Universal Utility Data Exchange (UUDEX) - Workflow Design - Rev 1

This workflow design document describes the process of establishing a Universal Utility Data Exchange (UUDEX) Connection between two or more UUDEX Endpoints. The existing processes required to establish a data link using Inter Control Center Communications Protocol (ICCP) are very time consuming, from both the perspectives of effort and calendar time. The intent of UUDEX is to provide a more streamlined alternative. The UUDEX Workflow is also used to establish UUDEX Connections to exchange data other than that found in traditional ICCP data exchanges such as exchanges of power system model files, security events and mitigations, disturbance reports, and market data.

Cyber-Attack Detection and Accommodation for the Energy Delivery System

The goals of this project were to create a software system with a suite of key algorithms for cyber-attack detection and accommodation providing domain layer protection for critical power generation assets. Example assets included gas and steam turbines, heat recovery steam generators, and electrical generators. The aggressive algorithm goals were aimed at reducing the false positive rates in threat detection to <1% using learnings from many evolving disciplines (power turbine and generator physics, power system modeling, modern control theory, system identification, machine learning, deep learning, mathematics and data science). Additional goals for the algorithms involved localizing threats on-the-fly to know in which monitoring node the effects of attacks are present, and then providing accommodation to keep the system running uninterrupted much of the time in the presence of the attack. Accommodation had a performance goal of providing resiliency when up to 50% of monitoring nodes are in an attack state.

Universal Utility Data Exchange (UUDEX) – Security and Administration: Cybersecurity of Energy Delivery Systems (CEDS) Research and Development

A critical component of the Universal Utility Data Exchange (UUDEX) approach is the integrated security contained within its processing. This document describes how that security is designed and expected to be implemented by UUDEX Implementations (U-Implementations), including the UUDEX Server (U-Server) and UUDEX Clients (U-Clients). The UUDEX security hierarchy consists of three levels: 1. The UUDEX Instance (U-Instance) itself, which sits at the top of the hierarchy and contains the U-Server, the UUDEX Identity Authority (U-Identity Authority), and the UUDEX Administrator (U-Administrator) functions; 2. A group of one or more UUDEX Participants (U-Participants) that present “organizations” that participate in the U-Instance and contains the UUDEX Administrator Participant (U-U-Administrator Participant) function; 3. A group of one or more UUDEX Endpoints (U-Endpoints) that represent the individual UUDEX Publish Clients (U-Publish Client) responsible for supplying data to the U-Instance that is consumed by UUDEX Subscriber Clients (U-Subscriber Clients). U-Endpoints can be either autonomous devices that publish and subscribe data such as data exchange servers found in supervisory control and data acquisition and energy management systems, or they can be tied to users of applications that, for example, submit DOE OE-417 disturbance reports. U-Participants and U-Endpoints can be organized into UUDEX Groups (U-Groups). Any number of U-Participants or U-Endpoints can be members of a U-Group. A given U-Participant or U-Endpoint can be a member of multiple U-Groups, but a U-Group cannot contain other U-Groups. For example, a U-Group could be created to contain all U-Participant Transmission Operators within the purview of a Reliability Coordinator, and another U-Group could be created to contain all U-Participant Generator Operators within the purview of a Reliability Coordinator. U-Participants that are both Transmission Operators and Generator Operators would be members of both U-Groups. U-Participants, U-Endpoints, and U-Groups are used in the access control structures to provide access to individual UUDEX Subjects (U-Subjects). U-Groups are created by the U-Administrator and are managed by the U-Administrator or the designated U-Group Managers. U-Endpoints can be assigned UUDEX Roles (U-Roles) that can be used to further restrict access. U-Roles are assigned to individual U-Endpoints. For example, a U-Role of “Security Analyst” could be used to restrict which U-Endpoints can publish or subscribe security incident reports and vulnerability notifications, while a U-Role of “Transmission Planner” can be used to restrict which U-Endpoints can publish power system model updates. U-Role definitions are created by the U-Administrator, but the U-Roles are assigned to U-Endpoints by their respective UUDEX Participant Administrators (U-Participant Administrator). Because all information required to make security decisions is either included within the U-Endpoint’s X.509 digital certificate or stored in a datastore on the U-Server, all security decisions are performed and enforced within the U-Server. This reduces the complexity of the U-Client code and minimizes the chance for compromise of the integrity of the UUDEX security features.

Communications and control for electric power systems

The first section of the report describes the AbNET system, a hardware and software communications system designed for distribution automation (it can also find application in substation monitoring and control). The topology of the power system fixes the topology of the communications network, which can therefore be expected to include a larger number of branch points, tap points, and interconnections. These features make this communications network unlike any other. The network operating software has to solve the problem of communicating to all the nodes of a very complex network in as reliable a way as possible even if the network is damaged, and it has to do so with minimum transmission delays and at minimum cost. The design of the operating protocols is described within the framework of the seven-layer Open System Interconnection hierarchy of the International Standards Organization. Section 2 of the report describes the development and testing of a high voltage sensor based on an electro-optic polymer. The theory of operation is reviewed. Bulk fabrication of the polymer is discussed, as well as results of testing of the electro-optic coefficient of the material. Fabrication of a complete prototype sensor suitable for use in the range 1-20 kV is described. The electro-optic polymer is shown to be an important material for fiber optic sensing applications. Appendix A is theoretical support for this work. The third section of the report presents the application of an artificial neural network, Kohonen's self-organizing feature map, for the classification of power system states. This classifier maps vectors of an N-dimensional space to a 2-dimensional neural net in a nonlinear way preserving the topological order of the input vectors. These mappings are studied using a nonlinear power system model.

Cell proliferation and hair cell addition in the ear of the goldfish, Carassius auratus

Cell proliferation and hair cell addition have not been studied in the ears of otophysan fish, a group of species who have specialized hearing capabilities. In this study we used the mitotic S-phase marker bromodeoxyuridine (BrdU) to identify proliferating cells in the ear of one otophysan species, Carassius auratus (the goldfish). Animals were sacrificed at 3 h or 5 days postinjection with BrdU and processed for immunocytochemistry. The results of the study show that cell proliferation occurs in all of the otic endorgans and results in the addition of new hair cells. BrdU-labeled cells were distributed throughout all epithelia, including the primary auditory endorgan (saccule), where hair cell phenotypes vary considerably along the rostrocaudal axis. This study lays the groundwork for our transmission electron microscopy study of proliferative cells in the goldfish ear (Presson et al., Hearing Research 100 (1996) 10-20) as well as future studies of hair cell development in this species. The ability to predict, based on epithelial location, the future phenotype of developing hair cells in the saccule of the goldfish make that endorgan a particularly powerful model system for the investigation of early hair cell differentiation.

A matheuristic for design and dispatch of a utility-connected distributed energy system

Modeling distributed power generation systems often requires complicated mathematical expressions that present challenges for commercial optimization solvers. Here, this paper presents a matheuristic to solve a mixed-integer optimization model that informs decisions regarding the design and dispatch of a utility-connected microgrid. We deploy a genetic algorithm to search the system design space and a linear program to solve the economic dispatch problem. The model is a component of a web tool that requires solutions within a few minutes. Our method yields objective function values within 5% of an exogenously produced optimal in fewer than 30 seconds for 90% of our test cases compared to only 10% of our test cases by a traditional optimization solver in the same amount of time.

Grid-Supportive Loads - A New Approach to Increasing Renewable Energy in Power Systems

This paper demonstrates the potential of inverter-based loads to support grid reliability during power system transients thereby enabling reliable integration of renewable energy in power systems. Such loads are referred to in this paper as grid-supportive loads (GSLs). A new GSL model is developed that simulates the transient response capabilities that can be programmed in electronic loads. The model’s design enables it to be easily integrated in widely used commercial power system transient analysis software. Theoretical expressions are derived that explain the workings of the GSL model. The performance, numerical stability, and impact of the GSL model is validated on 9-bus and 2000-bus synthetic power system models using generator tripping and bus fault disturbances. Results on the 2000 bus system show that in the absence of frequency support from wind/solar generation resources, just 20% of loads with grid-supportive capabilities can improve frequency response by up to 2000 MW/0.1 Hz and reduce deviation in frequency at nadir by up to 60% compared to the situation when GSLs are absent. Power system reliability also improves under fault events. Here, it is further shown that GSLs can aid in integrating more renewable generation without degrading the overall transient response of the power system.

Modeling and simulation of the space platform power system

A comprehensive computer-aided modeling and simulation technique for the space platform power system is described. Large-signal and small-signal modeling is presented for the system components. The component models have been integrated to form the complete power system model. The system model is shown to be a powerful tool in simulating the behavior of the system with variation of illumination level and load. It can be used to study the bus regulation in each mode and to observe mode changes as the solar array is subjected to transitions from sunlight to eclipse and back to sunlight. System simulations show how the bus regulation is maintained by activating the shunt switching unit, the charger, or the discharger, depending on the available illumination level. The system model is suitable for verifying hardware results of for analyzing the performance of a proposed system where hardware testing is not feasible. The EASY5 dynamic analysis program is used as the host software for the modeling and simulation.

Modeling Communication Infrastructures of Cyber Physical Systems

This effort explores modeling cyber infrastructure, including communication devices like switches, routers, sensors, and controllers, and physical media attributes like propagation of radio signals, in coordination with power distribution system model layouts. To do this, the project studies real-world configurations to define axioms of how different communication media is deployed with control equipment. These axioms will be used to develop tools to generate realistic cyber infrastructure models from starting power system models. This effort leverages and builds on the co-simulation platform developed by the other RD2C projects. The axioms and tools will be validated and demonstrated with the NS3 simulation tool as part of a co-simulation to show the behavior/impacts of cyber infrastructure on control operations.

A Multi-Function AAA Algorithm Applied to Frequency Dependent Line Modeling

Modeling of power distribution system components that are valid for a wide range of frequencies are crucial for highly accurate modeling of electromagnetic transient (EMT) events. This has recently become of interest due to the improvements needed for the resilient operation of distribution systems. Vector fitting (VF) is a very popular and commonly used algorithm for wide band representations of power system components in EMT simulations. In this research, we present a new multi-input rational approximation algorithm (MIAAA) and illustrate its advantages with respect to VF using examples of approximations of admittance matrices discussed in the literature. We show that MIAAA not only outperforms VF in terms of achieving better accuracy using lesser number of poles, but also has no numerical issues achieving convergence. In contrast to VF, MIAAA is not sensitive to the location of input sample points and it does not require good estimates for the location of the desired approximation poles. The novelty of this research work is the use of recent mathematical results to solve existing challenges in distribution system modeling and to develop rational approximations for power system models that intend to be optimal in terms of accuracy and performance.
