Integrating Cyber-Informed Engineering into Enterprise Risk Management

This document supports the application of Cyber-Informed Engineering (CIE) within the context of Enterprise Risk Management (ERM) to enhance cyber-resilience. It highlights that many critical infrastructure organizations use ERM to manage business risks and emphasizes the importance of evaluating critical systems and assets. The proposed approach can be adopted independently of formal ERM processes and offers a starting point for integrating CIE alongside existing or new ERM practices. Both CIE and ERM are iterative, and their alignment fosters continuous improvement and supports the engineering and operations cultures of an organization.

Runtime Monitoring with R2U2 for Aircraft Systems with Neural Networks

R2U2 (Realizable, Responsive, Unobtrusive Unit) is a hardware-supported tool and framework for real-time system monitoring and software health management of cyber-physical systems. During system operation, R2U2 continuously monitors properties about safety, performance, and security of the vehicle and its vital components and can perform diagnostic reasoning. Efficient observers for past-time and future-time Metric Temporal Logic, fast reasoners for Bayesian Networks, and model-based prognostics algorithms are key components of R2U2 and designed for minimal computational footprint. R2U2 has been implemented in software supporting ROS, NASA's cFS/cFE, and Simulink and as an FPGA configuration. The synergistic combination of monitors and observers in R2U2 makes it possible to design powerful models for system runtime monitoring, diagnostics, software health management, prognostics, and security monitoring. In this presentation, I will give a detailed overview of the R2U2 architecture and its features and will discuss the application of R2U2 for safety-monitoring of a neural-network based autonomous centerline tracking system (ACT) for autonomous aircraft.

Towards Provable Security in Industrial Control Systems Via Dynamic Protocol Attestation

Industrial control systems (ICSs) increasingly rely on digital technologies vulnerable to cyber attacks. Cyber attackers can infiltrate ICSs and execute malicious actions. Individually, each action seems innocuous. But taken together, they cause the system to enter an unsafe state. These attacks have resulted in dramatic consequences such as physical damage, economic loss, and environmental catastrophes. This paper introduces a methodology that restricts actions using protocols. These protocols only allow safe actions to execute. Protocols are written in a domain specific language we have embedded in an interactive theorem prover (ITP). The ITP enables formal, machine-checked proofs to ensure protocols maintain safety properties. We use dynamic attestation to ensure ICSs conform to their protocol even if an adversary compromises a component. Since protocol conformance prevents unsafe actions, the previously mentioned cyber attacks become impossible. We demonstrate the effectiveness of our methodology using an example from the Fischertechnik Industry 4.0 platform. We measure dynamic attestation's impact on latency and throughput. Our approach is a starting point for studying how to combine formal methods and protocol design to thwart attacks intended to cripple ICSs.

Designing resilient IoT and Edge Computing with federated tinyML

The rapid growth of the Internet of Things (IoT) and Edge Computing (EC) has brought significant conveniences to modern society but has also greatly expanded the cyber attack surfaces, particularly as these technologies are being increasingly integrated into critical systems such as power grids, healthcare, and smart homes. Here, to improve IoT/EC’s cybersecurity posture, we leveraged Artificial Intelligence (AI) and Machine Learning (ML) by employing tinyML to monitor voluminous IoT data for cyber threats while addressing devices’ resource constraints, and utilizing Federated Learning (FL) to share local detection knowledge across the system while preserving privacy. Building on our three-layer architecture combining tinyML and FL to enhance autonomous cyber attack detection, this paper demonstrated that the architecture improves detection accuracy, reduces resource consumption, and enables lightweight, secure IoT device monitoring. These results were validated using the public N-BaIoT dataset as well as real IoT network traffic data collected under multiple attack scenarios from our testbeds. Additionally, we introduced an enhanced FL methodology with a novel preprocessing stage, including federated feature selection and global preprocessor construction, to address IoT/EC data heterogeneity. We developed a physical IoT testbed for attack simulations and data collection, implemented a tinyML-powered detector for realistic model validation, and also built a virtual testbed for scalable evaluations of FL models across diverse network environments.

CONTROL AND DATA ACQUISITION IN A CYBER-PHYSICAL MIDSTREAM TESTBED

This thesis presents the development of a laboratory-scale cyber–physical midstream pipeline testbed designed to address this gap and support research in industrial control systems security. The platform integrates pumps, valves, sensors, programmable logic controllers (PLCs), and a human–machine interface (HMI) to emulate the monitoring and control architecture of real pipeline operations. The physical process is implemented as a closed-loop liquid circulation system designed to replicate flow behavior characteristic of midstream pipeline infrastructure. The testbed enables real-time data acquisition of key process variables, including flow rate and pressure facilitating the generation of datasets representative of normal pipeline operation. A threat model encompassing common ICS attack vectors was developed, including sensor spoofing, command injection, false data injection, denial-of-service attacks, and relay manipulation. Multiple attack scenarios were implemented and evaluated to demonstrate how cyber intrusions targeting sensors, actuators, networks, and software propagate into measurable physical consequences in pipeline flow and pressure. The developed platform serves as a practical, cost-effective environment for experimentation, education, and future cybersecurity research in midstream pipeline systems.

Component Criticality in BESS for Cybersecurity

Battery energy storage systems (BESS), inverters, and associated digital equipment are integral pieces of interdependent energy delivery systems. When considering the supply chain security of such systems, there is often a misplaced focus on the origin of energy generation and storage materials like battery cells, overlooking the more significant cyber risks that stem from digital power electronics control systems. Part of this misplaced focus is due to the relative costs of these components, with more attention given to expensive raw materials rather than the impactful digital elements themselves. The Idaho National Laboratory (INL) is addressing this gap in supply chain security through a systems-of-systems approach that considers the impact various components in digital energy systems can have should misoperation occur. Therefore, INL assigns a cyber criticality score based on quantitative analysis, which enables informed prioritization of mitigations and allows operators to reduce risk in light of the prevalence of a BESS and associated systems foreign supply chain.

Roadmap for Solar Photovoltaic (PV) Cybersecurity: A vision for improving cyber maturity of distributed and utility-scale solar energy installations

As the solar energy sector continues to expand, its integration into the broader energy infrastructure presents both unprecedented opportunities and new risks. The increasing reliance on digital technologies and interconnected systems in solar energy creates an expanded attack surface for motivated cyber adversaries. Cyberattacks have the potential to cause disruptions in energy production, damage to equipment, financial losses, and compromises in national security. Therefore, ensuring robust cybersecurity measures is paramount to protect the integrity, availability, confidentiality, and access control of solar energy systems. However, there are still key gaps and challenges to be addressed in industry and research, which stakeholders must race to address as they combat a growing number of real-world cyber incidents that affect solar energy systems and a growing number of vulnerabilities discovered and disclosed in key types of equipment. This roadmap explore the current state of solar PV cybersecurity and the gaps and challenges still to be addressed.

Smart Inverters, Dumb Risk: Taking Control of IBR Security in the Digital Age

This presentation addresses the security challenges posed by Inverter-Based Resources (IBRs) in the modern energy landscape. The presentation highlights the vulnerabilities and risks associated with IBRs, including the potential for cyber-attacks, the impact of insecure defaults, and the systemic risks posed by supply chain dependencies. Key topics covered include: 1) The increasing digital transformation in energy systems and the associated security risks. 2) Specific vulnerabilities in IBRs, including weak passwords, hardcoded credentials, and insecure web application interfaces. 3) The implications of persistent connectivity and the strategic risks posed by foreign-manufactured components. 4) The role of regulatory frameworks, such as NERC CIP, in addressing these challenges and the limitations of current oversight. 5) Practical solutions for mitigating risks, including secure design practices, vendor risk assessments, and the importance of strong passwords and role-based access control. The presentation underscores the necessity of a comprehensive, system-of-systems approach to securing IBRs, emphasizing the need for collaboration across various stakeholders, including operators, developers, and regulators, to ensure the resilience and security of the energy grid.

Grid Communications Supply Chain & Emerging Regulation Challenges Session 1

The TADA Grid Communications Workshops are designed to strengthen cybersecurity and digital assurance across the energy sector by focusing on secure deployment and management of grid communications technologies. These workshops bring together state energy offices, utilities, and technology suppliers to explore the intersection of communications infrastructure, supply chain risks, and emerging regulatory requirements. Participants will apply Cyber-Informed Engineering (CIE) principles to reduce risks in communications systems, engage with INL’s procurement guidance, and explore future tools. Through scenario-based exercises and peer exchange, attendees will develop risk-based security strategies and actionable compliance roadmaps tailored to their grid communications projects. The workshops also help participants navigate evolving regulatory frameworks such as FEOC rules in the OBBB, NERC CIP-013, and NDAA 2024, while identifying compliance gaps in mixed-technology environments. A key outcome is the formation of a practitioner network with ongoing access to INL expertise and resources, fostering long-term resilience in the digital energy ecosystem.

Cyber-Informed Engineering Adoption in University Engineering Programs: An Overview of CIE Integration Successes at Nine U.S. Educational Institutions

This report examines the adoption of Cyber-Informed Engineering (CIE) in university engineering programs, driven by the need to protect critical energy infrastructure from adversarial threats. CIE equips current and future engineers and technicians with the necessary mindset, skills, and competencies to enhance the resilience of engineered systems against cyber attacks. This report highlights nine academic partners who are incorporating CIE into their curricula through various approaches, including lectures, courses, and certificates.

Responsible Adoption of Artificial Intelligence (AI) in Electric Grid Operations

The future of the grid will be powered by AI—or undermined by it. Artificial intelligence is rapidly reshaping grid operations, improving fault detection, forecasting accuracy, and real-time optimization. As AI systems move closer to operational decision loops, however, they introduce new consequence pathways: expanded attack surfaces, model integrity risks, regulatory exposure, and human-automation challenges. This talk presents a consequence-driven framework for deploying AI responsibly in the electric grid. Attendees will gain practical strategies to strengthen resilience, boost reliability, and deploy AI securely — ensuring the grid of the future is not only smarter but safer.

Provable Security and Resilience in Critical Infrastructure – Next Steps

With the conclusion of the Laboratory Directed Research and Development (LDRD) project on Provable Security and Resilience (PSaR) in Critical Infrastructure, we present forward-looking technical concepts and strategies that build on the project’s outcomes and INL’s long-standing expertise in infrastructure protection. The challenge is to protect critical infrastructure and functions much more efficiently at scale than capable adversaries can attack at scale. After summarizing progress and ongoing work we’ll discuss what are the challenges that remain and what are new/emerging technologies, strategies, and processes to meet those challenges. Finally, we’ll layout concepts that integrate with other protection work in the coming year and beyond. For example, building secure function-specific platforms based on the seL4 microkernel, and considering the successes of Cyber-Informed Engineering as a model for engage, collaboration, and adoption. We look forward to your feedback and collaboration as we refine and expand this vision.

AI-based Cyber Event OSINT via Twitter Data

Open-Source Intelligence (OSINT) is largely regarded as a necessary component for cybersecurity intelligence gathering to secure network systems. With the advancement of artificial intelligence (AI) and increasing usage of social media, like Twitter, we have a unique opportunity to obtain and aggregate information from social media. In this study, we propose an AI-based scheme capable of automatically pulling information from Twitter, filtering out security-irrelevant tweets, performing natural language analysis to correlate the tweets about each cybersecurity event (e.g., a malware campaign), and validating the information. This scheme has many applications, such as providing a means for security operators to gain insight into ongoing events and helping them prioritize vulnerabilities to deal with. To give examples of the possible uses, we present three case studies demonstrating the event discovery and investigation processes.

Gateway Implementation of Cybersecurity Requirements

Cyber threats are a constant present-day reality for any type of business -- Space exploration is not excluded from these threats either. The Gateway Program is one of NASA’s latest initiatives that extend space exploration beyond low earth orbit. Gateway allows for NASA to prove technologies and mature systems necessary to live and work on another celestial body before embarking on multi-year missions to Mars. The Gateway is a small, human-tended space station in orbit around the Moon. With the increased autonomy, distance and criticality of systems, cybersecurity is one of the critical subsystems that touches and integrates with most if not all subsystems of the Gateway. Building a gateway to the lunar orbit is no simple task. In this presentation, we outline an approach that the Gateway team adopted in creating a cyber safe and robust vehicle to support operations and assure protection of the critical functions. Gateway Program is required to implement National Institute of Standards and Technology (NIST) guidelines to adhere to the Federal Information Security Modernization Act (FISMA). NIST provides a framework for managing and controlling cybersecurity risks by defining cybersecurity controls and methodologies for implementation. The NIST framework is based upon the system, data within the system, integrations with external systems, and risk assessments to determine impacts for each of those systems. The goals and objectives are to identify appropriate security controls that fulfill and map to the NIST 800-53 framework. The implementation process involves developing an organizational understanding to manage cybersecurity risk to systems, people, assets, data, and capabilities. NIST Security controls are interpreted and defined within the Gateway vehicle requirements subsystems specifications. This paper details the approach, implementation, and challenges faced during the development and design phases to address cyber threats during the Gateway vehicle operations.
