBS). The majority of published research looks at the malicious use of PCBSs and focuses on using data retrieved from user equipment (UE), data obtained from an application on the UE, or data shared between the UE and a mobile network to locate it. This innovative strategy, however, focuses on the passively discovered uniqueness of radio frequency (RF) transmissions from commercial cellular infrastructure received in a designated monitoring position (DMP).
