Characterization of Infrasonic Signatures of Earth-Grazing Fireballs as Analogues to Hypersonic Vehicles (Final Report)

Accurate detection, discrimination, and characterization of high-altitude hypersonic events using infrasonic monitoring are critical to planetary defense and global strategic surveillance. This report synthesizes recent advances achieved through rigorous analysis of infrasonic signatures from natural meteoroids, emphasizing shallow entry-angle meteoroids as essentially proxies for artificial hypersonic systems. Meteoroids naturally encompass diverse velocities, trajectories, altitudes, and fragmentation behaviors, enabling systematic validation of empirical period–yield relationships, waveform morphology classifiers, and trajectory-induced back-azimuth deviation models. Integration of adaptive array-processing enhancements within Cardinal software further extends infrasonic detection sensitivity and signal classification reliability. Collectively these advances, based solely on infrasonic signatures or limited optical data, offer robust methodologies for distinguishing natural from artificial hypersonic sources, significantly reducing event geolocation uncertainties and refining source-function determination. The outcomes detailed herein lay foundational groundwork for improved global hypersonic event-surveillance frameworks, supporting improved security preparedness and informing strategic monitoring and defense policies.

Driving Economics and Reducing Risks: The Business Case for Security-by-Design in Nuclear Power

This report provides an analysis of the financial, operational, and strategic advantages of incorporating Security-by-Design (SeBD) early in the lifecycle of nuclear power plant projects. By framing security as a foundational design element rather than a late-stage add-on, owners, vendors, and operators can reduce budget overruns, strengthen regulatory compliance, and increase revenue opportunities. The report details key lifecycle phases, highlighting the strategic imperative for organizations (including project developers, investors, vendors, and regulators) to adopt SeBD. Drawing on industry estimates, real-world case studies, and comparative cost analyses, the findings underscore that even a modest upfront investment in SeBD can yield substantial long-term returns by preventing costly retrofit activities, minimizing regulatory delays, and positioning nuclear vendors for the ability to adapt in the evolving security market. By avoiding excessive retrofit expenses and positioning security as a built-in feature rather than an afterthought, nuclear projects can protect their financial performance, enhance public trust, and secure a competitive edge in an increasingly complex global energy market. The authors advocate for SeBD’s strategic implementation, supported by established quality management methodologies, thereby promoting continuous improvement and defect avoidance. Ultimately, early SeBD integration represents a strategic investment, yielding significant returns by preventing costly retrofits and positioning nuclear projects for enhanced competitiveness and public trust.

Life Cycle Inventories and Data Gap Analysis for Rare Earth Elements: Neodymium and Dysprosium from Mining to Magnets

The United States demand for Neodymium-Iron-Boron (NdFeB) magnets, produced from rare earth elements (REEs) such as (Nd) and Dysprosium (Dy), far exceeds its nascent domestic production capacity, rendering it reliant on vulnerable global supply chains dominated by China. To guide research and development investments in securing U.S. REE supply, defensible benchmark metrics across environmental, economic, and social dimensions are needed. In this study, we built globally-representative, process-based cradle-to-cradle life cycle inventories for Nd and Dy in NdFeB magnets lifecycles, encompassing primary material acquisition, beneficiation, smelting and refining, metal processing, specialty alloy and chemical transformation, subcomponent manufacturing, consumer application (use phase) and end-of-life management. We carried out detailed literature review, and applied process engineering principles to build industry-representative upscaled life cycle inventories for both metals. We used these models to conduct bottom-up literature review and gap analysis on existing literature, compilation of data sources for each life cycle stage (and transformations where necessary), and a preliminary technoeconomic analysis (TEA)/life cycle costing analysis (LCCA). Findings from this work emphasize the need for metal specific, representative REE LCIs to establish robust benchmarks for advancing sustainable REE technologies and guiding R&D in REE supply chains.

Traceable and Scalable Food Balance Sheets from Agricultural Commodity Supply and Utilization Accounts (2010–2022)

Abstract The Food Balance Sheets (FBS), compiled by the Food and Agriculture Organization (FAO), serve as a cornerstone dataset for studies on agricultural development, food security, and dietary health, providing a broad overview of global and regional food systems. However, its limited transparency and scalability hinder its application in empirical analysis and multisector dynamic modeling. Here, we present a traceable Food Balance Sheets (T-FBS) dataset, developed from detailed Supply Utilization Accounts (SUA) using a novel Primary Commodity equivalent (PCe) aggregation approach. This framework enables the aggregation of commodity flows along supply chains while ensuring consistency and balance across multiple dimensions. The T-FBS dataset includes 57 PCe commodities across 195 regions for the period 2010–2022, consolidated from over 500 SUA products. While T-FBS closely aligns with FAO-FBS at aggregate levels for dietary energy and macronutrients, it identifies key uncertainties in other elements (e.g., feed, trade, stocks). By enhancing methodological transparency, traceability, and scalability, T-FBS strengthens the robustness of food system studies and fosters future research and collaboration within the open-source community.

Source:sink imbalance detected with leaf and canopy-level spectroscopy in a field-grown crop

The finely-tuned balance between sources and sinks determines plant resource partitioning and regulates growth and development. Understanding and measuring metabolic indicators of source or sink limitation forms a vital part of global efforts to increase crop yield for future food security. Here, we measured metabolic profiles of Cucurbita pepo (zucchini) grown in the field under carbon sink limitation and control conditions. We demonstrate that these profiles can be measured non-destructively using hyperspectral reflectance at both leaf and canopy scales. Total non-structural carbohydrates (TNC) increased 82% in sink-limited plants; leaf mass per unit area (LMA) increased 38%; free amino acids increased 22%. Partial least-squares regression models link these measured functional traits with reflectance data, enabling high-throughput estimation of traits comprising the sink limitation response. Leaf- and canopy-scale models for TNC had R 2 values of 0.93 and 0.64 and %RMSE of 13% and 38% respectively. For LMA, R 2 values were 0.91 and 0.60 and %RMSE 7% and 14%; for free amino acids, R 2 was 0.53 and 0.21 with %RMSE 20% and 26%. Remote sensing can enable accurate, rapid detection of sink limitation in the field at the leaf and canopy scale, greatly expanding our ability to understand and measure metabolic responses to stress.

Voluntary Renewable Energy Procurement Programs in Regulated Utility Markets

Multinational corporations are increasingly purchasing renewable energy (RE) to fulfill international commitments, reduce supply chain emissions, limit environmental impact, and secure stable and affordable electricity. The potential scale of global corporate RE purchasing has been estimated to be nearly 100 GW and growing; however, many markets still lack supportive enabling environments for corporations to access RE through on-site project development or private sector transactions. Even where allowed by law, on-site generation may be insufficient due to space and technical constraints, introducing additional challenges. Utility green pricing and utility green tariff programs backed by renewable energy certificates (RECs), referred to as utility green procurement programs (GPPs) in this report, offer powerful market-based solutions to utilities, regulators, and policymakers to provide corporate and other consumers with RE product options while generating revenue to support RE development. As RE markets expand around the globe, GPPs have proven to be effective mechanisms in market regimes, ranging from fully integrated state-owned utilities to broadly liberalized power markets. GPPs utilize RECs, which are a type of energy attribute certificate and closely resemble guarantees of origin, to track and ultimately monetize RE attributes that corporations and other buyers must procure to demonstrate progress against their RE commitments and make public claims of RE use. Time-tested and transparent REC accounting mechanisms provide market confidence, while at the same time offering flexibility to utilities, regulators, and customers for a range of applications. RECs are used in all types of electricity market structures, as indicated in Figure 1, but REC-based program designs and supporting components differ depending on the type of market. Liberalized markets allow for customers to contract directly with generators for electricity and RECs, while traditionally regulated markets with vertically integrated utility structures may have greater restrictions on generation asset ownership and electricity sales. RE markets can be further defined as being either mandatory or voluntary. Mandatory markets require suppliers to deliver specified amounts of RE to grid customers, such as under a renewable portfolio standard (RPS), while voluntary markets involve no legal mandates, but demand is driven by self-imposed customer goals.

A Tool for Furthering GNSS Security Research: The Oak Ridge Spoofing and Interference Test Battery (OAKBAT)

A new global navigation satellite system (GNSS) dataset of digitized RF signals named Oak Ridge Spoofing and Interference Test Battery (OAKBAT) has been created. OAKBAT contains digitized spoofing signals that serve as both a supporting “sibling” and an advancement to the widely used Texas Spoofing Test Battery (TEXBAT) dataset [1]. OAKBAT at its core was developed to 1) allow for 100% reproducibility of the data, 2) provided more detailed metadata and contextual information about each dataset such as the precise moment that the spoofing and/or interference signals begins, positions used, constellations visible, etc., and 3) to provide datasets generated using the same key parameters as the TEXBAT ds1 through ds6 datasets. Through these “sibling” datasets it will now be possible to determine if the behavior of algorithms and designs developed using these datasets are being affected by possible intrinsic behavior and properties of the equipment used in the generation and digitization of the two datasets. The end goal of OAKBAT is to be a new resource for the community of researchers and developers working in the field of GNSS. This additional source of data provides a GNSS “playground” on which to experiment, explore, and evaluate new ideas.

Blockchain-Enabled Cyber-Secure Microgrid Control Using Consensus Algorithm: Preprint

This paper proposes a distributed control method based on a consensus algorithm for distributed energy resources (DERs) using blockchain as a secure communication medium for cyber resilience. Each DER communicates with a local blockchain server that is maintained by the distributed ledger technology to allow for securely sharing local measurements among neighboring assets to achieve the global control objectives, i.e., voltage and frequency regulation as well as accurate power sharing among the DERs, including collective grid-forming capability. To prove that the distributed control can retain system stability under a blockchain-induced variable communication delay, Lyapunov function-based stability analysis is carried out. This paper demonstrates the concept on an 11-bus test case developed in MATLAB Simulink, which has been modified from the IEEE 9-bus test case, to study dynamic operations of the five inverter-based DERs working with a blockchain-induced variable delay. The results validate the superior performance of the proposed control method, compared to heavily compromised operations of the other test cases without the security measure, affected by heavy communication delays and communication interruptions.

The Role of Crop Production in the Forest Landscape Restoration Approach—Assessing the Potential Benefits of Meeting the Bonn Challenge

Existing approaches and methodologies that investigate effects of land degradation on food security vary greatly. Although a relatively rich body of literature that investigates localized experiences, geophysical, and socioeconomic drivers of land degradation, and the costs and benefits of avoiding land degradation already exists, less rigorously explored are the global effects of restoring degraded landscapes for the health of the land, the climate, and world food security. The current scale of land degradation is such that the problem can be meaningfully addressed only if local successes are upscaled and a large number of landowners and land managers implement restoration activities. Significant global efforts to address degradation exist, but studies that evaluate the global benefits of these efforts generally do not account for global market forces and the complex web of relationships that determine the effects of wide-scale restoration on production and food security. This paper provides important insights into how a full integration of crop production in restoration efforts could impact food production levels, food availability, forest carbon stocks, and Greenhouse gas emissions.

Developing New Fuels for High Performance Research Reactors

The National Nuclear Security Administration (NNSA) Material Management and Minimization (M3) program works globally to minimize the civilian use of highly enriched uranium (HEU), a weapon-usable nuclear material. Supporting this effort, M3’s Office of Reactor Conversion and Uranium Supply is developing new fuels capable of converting research reactors from HEU fuel to high-assay low-enriched uranium (HALEU) fuel. Some of the remaining research and test reactors (RTRs) operating on HEU today have unique designs, fuel configurations, and demanding performance requirements that cannot be met with an existing regulatory-approved low-enriched uranium (LEU) fuel. M3, DOE’s national laboratories, and other industry partners are qualifying new high-density LEU fuels to convert these RTRs while maintaining their unique capabilities supporting a wide variety of science and technology research in areas such as medicine, industry, defense, education, and training. Current efforts are focused on two options for the remaining US high-performance research reactor conversions: a monolithic uranium 10wt% molybdenum (U-10Mo) fuel form and a dispersion uranium silicide fuel form. This paper reviews the history and status of M3’s fuel qualification efforts for the U-10Mo LEU fuel form.

Evaluating the regional risks to food availability and access from land-based climate policies in an Integrated Assessment Model

Mitigating greenhouse gas (GHG) emissions is necessary to reduce the overall negative climate change impacts on crop yields and agricultural production. However, certain mitigation measures may generate unintended consequences to food availability and food access due to both land use competition and economic burden of mitigation. Integrated assessment models (IAM) are generally used to evaluate these policies; however, currently these models may not capture the importance of income and food prices for hunger and overall economic wellbeing. Here, we implement a measure of food security that captures the nutritional and economic aspects as the total expenditures on staple foods divided by income and weighted by total caloric consumption in an IAM, the Global Change Analysis Model (GCAM4.0). We then project consumer prices and our measure of food security along the Shared Socioeconomic Pathways (SSPs). Sustained economic growth underpins increases in caloric consumption and lowering expenditures on staple foods. Strict conservation policies affect food accessibility in a larger number of developing countries, whereas the negative effects of pricing terrestrial emissions is more concentrated on the poor in Sub-Saharan Africa, by substantially replacing their cropland with forests and affecting the production of key staples.

Advanced architectures for high-performance quantum networking

As practical quantum networks prepare to serve an ever-expanding number of nodes, there has grown a need for advanced auxiliary classical systems that support the quantum protocols and maintain compatibility with the existing fiber-optic infrastructure. We propose and demonstrate a quantum local area network design that addresses current deployment limitations in timing and security in a scalable fashion using commercial off-the-shelf components. First, we employ White Rabbit switches to synchronize three remote nodes with ultra-low timing jitter, significantly increasing the fidelities of the distributed entangled states over previous work with Global Positioning System clocks. Second, using a parallel quantum key distribution channel, we secure the classical communications needed for instrument control and data management. Therefore, the conventional network that manages our entanglement network is secured using keys generated via an underlying quantum key distribution layer, preserving the integrity of the supporting systems and the relevant data in a future-proof fashion.

Chromosome evolution and the genetic basis of agronomically important traits in greater yam

The nutrient-rich tubers of the greater yam, Dioscorea alata L., provide food and income security for millions of people around the world. Despite its global importance, however, greater yam remains an orphan crop. Here, we address this resource gap by presenting a highly contiguous chromosome-scale genome assembly of D. alata combined with a dense genetic map derived from African breeding populations. The genome sequence reveals an ancient allotetraploidization in the Dioscorea lineage, followed by extensive genome-wide reorganization. Using the genomic tools, we find quantitative trait loci for resistance to anthracnose, a damaging fungal pathogen of yam, and several tuber quality traits. Genomic analysis of breeding lines reveals both extensive inbreeding as well as regions of extensive heterozygosity that may represent interspecific introgression during domestication. These tools and insights will enable yam breeders to unlock the potential of this staple crop and take full advantage of its adaptability to varied environments.

Progress and prospects of thermo-mechanical energy storage – A critical review

The share of electricity generated by intermittent renewable energy sources is increasing (now at 26% of global electricity generation) and the requirements of affordable, reliable and secure energy supply designate grid-scale storage as an imperative component of most energy transition pathways. The most widely deployed bulk energy storage solution is pumped-hydro energy storage (PHES), however, this technology is geographically constrained. Alternatively, flow batteries are location independent and have higher energy densities than PHES, but remain associated with high costs and low lifetimes, which highlights the importance of developing and utilizing additional larger-scale, longer-duration and long-lifetime energy storage alternatives. Here, we review a class of promising bulk energy storage technologies based on thermo-mechanical principles, which includes: compressed-air energy storage (CAES), liquid-air energy storage (LAES) and pumped-thermal electricity storage (PTES). The thermodynamic principles upon which these thermo-mechanical energy storage (TMES) technologies are based are discussed and a synopsis of recent progress in their development is presented, assessing their ability to provide reliable and cost-effective solutions. The current performance and future prospects of TMES systems are examined within a unified framework and a thermoeconomic analysis is conducted to explore their competitiveness relative to each other as well as when compared to PHES and flow battery systems. This includes carefully selected thermodynamic and economic methodologies for estimating the component costs of each configuration in order to provide a detailed and fair comparison at various system sizes. The analysis reveals that the technical and economic characteristics of TMES systems are such that, especially at higher discharge power ratings and longer discharge durations, they can offer promising performance (round-trip efficiencies higher than 60%) along with high lifetimes (> 30 years), low specific costs (often below 100 $/kWh), low ecological footprints and unique sector-coupling features compared to other storage options. TMES systems have significant potential for further progress and the thermoeconomic comparisons in this paper can be used as a benchmark for their future evolution.

Language Independent Static Analysis (LISA)

Software is becoming increasingly important in nearly every aspect of global society and therefore in nearly every aspect of national security as well. While there have been major advancements in recent years in formally proving properties of program source code during development, such approaches are still in the minority among development teams, and the vast majority of code in this software explosion is produced without such properties. In these cases, the source code must be analyzed in order to establish whether the properties of interest hold. Because of the volume of software being produced, automated approaches to software analysis are necessary to meet the need. However, this software boom is not occurring in just one language. There are a wide range of languages of interest in national security spaces, including well-known languages such as C, C++, Python, Java, Javascript, and many more. But recent years have produced a wide range of new languages, including Nim, (2008), Go (2009), Rust (2010), Dart (2011), Kotlin (2011), Elixir (2011), Red (2011), Julia (2012), Typescript (2012), Swift (2014), Hack (2014), Crystal (2014), Ballerina (2017) and more. Historically, automated software analyses are implemented as tools that intermingle both the analysis question at hand with target language dependencies throughout their code, making re-use of components for different analysis questions or different target languages impractical. This project seeks to explore how mission-relevant, static software analyses can be designed and constructed in a language-independent fashion, dramatically increasing the reusability of software analysis investments.
